8223 - Scope of WorkRFP 8223 Pond Maintenance Program 1.0 Introduction/Background: The City of Denton is soliciting proposals for a preventative Pond Maintenance Program. This initiative is aimed at reducing the need to remediate ponds and repair equipment. The contractor will be responsible for determining what actions are needed to meet the specified standards and objectives. 2.0 Objectives: Create an aesthetically pleasing environment that will support a viable and self-sustaining wildlife population without causing harm to existing wildlife or its habitat. Decrease incident of algae blooms, cattails and undesirable aquatic vegetation in City-managed ponds to extend the aquatic life, creating accessible fishing opportunities and protecting the waterway features such as fountains and aerators 3.0 Scope of Work: The contractor will design and implement a program of preventative pond maintenance to keep interval growth of algae and invasive (undesirable) pond vegetation at a minimum and to maintain a clean appearance. Maximum height of submerged vegetation is not to exceed 12″ from the pond floor. Undesirable vegetation must not be allowed to reach the surface of the water at any depth. Do not allow algae or undesirable vegetation to grow more than 24″ from the shoreline. Inspection reports are required for all visits, whether or not any treatment is applied. Inspection reports are to be submitted via email in .docx or .pdf format within 24 hours after inspection. Application reports are to be submitted via email in .docx or .pdf format to the contract administrator within 24 hours of application. Report must include location, date, and time of application, air temperature, dissolved oxygen level, and a detailed description of application materials, quantities, and methods. A City representative will inspect the ponds periodically to verify that standards are being met. The contractor may be required to submit a remediation plan to address deficiencies found. 4.0 Tasks/Deliverables: Provide a mobilization plan describing the first steps you will take to assess the condition of the ponds and bring them up to standard. Provide a preventive maintenance plan describing techniques and methodology to be applied, as well as a schedule and description of inspections, testing, and reports. Include any tasks required of the City. Provide a list of products used during the preventative maintenance program. Provide a list of all equipment, owned or leased, that you expect to use for the execution of this contract. If you do not currently possess the equipment required to perform the contract as stated, but plan to purchase or lease equipment, provide complete information concerning the lease or purchase of such equipment. Include contact information concerning the place of purchase or lease. 4.0 Vendor Requirements Safety Requirements All employees shall have proper safety devices and equipment. All equipment and personal protective equipment shall meet OSHA and TPWD safety standards. If a contractor is discovered working without necessary safety equipment in place, they will be required to stop all work in progress. Contractor will not be allowed to return to work until adequate safety equipment and/or devices are in place. Coordination Telephone calls, text messages, and emails must be answered during normal working hours with no more than a 4-hour return time for all calls where a message is left. Emails sent before noon should be responded to in the same day. Emails sent in the afternoon should be responded to no later than the following morning by 9 AM. All emails require a response for the City’s records. Maintenance If conflicts between required work and public use of a location arise, stop work and report the situation to the contract administrator immediately Provide evidence of certification for the Certified Fisheries Professional. Contractor must have a Certified Fisheries Professional on staff Provide a copy of TDA Pesticide Applicator’s License. A current TDA Pesticide Applicators License is required for applying chemicals in public aquatic waterways. Products used in the program must be approved by the Texas Parks and Wildlife Department. Provide a list of products used in the preventative pond maintenance program Chlorination not allowed. The City will pay a flat rate per month for the preventative maintenance program.
