8240 - Scope of WorkScope of Work 8240 - Voluntary Dental Insurance RFP # 8240 The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission shall have accurately described your understanding of the objectives and scope of the requested products and services and provided an outline of your process to implement the requirements of the Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum, the following: 1. Background The City offers benefits to all full-time employees who are in a position budgeted to work at least 30 hours per week. The City has approximately 1,556 full-time benefit eligible employees. Coverage begins the first of the month following the date enrollment The City also offers fully- insured dental insurance to eligible dependents (legal spouses, declared common-law spouses, unmarried children up to 26 years of age, children of any age if mentally or physically incapacitated and dependent on the employee for financial support, and dependent grandchildren that qualify as defined by the IRS or Federal Income tax return). The City’s Voluntary Dental plan renews on January 1, 2024. Carrier and Rate History The City of Denton has had fully-insured voluntary dental insurance coverage in place with Delta Dental since 1/1/2019. TECHNICAL RESPONSIBILITIES AND REQUIREMENTS Scope of Work 8240 - Voluntary Dental Insurance RFP # 8240 The City is requesting proposals for a January 1, 2024, effective date. The City is seeking proposals: a) To provide a benefit structure matching the current dental benefits, including benefit limits to be set at consecutive months. Currently, the City of Denton offers a dual PPO dental option to all full-time employees. The Low PPO Option offers 80% preventive, 60% basic, 50% major with a $1,750 calendar year maximum. Orthodontics is included for adults and children covered at 50% up to a lifetime max of $1,000. Please quote 100% preventative coverage on the Low PPO option. The High PPO Option offers 100% preventive, 80% basic, and 50% major with a $1,750 calendar year maximum. Orthodontics is included for adults and children at 50% up to a lifetime max of $1,500. b) To provide a benefit structure matching the current dental benefits on both the Low and High PPO with options for a 6-month waiting period included for major and orthodontic services only. c) To match the current rollover credit structure outlined in the benefit summaries. d) No loss/No gain: No covered employee or covered dependent shall lose or gain benefits as a result of a contractor change. All pre-existing condition limitations, actively-at-work, and non-confinement provisions must be expressly waived for the initial enrollment for covered employees and covered dependents that have already satisfied the limitations under the current plan. e) Completed Disruption Report utilizing the quoted network.
