8823 - Scope of WorkIFB # 8823 TECHNICAL SPECIFICATIONS SUPPLY OF WATER and WASTEWATER TREATMENT CHEMICALS IFB # 8823 Page 1 of 13 The City is seeking a term contract to supply various water treatment chemicals used in the Water Production and Water Reclamation Plants. The respondent’s submission shall accurately describe your understanding of the objectives and scope of the requested products and services. Provide an outline of your process to implement the Scope of Work and Services requirements. It is anticipated that the scope of work will include, at a minimum, the following general conditions: • Chemicals will be ordered in bulk quantities on an as-needed basis throughout the contract term. • Packaging and shipping of all chemicals under this contract shall conform to current Federal and State Regulations. • Each chemical vendor shall provide a current NSF document for each chemical. Each bill of lading or delivery ticket shall bear the NSF stamp. • A sample of the chemical shall be provided by the driver at the request of the plant operations staff prior to unloading of any chemical. • Purchaser shall have the right to reject any material not meeting the provisions of this specification. The vendor will be contacted immediately by the purchaser to notify of the reason for rejection. • The City requires that weight certificates from a certified weigher accompany all shipments. • The chemicals shall contain no substances in quantities capable of producing deleterious or injurious effects on the health of those consuming water that has been treated with them. • Chemicals shall be bid and billed by the pound for solid and gaseous products and by the wet pound for liquids. • A certificate of analysis (COA) shall be included with every order of chemical showing that the chemical delivered meets the specifications described in the sections below. • All associated costs for materials and delivery to the City of Denton shall be included in the unit price for the product. Only the proposed price will be paid; no additional charges may be added. That includes but is not limited to delivery costs, freight, demurrage, environmental or impact fees, the pickup and return of empty 55 gallon drums and 275 IBC, etc. • Bulk liquid chemicals shall be delivered FOB Denton and unloaded in the City of Denton's chemical tanks by the supplier. Deliveries of all chemicals are to be made between the hours of 8:00 a.m.-11:00 a.m. and 1:00 p.m.-4:00 p.m., Monday through Friday at any of the following locations: o Lake Lewisville Water Treatment Plant, 1701-B Spencer Rd, Denton, TX 76205 o Lake Ray Roberts Water Treatment Plant, 9401 Ray Roberts Dam Rd., Aubry, TX 76227 IFB # 8823 TECHNICAL SPECIFICATIONS SUPPLY OF WATER and WASTEWATER TREATMENT CHEMICALS IFB # 8823 Page 2 of 13 o Pecan Creek Water Reclamation Plant, 1100 S. Mayhill Rd., Denton, TX 76208 o Southwest Elevated Storage Tank, 11490 H. Lively Rd. Ponder, TX 76259 (150lb chlorine cylinders, liquid ammonium sulfate) o Northwest Elevated Storage Tank, 5200 Loop 288, Denton, TX 76207 (150lb chlorine cylinders, liquid ammonium sulfate) o Lake Lewisville Raw Water Pump Station, 200 Country Lane, Hickory Creek, TX 75065 (Totes of Sodium Permanganate) • Tankers will be sealed with a security tag which includes the serial number. The manifest will contain all of the same information along with the serial numbers, and tanker numbers. The Operators will notify the supervisors of any discrepancies before proceeding with the off-loading process. Discrepancies will result in delay of chemicals being off-loaded until the discrepancies are satisfactorily resolved. Ultimately, discrepancies could result in the loads being refused. In case of emergencies, special arrangements will be made in advance of delivery. • The supplier shall have all necessary equipment to unload the product into the City’s tanks or storage areas including enough air pressure to blow the bulk tank inlet line free of product. The City does not have compressed air to aid in the unloading of chemicals. • All drivers, while unloading chemicals, will wear at least the minimum of protective clothing specified by ANSI/AWWA and OSHA/SDS standards. Any spills caused by supplier or supplier equipment while unloading shall be cleaned by the operator/supplier at their expense. Supplier shall bill the City only for amount delivered excluding spilled material. City of Denton personnel shall be notified immediately after any spill. • In the event the awarded successful supplier is unable to deliver the chemical product as proposed, the supplier authorizes the City of Denton to purchase the product on the open market. For each time the supplier is unable to deliver, the supplier further agrees to reimburse the City of Denton for any amount over and above the RFP purchase price, provided; however, the awarded supplier shall not be liable for more than a normal delivery. • The successful suppliers shall provide copies of the most recent NSF Standard 60, Drinking Water Chemicals-Health Effects certification and Safety Data Sheet (SDS) with their proposal. IFB # 8823 TECHNICAL SPECIFICATIONS SUPPLY OF WATER and WASTEWATER TREATMENT CHEMICALS IFB # 8823 Page 3 of 13 1) SODIUM HYPOCHLORITE (10% SOLUTION) a) Must comply with ANSI/AWWA Standard B300-18 or most current standard. b) Sodium hypochlorite shall meet the following physical and chemical requirements: i) Clear, light-yellow liquid ii) At least 10% chlorine by weight iii) Less than 1.5 percent alkali by weight c) The Sodium Hypochlorite shall be delivered in bulk shipments of 3,500 to 5,000 gallons to the Water Reclamation plant. 2) SODIUM HYPOCHLORITE (12.5% SOLUTION) a) Must comply with ANSI/AWWA Standard B300-18 b) Sodium hypochlorite shall meet the following physical and chemical requirements: i) Clear, light-yellow liquid ii) At least 12% chlorine by weight iii) Less than 1.5 percent alkali by weight c) The Sodium Hypochlorite shall be delivered in bulk shipments of 3,500 to 5,000 gallons. 3) FLUOROSILICIC ACID (23%) a) Must comply with ANSI/AWWA Standard B703-11 or most current standard.\ b) Fluorosilicic acid shall meet the following physical and chemical characteristics: i) Solution shall be clear to straw yellow with a maximum of 200 color units. ii) Maximum of 1% free acid, other than fluorosilicic, expressed as HF. c) Deliveries shall be in truckload quantities in approximately 4,000 to 4,500 gallons. The truck shall furnish all of its own unloading equipment to include sufficient air pressure to blow the fill line clear. 4) LIQUID CAUSTIC SODA (50% DIAPHRAGM GRADE) ‘ a) Must comply with ANSI/AWWA Standard B501-13 or most current standard. b) Caustic soda shall meet the following physical and chemical characteristics: i) Solution shall be clear. c) Solution shall contain at least 50% NaOH (38.75%) d) Deliveries shall be in truckload quantities of 3,500 to 4,000 gallons. 6) LIQUID CAUSTIC SODA (25% DIAPHRAGM GRADE) a) Must comply with ANSI/AWWA Standard B501-13 or most current standard. b) Caustic soda shall meet the following physical and chemical characteristics: i) Solution shall be clear IFB # 8823 TECHNICAL SPECIFICATIONS SUPPLY OF WATER and WASTEWATER TREATMENT CHEMICALS IFB # 8823 Page 4 of 13 c) Solution shall contain at least 25% NaOH d) Deliveries shall be in truckload quantities of 3,500 to 4,000 gallons. 7) LIQUID AMMONIUM SULFATE 38-40% a) Must comply with ANSI/AWWA Standard B302-16 or most current standard. b) The chemical and physical properties of the liquid ammonium sulfate shall be as follow: i) Appearance and odor: Clear, Pale-Yellow Liquid – No Odor ii) pH: 4.8 – 7.5 iii) Solubility in water: Complete iv) Specific Gravity:1.20 0 1.23 v) Soluble Iron (mg/L): <10 vi) Freeze Point (deg. F):\\10 vii) Boiling Point (deg. F): 214-216 viii) Sulfuric Acid Diammonium: 38-40% (wt% dry salt) ix) Ammonium Sulfate solution: 10% (25% of the 40% dry salt wt. c) Deliveries will be approximately 3,000 to 3,500 gallons each. 8) LIQUID AMMONIUM SULFATE 38-40% a) Must comply with ANSI/AWWA Standard B302-16 or most current standard. b) The chemical and physical properties of the liquid ammonium sulfate shall be as follow: i) Appearance and odor: Clear, Pale-Yellow Liquid – No Odor ii) pH: 4.8 – 7.5 iii) Solubility in water: Complete iv) Specific Gravity:1.20 0 1.23 v) Soluble Iron (mg/L): <10 vi) Freeze Point (deg. F):\\10 vii) Boiling Point (deg..F): 214-216 viii. Sulfuric Acid Diammonium: 38-40% (wt% dry salt) viii) Ammonium Sulfate solution: 10% (25% of the 40% dry salt wt. c) Deliveries will be in 55-gallon drum quantities. 9) ANHYDROUS AMMONIA a) Must comply with ANSI/AWWA Standard B305-15 or most current standard. b) The supplier shall evaluate the City’s anhydrous ammonia storage facilities prior to the first delivery and provide recommendations on preventive maintenance and safety. c) Anhydrous ammonia shall meet the following physical and chemical characteristics: i) Shall be a colorless, liquified compressed gas. IFB # 8823 TECHNICAL SPECIFICATIONS SUPPLY OF WATER and WASTEWATER TREATMENT CHEMICALS IFB # 8823 Page 5 of 13 ii) Shall contain no solids in suspension that could interfere with proper operation of ammonia feed equipment. iii) Shall be premium grade Ammonia 99.995% iv) Shall contain less than 2ppm oil by weight. v) Shall contain less than 33ppm water by weight. d) Deliveries will be approximately 6,000 pounds each. 10) POLYDADMAC POLYMER (40% Solution) a) Must comply with ANSI/AWWA Standard B451-16 or most current standard. b) POLYDADMAC Polymer shall meet the following physical and chemical requirements: c) Currently approved polymers i) Calgon CatFloc CL-40% ii) Cyanamid 592C WT-40 iii) Magnafloc LT7995 iv) Buckman BLB5040 v) CPS AgeFloc WT-40 vi) Clairfloc C-318 WT40 d) The POLYDADMAC shall meet the following physical and chemical characteristics: i) The color of the liquid shall be free from foreign matter and sediment. ii) The color shall be clear but may exhibit slight turbidity. iii) The supplier shall provide the product’s total percent solids by weight. iv) The supplier shall provide the weight percent total active polymer content in the solution. e) Data sheets must be submitted describing typical properties of handling, storage, etc. f) Highly cationic liquid polymer used for clarification of potable water as a coagulant aid or primary coagulant that is compatible with the City of Denton’s equipment. g) Chlorine resistant. h) Shipments shall be bulk shipments in quantities of 1,500 to 3,000 gallons per shipment measured in number of pounds per delivery by certified weight tickets with price based on quoted minimum shipment of gallons. i) Delivery must be made within no more than five days after receipt of order. 11) CATIONIC POLYMER (40% Solution) a) Must comply with ANSI/AWWA Standard B451-16 or most current standard. b) CATIONIC Polymer shall meet the following physical and chemical requirements: Currently approved polymers i) Clairfloc – 1366 ii) A-6320 iii) Clairfloc - C-6266PWG c) The CATIONIC POLYMER shall meet the following physical and chemical characteristics: IFB # 8823 TECHNICAL SPECIFICATIONS SUPPLY OF WATER and WASTEWATER TREATMENT CHEMICALS IFB # 8823 Page 6 of 13 i) The color of the liquid shall be free from foreign matter and sediment. ii) The color shall be clear but may exhibit slight turbidity. iii) The supplier shall provide the product’s total percent solids by weight. iv) The supplier shall provide the weight percent total active polymer content in the solution. d) Data sheets must be submitted describing typical properties of handling, storage, etc. i) Deliveries will be in 55-gallon drum quantities for A-6320 ii) Deliveries will be in 275-gallon totes and 55-gallon drum quantities for Clairfloc - C- 6266PWG iii) Deliveries will be in 275-gallon totes quantities for Clairfloc - 1366 e) Delivery must be made within no more than five days after receipt of order. 12) LIQUID FERRIC SULFATE 12% as FE+3 (60%) a) The material shall conform to the American Water Works Association Standard B406-14 or most current standard. An affidavit of compliance shall be required. b) Liquid ferric sulfate shall meet the following physical and chemical characteristics: i) Liquid Ferric sulfate shall be free from extraneous materials and shall be transported and delivered at such concentrations and temperature that no freezing occurs. ii) The liquid shall be suitable for feeding by means of metering pumps or other metering devices constructed of corrosion resistant materials. iii) The material shall contain NO LESS than 12% available ferric ion (Fe3), with specific gravity of 1.55 to 1.60 except by agreement between supplier and purchaser. No additional payment will be made for Liquid Ferric Sulfate, which exceeds the minimum. iv) Water-soluble ferrous ion (Fe2+) shall not exceed 0.5% on a basis of 12% ferric ion in Liquid Ferric Sulfate. No more than 0.2% of the Ferric Sulfate shall be insoluble in Liquid Ferric Sulfate. v) Free acid shall not exceed 3.5% in Liquid Ferric sulfate. However, the solution must contain enough acid to yield a pH of 2.0 or less. vi) Shall contain less than 100 ppm of Manganese and 10 ppm of chlorides shall be present per each 1% of ferric ion. c) Impurities i) The liquid ferric sulfate shall be manufactured from a source of virgin mined iron ore i.e., magnetite, hematite, and a “water white” grade of sulfuric acid. IFB # 8823 TECHNICAL SPECIFICATIONS SUPPLY OF WATER and WASTEWATER TREATMENT CHEMICALS IFB # 8823 Page 7 of 13 ii) Any impurities resulting in sludge or other foreign material that accumulates in bulk tank or feed system shall be removed and cleaned by the supplier. iii) Ferric Sulfate shall not contain specific impurities more than the following limit by weight, for an expected maximum dosage of 100mg/1 based on Ferric sulfate content. The Water Chemicals codex should be consulted if alternative impurity limits are to be considered based on varying dosage levels. Arsenic 10mg/kg Mercury 2mg/kg Cadmium 10mg/kg Silver 50mg/kg Chromium 50mg/kg Selenium 10mg/kg Lead 50mg/kg d) Deliveries shall be in truckload quantities of 3,500 to 4,000 gallons. 13) LIQUID OXYGEN and MEDICAL OXYGEN Liquid Oxygen: a) Must comply with ANSI/AWWA Standard B304-18 or most current standard. b) The material shall be commonly known as Liquid Oxygen (LOX). c) Liquid oxygen shall meet the following physical and chemical characteristics: i) The liquid oxygen shall have a minimum of 99.5% oxygen by volume and shall be suitable for the generation of ozone for the disinfection of drinking water. The material shall comply with the Compressed Gasses Association’s Type II, Grade B for liquid oxygen. A Material Safety Data Sheet (MSDS) for the product shall accompany the first delivery. ii) Liquid Oxygen shall not contain any constituents that could result in violation of any present and proposed Federal Drinking Water Standards. iii) Liquid Oxygen shall not contain specific impurities more than the following limits: Water Content 6.6 ppm Hydrocarbon Content 25 ppm d) The supplier shall perform an initial inspection of the liquid oxygen system and provide any preventive maintenance and safety recommendations. The supplier shall also perform annual inspections of the tanks and vaporizers and then make any needed repairs on a cost-by-cost basis. Repairs must be performed in a timely manner to minimize equipment down time. Medical Oxygen: All associated costs for materials and delivery to the City of Denton shall be included. Only the proposed price will be paid. That includes but is not limited to delivery costs, freight, demurrage, environmental or impact fees, etc. The delivery of medical-grade oxygen tanks must be delivered FOB Denton, to and unloaded at the City of Denton's fire stations by the supplier. For each time the supplier is unable to deliver, the supplier further agrees to reimburse the City of Denton for any amount over and above the IFB purchase price, provided; however, the awarded supplier shall not be liable for more than a normal delivery. The successful suppliers shall provide a copy of the most recent NSF certification and a copy of the Safety Data Sheet (SDS), with Proposal. A. FIRE DEPARTMENT USE 1. MEDICAL USP GRADE OXYGEN a. Size: Cylinder size H, 251 CU. FT., CGA 540 and Cylinder size D, 15 CU. FT., CGA 870 b. Quantity: The fire department shall use up to 30 of size H, and 200 of size D as the approximate quantity of product to be used annually. c. Invoice pricing will be by the cylinder. Quantity: The fire department shall use up to 6 cylinders as the approximate quantity of product to be used annually. c. Invoice pricing will be by the cylinder. 3. ACETYLENE a. Size: Cylinder size “MC”, CGA 200 b. Quantity: The fire department shall use up to 6 cylinders as the approximate quantity of product to be used annually. c. Invoice pricing will be by the cylinder. 4. NITROGEN a. Size: Cylinders will be provided by City of Denton Fire Department. b. Quantity: The fire department shall use up to 2500 cubic feet as the approximate quantity of product to be used annually. c. Invoice pricing will be by the cubic foot. 14) LIQUID FERRIC CHLORIDE (40%) a) The material shall conform to the American Water Works Association Standard B407-18 or most current standard. An affidavit of compliance shall be required. b) Liquid Ferric Chloride shall be free from extraneous materials and shall be transported and delivered at such concentrations and temperature that no freezing occurs. c) The liquid shall be suitable for feeding by means of metering pumps or other metering devices constructed of corrosion resistant materials. d) The material shall meet the following physical and chemical requirements. e) The material shall contain NO LESS than 13% available ferric ion (Fe3), with specific gravity of 1.40 to 1.50 except by agreement between supplier and purchaser. No additional payment will be made for Liquid Ferric Chloride, which exceeds the minimum. f) Free acid shall not exceed 4% as HCL in Liquid Ferric Chloride. However, the solution must contain enough acid to yield a pH of 1.0 or less. g) Shall contain less than 100 ppm of Manganese and 10 ppm of chlorides shall be present per each 1% of ferric ion. h) Any impurities resulting in sludge or other foreign material that accumulates in bulk tank or feed system shall be removed and cleaned by the supplier. Lively Rd. Ponder, TX 76259 and the Northwest Elevated Storage Tank, 5200 Loop 288, Denton, TX 76207) a) Must comply with ANSI/AWWA Standard B301-10 or most current standard. The quality of chlorine shall be chemically pure and anhydrous. i) The product shall meet the following specifications as tested in accordance with B301-18: (1) 99.5% pure by volume (2) Less than 150 ppm moisture (3) Less than 10 ppm lead reported as lead (4) Less than 1 ppm mercury reported as mercury (5) Less than 3ppm arsenic reported as metallic arsenic (6) Less than 50 ppm non-volatile residue by weight (7) Less than 16 ppm carbon tetrachloride (8) Less than 267 ppm trihalomethanes b) The liquid chlorine shall be delivered in 150lb cylinders in shipments of 300 to 600 pounds. c) Transport equipment shall be expeditious for unloading at our facility. Respective vendors are encouraged to inspect our on-site facility prior to bidding. d) RFP pricing and invoicing should be by the pound. 16) SODIUM PERMANGANATE (Delivered to the Lake Lewisville Raw Water Pump Station, 200 Country Lane, Hickory Creek, TX 75065 and the Lake Ray Roberts Water Treatment Plant, 9401 Lake Ray Roberts Dam Rd., Aubrey, TX 76227) a) Transport equipment shall be expeditious for unloading at our facility. Respective vendors are encouraged to inspect our on-site facility prior to bidding. b) Must comply with AWWA Standard B603-03 and certified by the NSF to ANSI /NSF Standard 60. c) Must meet the following specifications: (1) 19.5 – 21.5% as NaMnO4 (2) pH 5.0 – 8.0 (3) Solubility in water – miscible with water in all proportions (4) Appearance – dark purple solution (5) Specific Gravity – 1.15 – 1.17g/mL d) The Sodium Permanganate shall be delivered in 275 gallon IBC (intermediate bulk container) IFB # 8823 TECHNICAL SPECIFICATIONS SUPPLY OF WATER and WASTEWATER TREATMENT CHEMICALS IFB # 8823 Page 11 of 13 17) MAGNESIUM HYDROXIDE SLURRY a) 53-62% solids magnesium hydroxide solution will be delivered in an appropriately sized tanker truck in liquid form. Packaging and shipping of magnesium hydroxide shall conform to the current regulations of the U.S. Department of Transportation and other applicable federal, state, and local requirements. Deliveries of magnesium hydroxide shall be by drivers thoroughly trained and familiar with the related hazard, safety measures and spill cleanup procedures. Weight tickets will also be required with each shipment. c) The Contractor shall be responsible for complying with all Federal and State of Texas standards, including but not limited to, regulations and laws concerning this type of service, including EPA standards. All bidders must provide a Material Safety Data Sheet (MSDS) and necessary certifications pertaining to delivery and transfer of the product. d) The technical grade magnesium hydroxide slurry shall only be produced and derived from highly reactive magnesium chloride brine utilizing a wet milling process or by the hydration of magnesium oxide. The City of Denton will only accept bids for technical grade magnesium hydroxide slurry produced and derived from highly reactive magnesium chloride brine or by the hydration of magnesium oxide. The magnesium hydroxide slurry shall only be produced and manufactured from seawater or magnesium 11 chloride brine utilizing a wet milling process for consistent product sizing and uniformity. This requirement is utilized to provide consistent performance, better dispersion, and suspension stability. e) The City will not accept bids for magnesium hydroxide slurry produced from uncalcined brucite, uncalcined dolimite, dolime, brucitic marble, or any caustic-enhanced or lime-enhanced versions of the former. Bids will only be considered for Magnesium Hydroxide. No other products will be considered. IFB # 8823 TECHNICAL SPECIFICATIONS SUPPLY OF WATER and WASTEWATER TREATMENT CHEMICALS IFB # 8823 Page 12 of 13 f) The Contractor shall provide the location where the magnesium hydroxide slurry originates and also provide the manufacturing location. The source of the magnesium hydroxide slurry will not be allowed to change during the life of the contract without the prior approval of the Contract Manager. The Contractor shall also have an alternate distribution terminal available in case the primary one is not available. The addresses of these locations shall be provided upon award of the contract. The Contractor shall provide a certificate of analysis from an independent and certified U.S. lab with the bid submittal. g) The Contractor shall include the following information with the bid submittal: Safety Data Sheet (SDS) for the slurry, showing the CAS number of the slurry. List of slurry distribution points Company background/history and qualifications The Contractor shall submit with the bid submittal, 3 municipal wastewater references within the State of Texas who utilize the product they are proposing with this bid. An SDS sheet shall be delivered with the bid submittal. Bid may be rejected if all requirements and information of the application are not submitted as required. Any bid that does not completely meet the listed specifications in this invitation to bid will be disqualified. h) 4.04 FOB POINT AND DELIVERIES: All product pricing shall be FOB City of Denton Pecan Creek Water Reclamation Plant (PCWRP) 1100 S. Mayhill Rd., Denton, Texas 76208. No freight or delivery charges will be accepted unless shown on bid. Deliveries shall be by appointment and during office hours of the City. Office hours are 7:00 AM to 3:00 PM Monday through Friday. Deliveries shall be scheduled to complete prior to 5:00 PM. Due to the possibility of unforeseen circumstances, the supplier must provide up to three (3) hours to demerge the product at no extra charge. A certificate of analysis with a purity assay, a certified weight certificate, and a Safety Data Sheet (SDS) must accompany each shipment. All transport vehicles must be inspected by the supplier and must be in safe operating condition. Delivery vessels and vehicles shall meet TxDoT standards. Hand brakes shall be set, and wheels shall be chocked before any off-loading operation is to commence. Supplier shall be capable of providing rapid local response in case of emergency. Delivery trucks shall contain the necessary emergency equipment required to contain, repair, or stop a leak and protect the driver, City personnel, public and private property. The supplier shall furnish the City a copy of off-loading procedures for truck load deliveries for inclusion in the City’s Standard Operating Procedures and Emergency IFB # 8823 TECHNICAL SPECIFICATIONS SUPPLY OF WATER and WASTEWATER TREATMENT CHEMICALS IFB # 8823 Page 13 of 13 Response Plan. Where trade secrets are of concern, the driver shall show City staff members present at the off-loading site the supplier’s written procedure. The supplier shall instruct the City staff members present during the off-loading the appropriate valve(s) to close in the event of an accidental release of the product, if applicable. The supplier shall provide training to the owner on the properties, safe storage, use and handling of delivered chemicals. Neither the City nor City staff will be responsible for any damage that may occur to the Vendors’ property while it is on city of Denton property or as it is being moved to or removed from the City’s property. A representative from the City of Denton shall perform an inspection on the product/services provided to verify specification compliance meets with the City’s approval. Deficiencies that are not repaired/replaced or not corrected will be released back to the supplier for correction. Any/all deficiencies will be corrected before the city will allow transfer of product. i) The contractor shall be responsible for cleanup of any spillage or leakage during transportation or on the plant site due to defective pumping/unloading or negligence of the driver. The City reserves the right to add/delete locations as it deems necessary.
