8630 RFQ Scope of Work Kayak Launch & Courtesy Dock Professional Services Scope of Work A. INTRODUCTION The City of Denton Parks and Recreation Department (PARD) invites qualified professional firms to submit professional services qualifications to prepare a design for various park locations to install kayak and courtesy floating docks. All services are to be performed by persons who are appropriately licensed or registered in Texas under State, local and/or Federal laws governing the practice of Engineering, Landscape Architecture or Architecture. B. BACKGROUND In 2023, City of Denton received a grant application through Texas Parks and Wildlife (TPWD) called the Boating Access Grant. The scope aims to install a courtesy dock and kayak launch at Lake Forest Park, North Lakes Park, and add a kayak launch to the existing courtesy dock at South Lakes Park. The design documents must abide by all TPWD requirements, see attached supplemental information for more information. a) Supplemental 1: Boating Access Environmental Requirements – Planning Phase b) Supplemental 2: Boating Example Site Plans c) Supplemental 3: TDLR – Requirements d) Supplemental 4: United States Army Corp of Engineer – Requirements e) Supplemental 5: Construction Plans & Specifications Instructions f) Supplemental 6: Environmental Compliance Evaluation Form g) Supplemental 7: Texas Historical Commission C. OBJECTIVES: Interested candidates must exhibit the required knowledge, qualifications, and expertise to complete and deliver a design and construction document to be used in the construction of the project. The anticipated scope and deliverables are below: General Deliverables a. Provide a complete design for the proposed master plan from concept sketches through 100% complete construction documents, including project bid docs and specifications (project manual). b. Provide a construction estimate for the entire project and individual phases. c. Facilitate meetings with Denton Parks and Recreation staff and project partners, as needed, during the design development process. d. Facilitate design meetings. e. Coordinate sub-consultants, as necessary. f. Coordinate with Texas Historic Commission (THC) for design review and permit applications, as needed. g. Environmental Compliances, USACE Permitting, and other assessments as outlined by TPWD h. Deliver final plans & supporting materials to include Texas Department of Licensing & Regulation (TDLR) Registered Accessibility Specialist (RAS) design review. i. Coordination with City of Denton Development Services department for plan review. j. Construction Administration services i. Bidding services ii. Evaluate bids & recommend contractor iii. Attend/Host preconstruction meeting iv. Assist in the preparation of the Notice to Proceed and Notice of Award v. Site inspections at various times as the project progresses vi. Approve, issue and/or respond to: 1. ASI’s 2. RFI’s 3. Change Orders 4. Pay Applications 5. Submittals Park Locations & General Design Needs 1. South Lakes Park, 556 Hobson Ln, Denton, TX 76205 a) Design new Kayak launch attachment to existing courtesy dock at this park. 2. North Lakes Park, 2001 W Windsor Drive Denton, TX 76201 a) Design new ADA parking stall and sidewalk connection towards dock. b) Design new Courtesy dock and kayak launch attachment 3. Lake Forest Park, 1760 E Ryan Rd, Denton, TX 76210 a) Design new ADA parking stall and sidewalk connection towards dock. b) Design new Courtesy dock and kayak launch attachment D. ADDITIONAL INFORMATION Interested candidates must be prepared to sign the attached professional services agreement if selected. E. METHOD OF SELECTION Submittals will be reviewed by an evaluation team for the purpose of identifying and recommending those individuals offering, in total, the highest qualifications and experience with this type of project. The individuals or firms may also be interviewed by members of the evaluation team for the express intention of recommending a final short list of individuals or firms. The submittals will be evaluated on various criteria including but not limited to the following: 1. Experience and performance with RELEVANT projects, which include but not limited to TPWD grant projects, courtesy docks & pond design, parking lot, sidewalk design, etc…. Knowledge and previous experience with various municipalities, state and federal agencies. (40%) 2. Ability, capacity, skill, clarity and organization of the respondent to demonstrate project understanding and to complete the project within an established timeline. (30%) 3. Successfully demonstrated coordination and approvals through the City of Denton Development Services review process. (20%) 4.
