The scope of work shall be finalized upon the selection of the Firm. The proposal submission
shall have accurately described your understanding of the objectives and scope of the requested
products and services and provided an outline of your process to implement the requirements of
the Scope of Work and Services. It is anticipated that the scope proposal submission will
include, at a minimum, the following:
GENERAL RESPONSIBILITIES AND REQUIREMENTS
As an experienced, knowledgeable, security sensitive, customer focused armored car
delivery service; you will primarily be responsible for providing high level security and
cash management solutions, to include pick up, tracking, and delivery of financial
instruments, secure government documents, electronic media, currency, and coin from
secure locations. To be considered successful, this shall include the following
requirements:
Armored Car Delivery General Responsibilities:
• Must be able to provide armored car delivery services to various bank vault locations
within the Dallas – Ft. Worth (DFW) area (current vault is Well Fargo Vault in Dallas).
• Must be able to demonstrate a minimum of (5) years of established armored car delivery
service with government agencies.
• Must be able to provide armored car delivery services with values up to $1 million per
day.
• Must be able to deliver change orders made via our depository vault.
• Must be able to perform a variety of skilled duties to protect, secure, and deliver financial
instruments, secure government documents, electronic media, currency, and coin to bank
vault location.
• Must ensure utilization of innovative solutions to guarantee financial instruments and
cash is delivered to banking institutions as efficiently as possible.
• Must be able to provide armored car services a minimum 3-day and a maximum 5-day a
week to single location that have an onsite virtual teller kiosk that requires stocking bills
and change detailed by the City of Denton.
• Must adhere to location’s designated pickup time frame. Shall not arrive to the City’s
Customer Service prior to 9:30 am CST and after 5:00 pm CST.

• The following holidays are observed by the City:

• Must meet all requirements of Local, State, and Federal laws with regards to responsible
handling of financial instruments and cash.
• Must provide a dedicated account representative.
• Must have established policies and procedures for armored car delivery services.
• Must allow the City of Denton to cancel a delivery service with 24-hour notice with no
cancelation fee.
• Must provide delivery staff that shall be armed, uniformed and carry identification cards
at all times.
• Must provide delivery staff that possess a strong customer-focused aptitude.
• Must provide delivery staff that are able to receive and interpret instructions in English
and perform basic math functions.
• Must provide delivery staff that maintain the ability to understand and fill out service-
related documents and paperwork.
• Must provide delivery staff and customer service representatives that maintain good
communications skills to be able to effectively communicate with customers and
maintain a positive attitude.
• Preference for on-line electronic tracking and notification, and maintenance of financial
instruments and cash from pick up locations to delivery locations.
• Preference for same day vault delivery.
• Preference for innovative solutions in electronic funding methods via smart safes.

Contractor Standard of Performance Criteria
Contractors shall fully understand that the City relies on armored car delivery services to
provide vital municipal services, and the availability and reliability of the service is of the
essence. The Contractor shall meet the following performance standards at all times.
Labor disputes, strikes, and other events, except those beyond the Contractor's control
such as acts of God, shall not relieve the Contractor from meeting these standards.
• Contractor shall provide delivery services within specified delivery times for 95%
of deliveries.
• Contractor shall pick-up deposits consisting of cash, checks and/or other check
instruments in the designated financial institutions tamper-evident bags (one-time use)
from designated City locations at the times specified herein. Each bag will be marked
with the designated City location, the designated financial institution, and the total bank
deposit per bag.
• Contractor understands and agrees that possession of a bank deposit commences when
the contractor’s authorized personnel signs for the tamper-evident bags containing the
City’s bank deposits. Contractor shall be responsible for the bank deposit(s), even while
on City property, until the bank deposit(s) has been delivered to the City’s designated
financial institution/vault and has been properly received by the designated financial
institution/vault.
• Contractor shall guarantee safe delivery of all bank deposits placed in authorized
contractor personnel’s possession by the City, unopened and untampered to the
designated financial institution/vault.
• All transport vehicles shall be properly armored and equipped for the service to be
performed. Only armored transport vehicles shall be used. Standard unarmored vehicles
are not acceptable.
• Contractor shall have available and provide, if necessary, back-up armored transport
vehicles and personnel in the event of equipment failure, accident or any other such
occurrence which interferes with performance of the services required herein.
• Contractor shall maintain necessary State of Texas bonding, insurance, and registration
requirements.
• Contractor shall always maintain satisfactory driving record which may be subject to
approval by company’s insurer and in accordance with all applicable state and federal
laws.
