8877 SOW1   RFP #8877 Dielectric Testing for Utility Rubber Scope of Work Denton Municipal Electric (DME) is seeking testing, replacement of non-repairable items, and disposal of non-repairable items for rubber gloves/sleeves, rubber guts, plastic guts, rubber cover ups, and rubber blankets. It is DME’s intent to award to qualified respondent(s), and to have the ability to award a contract per work category for one year with option to renew annually for an additional four years. A: INTRODUCTION Denton Municipal Electric, a department of The City of Denton (City), a home-rule city of the State of Texas, is requesting qualifications to select a pre-qualified list of contractors with demonstrated experience in providing power-distribution testing, replacement of non-repairable items, and disposal of non-repairable items of electrical power grid rubber goods. The qualification responses shall be submitted to the City of Denton in a sealed submission. The awarded firm(s) shall have the ability to accomplish all aspects of the requested services in the category(s) selected. B: SCOPE OF WORK The City of Denton is requesting proposals for power-distribution testing, replacement of non- repairable items, and disposal of non-repairable items for dielectric protection rubber goods. The firm(s) will handle all equipment, labor, and materials to perform all operations in connection with the testing, replacement of non-repairable items, and disposal of non-repairable items for dielectric protection tools/equipment and related equipment. The testing of rubber gloves/sleeves must be done at least on a quarterly basis and on an as needed basis. The rubber guts, plastic guts, rubber cover ups, and rubber blankets must be tested at least on an annual basis and on an as needed basis. Major work categories:  Power-distribution dielectric testing of rubber gloves/sleeves, rubber guts, plastic guts, rubber cover ups, and rubber blankets  Replacement of failed items  Disposal of failed items  On-site testing of dielectric protection rubber goods  Purchase of new rubber gloves/sleeves, rubber guts, plastic guts, rubber cover ups, and rubber blankets  Purchase of rubber glove and/or sleeve bags  Purchase of leather glove protectors for rubber gloves, all classes  Purchase of leather work gloves C: EXPECTATIONS DURING AND AFTER CONCLUSION OF RFP AWARD The city intends to enter into an agreement with a vendor that can provide power distribution rubber goods testing, replacement of failed items, and disposal of failed items. RFP submissions and 2   subsequent documentation will comply with all Federal, State, County and City laws, regulations, and licensing. Interested vendors must attach a list of services provided. The list/explanation of services must include only services the vendor can provide under this contract. To award projects, it is the intent of the City to issue a Request for Cost that defines the scope of work, project dates, project contacts, etc. The awarded contractors through this RFP will have the opportunity to respond to the Request for Cost for individual projects as they arise. The City will select the contractor with the lowest price and able to meet the City’s timeline schedule requirement as laid out within the Request for Cost and ability to test items on site. A Purchase Order will be sent to the selected contractor that affirms the scope of work, project dates, project contacts, etc. D: PRICING This contract is for a defined scope of services and pricing will be solicited and evaluated. The City will select contractors based on pricing, demonstrated competence, and qualifications to perform the services described in the RFP. Once the most qualified contractors are selected, a contract(s) will be negotiated. Compensation will be negotiated per project assigned under the awarded contract(s). The fees under the contract must be consistent with industry standard and may not exceed any maximum provided by law. E: PROFESSIONAL SERVICES REQUESTED 1) DME is requesting that Dielectric Testing, be done in accordance with OSHA/ANSI, NIST, NFPA 70 standards, and all applicable standards to include but not limited to: a) OSHA 1910.269(J) b) ASTM F711-02 c) ASTM F3121 / F3121M – 16 d) Electrical Testing of Hand-Held Live-Line Insulating Tools (Fiberglass-Reinforced Plastic (FRP) e) F1825-03 f) F1826-00 g) ASTM F2321-14 2) DME is requesting that replacement of the equipment that fails testing be available. a) In the event that an item fails testing to required standards, the company offers an option to purchase a replacement. 3) If equipment is rebuilt or reburnished before DME agrees to; DME is not responsible for payment of that level of rebuild. 4) DME is requesting that Dielectric Testing of the rubber gloves/sleeves be conducted every three months. Testing of all remaining rubber cover-ups, blankets, guts (rubber/plastic) be conducted no less than once per 12 months. F: DME RESPONSIBILITIES DME will notify the vendor when any of the services are needed. 3   G: SUMMARY OF QUALIFICATIONS 1. Description of the services that would be provided to the city. 2. Description of the process used to communicate and collaborate with the city and provide periodic reports. 3. A description of how the firm would ensure the quality and timeliness of communication with the city. Include guaranteed response times for the following: o Response to telephone or voicemail messages. o Response to service requests o Response to emergency services needed. 4. A description of how the firm would respond to the city if these guarantees above were not met. 5. Experience of staff - Respondents must provide a description of the experience, qualifications, and accessibility of their executives, the project manager, and key staff that will be assigned to this contract, including the following: o Description of the individual(s) that would be directly responsible the servicing the City contract, including their qualifications and length of service in their current position. o Describe what you would do to ensure consistency of the service to the City in the event that there is a change in the primary contact assigned to the City contract and the process for notifying the City, including the amount of advance notice that can be reasonably expected. H: SUBMISSION REQUIREMENTS All vendor(s) submitting for review of contract must meet the following requirements to be evaluated for selection. 1. Minimum 3 years of experience conducting dielectric testing of power distribution rubber gloves/sleeves and power line cover ups. 2. Must be able to do onsite testing of rubber blankets and guts (rubber/plastic). 3. Must provide example test records certifying pass/fail in accordance with OSHA/ANSI, NIST, and NFPA 70 standards for utility rubber gloves/sleeves, rubber cover-up/blankets, and rubber/plastic guts. I: SELECTION CRITERIA All vendors(s) will be evaluated and scored as outlined in the evaluation procedures of this solicitation. The highest ranked vendor meeting all the requirements as outlined in this specification will be awarded the contract. All firm(s) will be evaluated based upon the criteria below. a) Ability to meet schedule (Experienced staff Number) (FACTOR: 20%). 4   b) Specifications (FACTOR: 30%). c) Prices (FACTOR: 30%). d) Past Probable Performance and experience on projects of this magnitude and complexity ( FACTOR: 20%). The total possible score of the submissions shall be scored and weighted as indicated above. Based on the outcome of the computations performed, each submission will be assigned a raw score. The assigned weight will then be applied to these scores to calculate an overall score for each submission for completion of the final scoring process. J: CONTRACT STRUCTURE The contract will have a total not-to exceed amount for the entire term of the contract.
