SCOPE OF WORK AND TECHNICAL SPECIFICATIONS
The scope of work shall be finalized upon the selection of the Firm. The proposal submission shall have
accurately described your understanding of the objectives and scope of the requested products and
services and provided an outline of your process to implement the requirements of the Scope of Work
and Services. It is anticipated that the scope proposal submission will include, at a minimum, the following:
TECHNICAL RESPONSIBILITIES AND REQUIREMENTS
I. Background
The City of Denton is accepting proposals from those interested in providing umpires for the adult
slow-pitch softball leagues and tournaments. The contractor shall be governed and be able to
officiate rules associated with USA Softball
League games are offered year-round and will have a spring, summer, fall, and winter season.
League games will be played Monday, Tuesday. Wednesday, Thursday, and Sunday’s. The
divisions offered will include but are not limited to the following divisions: Competitive, C, D, and
Co-Ed. League tournaments will be scheduled throughout the year and the dates will be provided
once they are scheduled. All schedules will be provided at least five (5) days prior to the season
beginning.
II. Qualifications
A. Contractor must have a minimum of three (3) years’ experience officiating an adult softball
league for a municipality or any comparable organizations.
B. Contractor must hold umpires accountable and have a code of conduct policy that includes a
process for addressing complaints against officials when reported to the City of Denton.
III. General Responsibilities and Requirements
A. UMPIRES
1. Two (2) umpires must be scheduled for every game except the co-ed “for fun” games.
Only (1) umpire is needed for those games.
2. Umpires must be able to take score and report scores to staff.
3. Umpires will act professionally at all times.
4. Umpires must be ready to begin at the scheduled game time and should arrive at least
fifteen (15) to twenty (20) minutes prior to the first game.
5. If an umpire arrives after the scheduled game time, their rate of pay will be decreased
by fifty (50) percent for that specific game. The City will be reimbursed this amount
or receive a credit on next season’s invoice.
B. UNIFORMS:
1. Contractor will ensure all umpires are in proper uniform and have necessary
equipment such as protection gear, masks, brush, umpire indicators, score-cards, and
any other additional items required to properly officiate a game.

C. CERTIFICATION:
1. Contractor must be registered current and in good standing and affiliated through
USA Softball or USSSA. Contractor will ensure all umpires have been properly trained
and certified to officiate softball through USA Softball or USSSA Softball.
D. ASSIGNING:
1. The Contractor will assign umpires for scheduled athletic games and tournaments as
requested. (The City will post all game schedules online, including rain out make-ups.)
2. If the Contractor provides only one (1) official for a game that requires two (2)
officials, the City will be reimbursed or credited the rate of pay for one official plus
the assigning fee.
3. City of Denton has the right to remove/ban assignments of specific umpires if issues
and/or multiple complaints are reported by the public.
E. OFFICIAL CANCELLATIONS:
1. Contractor will find replacement umpires when cancellations occur.
2. If Contractor does not have any umpires show for a scheduled game, the Contractor
will be fined twenty-five (25) dollars for that specific game. In addition, the City will
be reimbursed or credited the umpire’s rate of pay plus assigning fee for that game.
F. FORFEITS:
1. Contractor will be still paid for games that are called forfeits on site at the field. The
City will only be reimbursed or credited for a forfeit if the game is canceled at least
one day in advance and does not require the umpires to stay throughout the forfeit
time. For example, if an 8 p.m. game is forfeited, but the umpires must be on site for
a 7 p.m. and 9 p.m. game, the official(s) will still be paid.
