ELM STREET DENTON, TEXAS 76207 VETERINARY SUPPLIES & SERVICES SCOPE OF WORK DATE PREPARED: JULY 5, 2024 PREPARED BY: MONICA BENAVIDES Name of Project: Veterinary Supplies & Services 1.0 Introduction/Background The Linda McNatt Animal Care and Adoption Center, located at 3717 N. Elm St, Denton, provides temporary shelter, medical care, and rehoming services for homeless, abandoned, and lost animals while promoting public health and safety by controlling the stray animal population and preventing the spread of diseases. The shelter includes a clinic and surgery suite where contracted veterinary staff conduct initial and ongoing health examinations, administer vaccinations, perform spay/neuter surgeries, and oversee diagnostic services, such as laboratory tests and imaging, and provide emergency medical care. In FY 2022-2023, animal intakes surpassed 5,000 animals. Previous spending includes: FY 2023 - 2024 $27,946.31 (YTD)  FY 2022 - 2023 $34, 277.44  FY 2021 - 2022 $33,439.19   2.0 Objectives Denton Animal Services is seeking a qualified supplier to provide a comprehensive RFP (request for proposals) of veterinary supplies and diagnostic tests to support the health and well-being of the animals under our care. Testing materials included in this scope are required to perform each analysis, in-house. Additionally, specimens are collected and shipped for analysis for animal health monitoring. 3.0 Scope of Work The selected vendor will be responsible for providing a proposal that meets the City’s needs and requirements. The following list represents a generalized list of items needed: SNAP (Infectious Disease) Tests SNAP FIV/FeLV Combo Test SNAP Parvo Test SNAP Heartworm RT Test SNAP Giardia Test SNAP Feline Triple Test Testing Supplies Red-Top Tube (RTT)—4 mL, Clot Activator Serum Separator Tube (SST)—4 mL GTT with Gel White Top Tube - 6 mL, Plastic Lavender-Top Tube (LTT)—6 mL, EDTA Fecal Specimen Collection Container—30 mL PCR Swab (2/Pouch) Microscope Slide (Frosted) PCR Tests Diarrhea RealPCR™ Panel (Comprehensive) with Fecal Dx® Profile—Feline Ringworm (Dermatophyte) RealPCR™ Panel Distemper Virus (CDV) Quant RealPCR™ Test—Canine Respiratory Disease (CRD) RealPCR™ Panel (Comprehensive)—Canine Diarrhea RealPCR™ Panel (Comprehensive)—Canine Miscellaneous Analyses Total Health Profile Senior Profile Free T4 Add-on—Canine/Feline CBC Blood Film Evaluation Fecal Ova and Parasites Priority Biopsy Standard Biopsy 4.0 Vendor Requirements Delivery of supplies is to be made within 7 calendar days after the order is placed (either verbally or in writing). Orders must be shipped complete unless arrangements for partial shipments are made in advance. All supplies must be delivered to the Linda McNatt Animal Care & Adoption Center at 3717 N. Elm Street, Denton, TX 76207. The vendor will assist with troubleshooting, supply orders, and invoice management as needed by Denton Animal Services. All SNAP tests must be compatible with the SNAP Pro Analyzer machine. 5.0 Evaluation Criteria Project Schedule: Scoring for schedule will be based on lead times for receiving test results as well as testing supplies delivery time. Price: The vendor’s proposal must specify the proposed pricing structure. Pricing structure should include unit pricing, quantity price breaks, pricing breaks for supplies bought as combination packs or sets, and projection of expected pricing increases for the life of the contract. Specifications: Vendor will be evaluated on the ability to meet or exceed Owner's expectations and the characteristics of the product or service that bear on its ability to meet the stated/implied needs. Probable Performance: past vendor performance, financial resources and ability to perform, experience or demonstrated capability and responsibility, references, and the vendor's ability to provide reliable maintenance agreements and support.
