SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Brandon & Clark, Inc., for motor and blower parts,
repair, services, and rebuild of motors and blowers at the Denton Energy Center, Water Production and
Reclamation facilities; providing for the expenditure of funds therefor; and providing an effective date (RFP
8818 – awarded to Brandon & Clark, Inc., for one (1) year, with the option for four (4) additional one (1)
year extensions, in the total five (5) year not-to-exceed amount of $1,457,500.00). The Public Utilities
Board will consider this item on Monday, November 17, 2025.

INFORMATION/BACKGROUND
The Denton Energy Center (DEC) utilizes electric motors for its radiator fans on the cooling water system
to ensure proper cooling is provided to each of the 12 engines located at the DEC, thereby preventing
overheating that could result in shutdown or failure of the unit.
The Water Production Department uses various electric motors to drive each pump within the two (2)
departments (Water Production and Water Reclamation). Pumps are used at the Lake Lewisville Raw Water
Intake to pump untreated lake water to the Lake Lewisville Water Treatment Plant. These services are
essential to the treatment processes that ensure the delivery of safe, potable water for the City of Denton
and surrounding communities. The agreement will support uninterrupted operations at the water production
facilities.
Water Production and Reclamation Departments use various blowers to backwash filters at both Water
Production and Reclamation plants as part of the treatment processes. These services are essential to the
treatment processes that ensure the delivery of safe, potable water for the City of Denton and surrounding
communities. The agreement will support uninterrupted operations at the Water Production and
Reclamation facilities.

Request for Proposals was sent to 298 prospective suppliers of this item, including five (5) Denton firms.
In addition, specifications were placed on the Procurement website for prospective suppliers to download
and advertised in the local newspaper. Four (4) proposals were received and evaluated based upon published
criteria, including delivery, compliance with specifications, probable performance, and price. Based upon
this evaluation, Brandon and Clark, Inc. was ranked the highest for Section 1 – Mowers and Section 3 –
Blowers, and determined to be the best value for the City.

RECOMMENDATION
Award a contract with Brandon & Clark, Inc., for motor and blowers parts, repair, services and rebuild of
motors and blowers at the Denton Energy Center, Water Production and Reclamation facilities, in a one (1)
year, with the option for four (4) additional one (1) year extensions, in the total five (5) year not-to-exceed
amount of $1,457,500.

ESTIMATED SCHEDULE OF PROJECT
This is an initial one (1) year contract with options to extend the contract for four (4) additional one (1) year
periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These products and services will be funded from Denton Energy Center, Water Production, and
Reclamation Facilities accounts. Requisitions will be entered on an as-needed basis. The budgeted amount
for this item is $1,457,500. The City will only pay for services rendered and is not obligated to pay the full
contract amount unless needed.
