Proposal for City of Denton Roadway Workzone Data Reporting Services
Texas Share Master Services Agreement #2022-035
Background
Currently, the City has a planning level GIS map to keep track of the Capital Improvements Program (CIP)
projects. The short duration projects are being tracked separately by each department within the City. No
work zone activities are being tracked in a systematic manner.
This project will benefit and/or improve the City of Denton in the following ways:
• Working with all the stakeholders, the City will have a consolidated and comprehensive list and
timelines of all projects within the City limits. This will reduce any potential conflicts of work
zones within the City.
• City and contractor staff will have access to the NueGOV app that will allow for key data such as
worker presence, alternate routes, etc., to be captured. This will improve safety for City and
Contractor staff.
• The City will have a public facing work zone status page that can be embedded into the City
website to keep its residents informed.
• DCTA transit routes will be incorporated into the platform so that notifications and alerts can be
generated based on work zone status changes. Also, there will be an option to directly chat with
work zone project managers. This will reduce negative impacts to transit operations and
streamline efficient communications and coordination between City and DCTA.
City will have access to TxDOT work zone data feed so that it can be aware of projects within City limits. In
addition, notifications and alerts can be generated for City staff when changes to work zones occur. This
will streamline coordination and improve traffic management & operations efficiency between agencies.
Scope of Work
The project implementation includes 4 primary tasks. Below is the detailed description of each task,
timeline for completion and budget.
Task 1 - Project Initiation and Coordination
The City’s Transportation Services Division will be the project champion and will lead the project. Navjoy
will hold a Kick-off meeting with all the relevant stakeholders within the City , including:
• Traffic Operations
• Streets
• Water/Wastewater
• Parks & Recreation
• Capital Projects and
• Denton Municipal Electric (DME)

The purpose of the kick-off meeting is to provide overview of project, goals and objectives, secure support
for the project and also develop a good understanding of current operations and systems being used as it
pertains to projects and work zone activities.
As part of project initiation, working with the City, Navjoy anticipates at least 3 meetings
1. Meeting with City GIS staff – Navjoy will meet with GIS staff to discuss the Capital Improvement
Program (CIP) data feed, frequency and data format.
2. Meeting with Transit Agency - Navjoy will meet with Denton County Transit Authority (DCTA) to
understand specific concerns related to work zone impacts on transit operations.
3. Meeting with TxDOT District – Navjoy will meet with TxDOT district to understand existing work
zone data feed
Task 1 Deliverable(s): Kick-Off Meeting Minutes (1), Meeting Notes (3)
Task 1 Timeline: 12 Weeks
Task 1 Cost: $60,800 (per Bid Item #3)
Task 2 - Project Management and Task Assignments
As part of Project Management, Navjoy will hold status update meetings with City project manager every
2 weeks to discuss project progress, challenges and resolutions. Navjoy anticipates meeting with the
stakeholders every month or at meaningful milestones (whichever is sooner). This ensures that
stakeholders remain engaged and also demonstrate project progress.
The task assignments may include the following:
• Detailed analysis of current operations and systems
• Detailed analysis of City’s GIS feed for CIP Projects
• Detailed analysis of DCTA’s requirements & transit routes information
• Detailed analysis of TxDOT’s work zone data feed and useability for City
As part of this task, Navjoy may have quick follow up meetings with stakeholders for clarifications or
additional information. This may include meetings with DCTA , TxDOT or other vendors associated with
stakeholders.
The detailed analysis will be reviewed by Navjoy’s development team to identify and address potential
solutions for each of the analysis. These will be reviewed with City project manager and stakeholders to
ensure that there are no gaps and that all concerns are being sufficiently addressed.

etc., and Meeting notes

Based on the comprehensive analysis, Navjoy development team working with Navjoy project manager
will configure the NueGOV platform to the City’s needs. The Navjoy project team will follow an agile
process to ensure development and feedback occur in an iterative manner.
Working with the City, Navjoy will develop a detailed implementation plan and schedule. Based on
previous implementation experience, Navjoy recommends a phased roll out of the platform. This ensures
that there are no big surprises during each phase. Navjoy will configure the solution in the staging
environment and do internal walk throughs first and then include City project manager. It is anticipated
that the configuration will be completed in 8 weeks, and it includes internal and City reviews.
Phase 1 rollout will include a group of select users. Prior to selecting roll out, Navjoy will conduct in-depth
training so the users are familiar with the NueGOV platform. It is anticipated that Phase 1 rollout will be
for 12 weeks.
Phase 2 rollout will include all City staff users that will be using the platform. This phase will also include
DCTA notifications on Transit Routes, public facing webpage link for City of Denton, API feed to 511 DFW
511 & TSMO Data Exchange and TxDOT data feed integration. Navjoy will conduct in-depth training and
also provide training materials. It is anticipated that Phase 2 rollout will be 24 weeks.
Phase 3 rollout will include all external users such as contractors used by the City. Navjoy will conduct
training and also provide training materials. It is anticipated that Phase 3 rollout will be 24 weeks.
Training & support will be provided all throughout the task duration. In addition, there will be quarterly
check-ins with the City project manager to ensure clients satisfaction and gather input on future
enhancements.
Task 3 Deliverable(s): NueGOV Platform including APP configured to City needs, Training Materials
Task 3 Timeline: 68 Weeks
Task 3 Cost: $123,600 (per Bid Item #3) + NueGOV Platform - $24,500 (Bid Item #2)
Task 4 – Project Implementation Support and Client Satisfaction
During this task, there will be monthly check-ins with the City project manager to ensure clients
satisfaction and gather input on enhancements and process improvements. In addition, training &
support will be provided all throughout the task duration.
Task 4 Deliverable(s): NueGOV Platform including APP configured to City needs, Training Materials
Task 4 Timeline: 60 Weeks
