Anhydrous Ammonia SOWIFB # 8823-1 TECHNICAL SPECIFICATIONS SUPPLY OF ANHYDROUS AMMONIA IFB # 8823-1 Page 1 of 4 The City is seeking a term contract to supply various water treatment chemicals used in the Water Production and Water Reclamation Plants. The respondent’s submission shall accurately describe your understanding of the objectives and scope of the requested products and services. Provide an outline of your process to implement the Scope of Work and Services requirements. It is anticipated that the scope of work will include, at a minimum, the following general conditions: • Chemicals will be ordered in bulk quantities on an as-needed basis throughout the contract term. • Packaging and shipping of all chemicals under this contract shall conform to current Federal and State Regulations. • Each chemical vendor shall provide a current NSF document for each chemical. Each bill of lading or delivery ticket shall bear the NSF stamp. • A sample of the chemical shall be provided by the driver at the request of the plant operations staff prior to unloading of any chemical. • Purchaser shall have the right to reject any material not meeting the provisions of this specification. The vendor will be contacted immediately by the purchaser to notify of the reason for rejection. • The City requires that weight certificates from a certified weigher accompany all shipments. • The chemicals shall contain no substances in quantities capable of producing deleterious or injurious effects on the health of those consuming water that has been treated with them. • Chemicals shall be bid and billed by the pound for solid and gaseous products and by the wet pound for liquids. • A certificate of analysis (COA) shall be included with every order of chemical showing that the chemical delivered meets the specifications described in the sections below. • All associated costs for materials and delivery to the City of Denton shall be included in the unit price for the product. Only the proposed price will be paid; no additional charges may be added. That includes but is not limited to delivery costs, freight, demurrage, environmental or impact fees, the pickup and return of empty 55 gallon drums and 275 IBC, etc. • Bulk liquid chemicals shall be delivered FOB Denton and unloaded in the City of Denton's chemical tanks by the supplier. Deliveries of all chemicals are to be made between the hours of 7:00 a.m. - 5:00 p.m., Monday through Friday at the following locations: IFB # 8823-1 TECHNICAL SPECIFICATIONS SUPPLY OF ANHYDROUS AMMONIA IFB # 8823-1 Page 2 of 4 o Lake Ray Roberts Water Treatment Plant, 9401 Ray Roberts Dam Rd., Aubry, TX 76227 • Tankers will be sealed with a security tag which includes the serial number. The manifest will contain all of the same information along with the serial numbers, and tanker numbers. The Operators will notify the supervisors of any discrepancies before proceeding with the off-loading process. Discrepancies will result in delay of chemicals being off-loaded until the discrepancies are satisfactorily resolved. Ultimately, discrepancies could result in the loads being refused. In case of emergencies, special arrangements will be made in advance of delivery. • The supplier shall have all necessary equipment to unload the product into the City’s tanks or storage areas including enough air pressure to blow the bulk tank inlet line free of product. The City does not have compressed air to aid in the unloading of chemicals. • All drivers, while unloading chemicals, will wear at least the minimum of protective clothing specified by ANSI/AWWA and OSHA/SDS standards. Any spills caused by supplier or supplier equipment while unloading shall be cleaned by the operator/supplier at their expense. Supplier shall bill the City only for amount delivered excluding spilled material. City of Denton personnel shall be notified immediately after any spill. • In the event the awarded successful supplier is unable to deliver the chemical product as proposed, the supplier authorizes the City of Denton to purchase the product on the open market. For each time the supplier is unable to deliver, the supplier further agrees to reimburse the City of Denton for any amount over and above the RFP purchase price, provided; however, the awarded supplier shall not be liable for more than a normal delivery. • The successful suppliers shall provide copies of the most recent NSF Standard 60, Drinking Water Chemicals-Health Effects certification and Safety Data Sheet (SDS) with their proposal. 1) ANHYDROUS AMMONIA a) Must comply with ANSI/AWWA Standard B305-15 or most current standard. b) The supplier shall evaluate the City’s anhydrous ammonia storage facilities prior to the first delivery and provide recommendations on preventive maintenance and safety. c) Anhydrous ammonia shall meet the following physical and chemical characteristics: i) Shall be a colorless, liquified compressed gas. ii) Shall contain no solids in suspension that could interfere with proper operation of ammonia feed equipment. IFB # 8823-1 TECHNICAL SPECIFICATIONS SUPPLY OF ANHYDROUS AMMONIA IFB # 8823-1 Page 3 of 4 iii) Shall be premium grade Ammonia 99.995% iv) Shall contain less than 2ppm oil by weight. v) Shall contain less than 33ppm water by weight. d) Deliveries will be approximately 2,000 pounds each. All associated costs for materials and delivery to the City of Denton shall be included. Only the proposed price will be paid. That includes but is not limited to delivery costs, freight, demurrage, environmental or impact fees, etc. In the event the awarded successful supplier is unable to deliver the chemical product as proposed, the supplier authorizes the City of Denton to purchase the product on the open market. For each time the supplier is unable to deliver, the supplier further agrees to reimburse the City of Denton for any amount over and above the IFB purchase price, provided; however, the awarded supplier shall not be liable for more than a normal delivery. The successful suppliers shall provide a copy of the most recent NSF certification and a copy of the Safety Data Sheet (SDS), with Proposal. e) FOB POINT AND DELIVERIES: All product pricing shall be FOB City of Denton Lake Ray Roberts Water Treatment Plant, 9401 Ray Roberts Dam Rd., Aubry, TX 76227 No freight or delivery charges will be accepted unless shown on bid. Deliveries shall be by appointment and during office hours of the City. Office hours are 7:00 AM to 4:00 PM Monday through Friday. Deliveries shall be scheduled to complete prior to 5:00 PM. Due to the possibility of unforeseen circumstances, the supplier must provide up to three (3) hours to demerge the product at no extra charge. A certificate of analysis with a purity assay, a certified weight certificate, and a Safety Data Sheet (SDS) must accompany each shipment. All transport vehicles must be inspected by the supplier and must be in safe operating condition. Delivery vessels and vehicles shall meet TxDoT standards. Hand brakes shall be set, and wheels shall be chocked before any off-loading operation is to commence. Supplier shall be capable of providing rapid local response in case of emergency. Delivery trucks shall contain the necessary emergency equipment required to contain, repair, or stop a leak and protect the driver, City personnel, public and private property. The supplier shall furnish the City a copy of off-loading procedures for truck load deliveries for inclusion in the City’s Standard Operating Procedures and Emergency Response Plan. Where trade secrets are of concern, the driver shall show City staff members present at the off-loading site the supplier’s written procedure. The supplier shall instruct the City staff members present during the off-loading the appropriate valve(s) to close in the event of an accidental release of the product, if applicable. The supplier shall provide training to the owner on the properties, safe storage, use and handling of delivered chemicals. Neither the City nor City staff will be responsible for any damage that may occur to the Vendors’ property while it is on city of Denton property or as it is being moved to or removed from the City’s property. Deficiencies that are not repaired/replaced or not corrected will be released back to the supplier for correction. Any/all deficiencies will be corrected before the city will allow transfer of product. f) The contractor shall be responsible for cleanup of any spillage or leakage during transportation or on the plant site due to defective pumping/unloading or negligence of the driver. The City reserves the right to add/delete locations as it deems necessary.
