GENERAL DESCRIPTION AND SCOPE OF WORK
PART 1 - GENERAL
1.1 PROJECT DESCRIPTION
The DME Capital Improvement Plan contains approximately 30 miles of 138kV and 345kV
transmission line projects that are to be constructed within the next 3-5 years. The projects
are all in and around the City of Denton. The projects have a wide range in scope. Typical
examples are connecting transmission lines into new and existing substations, constructing or
reconstructing single and double circuit lines, retiring existing lines, and routine and
emergency maintenance service for existing aerial and underground transmission facilities
due to damages caused by natural or man-made events, or transmission line failures that pose
an imminent threat to the functionality of the transmission system. (Example emergency
work agreement added as Exhibit A)
Appendix I contains general information on the location of existing transmission lines and
future lines that are planned at this time. The scope of projects could change and projects
could be added or deleted from those identified. No minimum amount of work is guaranteed
as a part of this RFP.
Appendix II contains the typical structures and assemblies that will be used for DME
projects.
1.2 CONSTRUCTION NOTES
A. Material
1. Owner Supplied Material – All material unless otherwise noted shown on the
Material List is DME supplied material. All DME supplied material, with the
exception of poles, conductor, and OPGW will be available at Denton area
distribution facilities (final location TBD). The conductor and OPGW is currently
being stored at DME substations. The Contractor shall be responsible for hauling all
DME supplied materials from the DME distribution facilities or other DME
designated material center to the jobsite. The poles will be available at Denton area
location (TBD).
2. Material Inventory – The Owner shall be responsible for compiling an inventory
document to transfer DME supplied materials to contractor, at the time they take
charge of all DME supplied materials. Upon acceptance of the material, the
contractor is responsible for the material. Discrepancies between the inventory
document and the project material list shall be brought to the immediate attention of
the Owner.
3. Contractor Supplied Material- Including the items listed in the contractor furnished
material in 2.1.B, the contractor shall supply all supplemental materials and
installation tools for banding attachments to existing steel poles; the Contractor shall
provide all parking lot compact backfill, asphalt/concrete pavement, curbs, grass,
and other materials per DME and property owner requirements; and the Contractor

shall provide temporary materials required to safely attach the existing conductors to
new structures during construction.
4. Conductors – Transmission 959.6 ACSS/TW/HS “Suwanee” conductor and 1926
ACSS/TW “Cumberland” conductor will be shipped with approximately 10,000 feet
of conductor on 90” RMT reels. Distribution 795 AAC “Arbutus” and 556.5 AAC
“Mistletoe” conductor will be shipped on wood reels.
5. OPGW – The OPGW will be shipped with specific reel lengths based on splice
points and may vary in size and may be shipped on wood or steel reels. Upon
delivery, the OPGW will be tested by Denton Municipal Electric fiber technicians
before being made available to contractor. All OPGW splicing and testing after
installation will be performed by DME. Upon request from Owner, the contractor
maybe required to splice fiber. The contractor can re-test the fiber at their own
expense, if needed for verification purposes.
6. Removal Material - All material removed shall be placed in scrap bins to be
provided by DME at the Contractor’s storage yard or at a designated DME facility.
The Contractor is responsible for salvageable material until they are returned to
DME.
An inventory of surplus material shall be provided to the Owner at the end of
construction. Surplus material shall then be returned to DME designated material
center, or disposed of, as directed by DME.
B. Construction Schedule
1. Project Order– Transmission line construction will be conducted as need for each
capital improvement project. An estimate schedule is attached as Appendix III.
DME reserves the right to adjust the schedule as needed and is not obligated to
complete all projects listed.
2. Subsequent Projects- Subsequent projects will be released as real estate is acquired
and designs are finalized.
C. Construction
1. Access – The Contractor shall perform all work on existing DME transmission line
right-of-way. Access to all structure sites is the responsibility of the Contractor,
unless otherwise determined by DME. Contractor’s proposal to grade, fill, install
culverts, or otherwise alter existing right-of-way is subject to approval from DME,
and all alterations shall be returned to original state upon completion of
construction.
2. Crossings and Permits – Construction of this project will include crossing
distribution lines, transmission lines, substation structures, city streets, county road,
state roads, interstate roads, and railroads. DME will obtain necessary permits for
the road and railroad crossings and the Contractor shall obtain all other required
permits necessary to perform construction activities. The Contractor shall perform
work within limitations as set forth in any required permit. If electrical line outages
are necessary, the Contractor shall coordinate with the electrical companies to
schedule outages. If work is being performed adjacent to, crossing, or in the vicinity
of existing electrical lines, the appropriate utility MUST be notified in advance.
3. Construction Sequence – A meeting will be scheduled with DME to discuss line
clearance availability and restrictions prior to commencement of work. Foundation
construction, structure erection, and wire stringing should be coordinated per
schedules identified in that meeting. The Contractor shall work evenings, nights, and

weekends, as deemed necessary by DME and/or highway, roadway, and railroad
representatives, in addition to following their requirements for safety and operations
to minimize delays. The contractor should anticipate the requirement to perform
stringing activities crossing state roads and/or interstate roads during off-peak traffic
times.
4. Scheduled Line Clearances – The Contractor, in coordination with DME’s
authorized representative, will determine the line clearances required to complete
the work. Requests for daily and continuous line clearances shall be prepared by the
Contractor and shall be scheduled with the DME authorized representative. System
requirements may limit the availability and/or duration of line clearances. At all
times, the Contractor shall plan work activities and work practices in such a manner
as to minimize the duration of the clearance.
The Contractor shall base his bid unit pricing on the assumption that daily line
clearances will be available for foundation and structure installation, and a
continuous outage for wire stringing.
5. Structure Staking – DME will provide construction staking per the Structure List
and Structure Staking Coordinates lists, as required.
6. Safety – The Contractor shall comply with all DME safety standards and
procedures, as well as all applicable state and federal regulations. This may include
grounding methods and other safety measures when working near lines, highways,
and railroads.
7. Standards – All construction shall conform to IEEE construction specifications in
addition to specifications noted herein and on construction documents.

1.3 DEFINITIONS
A. The term "Owner" shall mean Denton Municipal Electric (DME) and its duly authorized
representatives.
B. The term "Contractor" shall mean the selected construction contractor for the Project.
C. The term "Engineer" shall mean POWER Engineers Inc. or SGS Engineering LLC who have
been retained by the Owner to provide engineering services for the project, and said
Engineer's duly authorized assistants and representatives.
D. The term "Project" shall mean the work as described in the project description, specifications
and drawings.
E. The term "Manufacturer" shall mean the fabricator, vendor, manufacturer or sales
representative who has supplied material used in the construction of the project.
F. The term "Owner-furnished Material" shall mean all material procured by the Owner, as
described in the material list. All guarantees, warranties, and ownership shall transfer to the
Owner at the completion of the Project.
G. The term "Owner’s Representative" shall mean POWER Constructors, Inc. who has been
retained by the Owner to oversee construction of the project.
1.4 SCOPE OF WORK
A. Contractor shall furnish all labor, materials not supplied by the Owner, and equipment
necessary to complete the following items in accordance with the intent of the specifications.
B. The work to be completed under these specifications and drawings includes, but is not limited
to, the following:
Assembly and installation of galvanized steel poles.
Installation of single and double circuit -transmission conductor.
Installation of OPGW
Installation of distribution underbuild circuits.
Installation of GOAB pole mounted transmission switches
Installation of all associated attachment hardware as required to complete work, as
indicated in this construction specification.
Removal or partial removal of existing structures, conductor and hardware.
The Contractor shall be aware that outages on existing overhead lines will be
required to facilitate the installation of the work associated with this scope of work.
The Contractor will need to develop his work plan around line outages most likely
to be limited to one segment at a time. Actual outage plan to be coordinated with
DME and Denton Municipal Electric Company, as well as any other affected utility.
C. The work is more fully described in the balance of these Specifications and Construction
Drawings (referred to hereinafter as Drawings), Construction Bid Units, Structure List,

1.5 DRAWING AND STRUCTURE SHEETS
A. Drawings and Installation Data Furnished by the Owner
1. Four (4) sets of Drawings and Specifications approved for construction shall be
furnished to the Contractor. Additional sets of Drawings and Specifications are
available from the Owner or Engineer.
2. Neither Contractor nor any Subcontractor or Supplier or other person or
organization performing or furnishing any of the work under a direct or indirect
contract with Owner shall have or acquire any title to or ownership rights in any of
the Drawings, Specifications or other documents (or copies of any thereof) prepared
by or bearing the seal of the Engineer; and they shall not reuse any of them on
extensions of the Project or any other project without written consent of Owner and
Engineer and specific written verification or adaptation by Engineer.
3. The final plans or drawings shall be issued by the Owner or Engineer to the
Contractor marked "Issued for Construction," with revisions and corrections
reflecting any changes or addenda.
1.6 INTERPRETATION OF DOCUMENTS AFTER CONTRACT AWARD
A. The Contractor shall report any errors or ambiguities in the Specifications and/or Drawings to
the Owner’s Representative as soon as detected. The Owner’s Representative shall interpret
the intended meaning of the Specifications and his interpretation shall be final.
B. If any construction problem arises that is not covered by these Specifications, the Owner’s
Representative shall be consulted immediately and shall render a decision regarding the
problem. Failure to notify the Owner’s Representative may preclude any consideration of
change to the contract time or price.
1.7 ABBREVIATIONS AND REFERENCES
A. The Specifications contain references to various standard specifications, codes, practices, and
requirements for materials, workmanship, installation, inspections, and tests; which standards
are published and issued by the involved organizations, societies, and associations by
abbreviation and name.
B. Whenever the abbreviation is specified, it shall be understood to mean the full name of the
respective organization as listed below.

1.8 CODES AND STANDARDS
A. Any material, method, or procedure specified by reference to a specific standard or
specification, such as a commercial standard, American National Standard, federal or state
specification, industry or government code, trade association code or standard, or other
similar standard, shall comply with the requirements of the latest revision thereof and any
amendments or supplements thereto in effect on the date of these Specifications.
B. The code, specification, or standard referred to, except as modified in these Specifications,
shall have full force and effect as though printed in these Specifications. Such specifications
and standards are not furnished to bidders since manufacturers and trades involved are
assumed to be familiar with their requirements. The Owner’s Representative shall furnish,
upon request, information as to how copies of the specifications and standards referred to
may be obtained.

1.9 MANUFACTURER'S SPECIFICATIONS AND INSTRUCTIONS
A. All manufactured materials, products, processes, equipment, or the like shall be installed or
applied in accordance with the manufacturer's instructions, directions, or specifications. Said
installation or application shall be in accordance with printed instructions furnished by the
manufacturer of the material or equipment concerned for use under conditions similar to
those at the job-site. Installation instructions shall be furnished to the Owner’s Representative
and his acceptance thereof obtained before work has begun.
B. Any deviation from the manufacturer's printed recommendations shall be explained and
acknowledged in writing by the manufacturer involved as correct for the circumstances. The
Contractor shall be held responsible for all installations contrary to the manufacturer's
recommendations. If any item of material or equipment is found to be installed out of
accordance with the manufacturer's recommendations, the Contractor shall make all changes
necessary to achieve such compliance.
C. Manufacturer's Field Supervision
1. Contractor shall be responsible for the scheduling of any manufacturer's service
engineers. If a service engineer arrives at the job-site and the equipment is not ready
for adjustment and testing, a second trip by the service engineer will be scheduled at
the Contractor's expense. The services of a service engineer shall normally include
the following:
a. Instruct the personnel installing the equipment in the proper assembly and
installation, if requested by the Owner’s Representative.
b. Inspect, supervise adjustment, and test the equipment after installation for
proper electrical and mechanical operation.
c. Represent the manufacturer and assist in placing equipment into initial service.
d. Instruct the Owner's personnel in the proper operation and maintenance of the
equipment furnished.
1.10 WORK QUALITY
A. Work shall be performed by construction workers skilled and experienced in the work
involved. All work on this Project shall be performed in accordance with the best practices of
the various trades involved and in accordance with the Drawings and these Specifications.
B. All work shall be erected and installed plumb, level, square, and true, or true to the indicated
angle, unless otherwise specified. All finished work shall be free from defects and damage.
Quality workmanship is of primary importance on this Project.
C. Owner’s Representative reserves the right to reject any materials and work quality that is not
considered to be up to the highest standards of the various trades involved. Such inferior
material or work quality shall be repaired or replaced as directed, at no additional cost to the
Owner.

2.1 MATERIALS
A. Owner Furnished Material
1. Material furnished by the Owner shall be transferred to the Contractor at delivery
points specified.
2. Contractor shall (1) accept the materials at the delivery points specified; (2) check
all materials to satisfy themselves that the materials delivered are in good condition
and the quantities are correct; and (3) execute a receipt for all materials accepted
from the Owner. Delinquency in signing material receipts may result in delayed
progress payments.
3. All material furnished by the Owner shall meet minimum industry specifications.
All materials which do not meet specifications or are broken or damaged shall be
culled by the Contractor and a report made to the Owner’s Representative as to the
number culled and reason for culling.
4. After the materials are accepted as specified above, the Contractor shall become
solely responsible for their care, storage, and protection. In the event materials are
damaged, lost, stolen, or destroyed by any cause whatsoever after the Contractor has
signed a receipt for them, their repair or replacement shall be entirely at the
Contractor's expense.
5. Contractor shall load, unload, haul, distribute, and store all materials furnished by
the Owner. Contractor shall be responsible for any demurrage.
6. Owner agrees only to provide the correct quantities of the transmission and
distribution hardware and conductor materials set forth in the list of Owner
furnished material. It is not represented that these materials are adequate to
complete the Project. Any and all additional materials which are necessary for
completion of the Project in accordance with the Drawings and Specifications shall
be furnished by the Contractor without additional cost to the Owner.
7. If the Owner fails to deliver the materials set forth in the material list on the date
specified, the Contractor's sole remedy and compensation shall be an extension of
time not greater than the delay. Any such time extension must be requested in
writing by the Contractor.
8. All materials (including reels) furnished by the Owner in excess of those actually
used in the construction of the line shall be returned to the Owner's designated
location along with a complete list of all materials returned, unless otherwise
specified by the Owner’s Representative. The return of excess materials to the
Owner shall be at the Contractor's expense.
B. Contractor Furnished Material
1. Contractor to furnish concrete, reinforcing steel, curing compound(s) and any other
materials deemed necessary for the installation of the directly embedded poles and
drilled pier foundations.
2. Contractor to furnish banding materials and installation equipment as required to
install banded jumper posts and banded fiber optic assemblies on existing steel poles
or other structures that do not have existing mounting provisions.

3. The contractor shall provide grounding plate for all direct embedded steel poles as
specified on the drawings.
4. Contractor shall purchase all materials and equipment (other than Owner furnished
materials) outright and not subject to any conditional sales agreement, bailment,
lease, or other agreement reserving unto the seller any right, title, or interest therein.
All such materials and equipment shall become the property of the Owner when
erected in place.
5. The identification, purchasing, and delivery of all materials (except Owner furnished
materials) are the responsibility of the Contractor. Contract extension days will not
be considered for Project delays caused by late delivery of Contractor furnished
materials.
C. Material Storage
1. All construction material and equipment shall be stored so as to be protected from
detrimental effects of the elements. If outdoor storage cannot be avoided, the
material and equipment shall be stacked on supports well above the ground line and
protected from the elements as appropriate, with due regard to public safety.
2. All arrangements for material storage area(s) shall be the Contractor's responsibility.
Any costs related to the storage area(s) shall be paid by the Contractor.
2.2 SUBSTITUTIONS
A. Contractor shall submit to the Owner or Owner’s Representative a complete list of all
proposed materials and equipment, which differ in any respect from materials and equipment
specified in these Specifications or on the Drawings. Included with this list shall be all
nonconforming materials proposed by subcontractors and also materials that are not
specifically mentioned in the Specifications.
B. If the Contractor desires to use any other brand or manufacture of equal quality, appearance,
and utility to the product specified, he shall request substitution as provided herein. The
Owner or Owner’s Representative shall accept as satisfactory or reject the request for
substitution within fourteen (14) days of receipt, and his decision shall be final.
C. Owner or Owner’s Representative may require the Contractor to furnish a written warranty,
with adequate safeguards to the Owner, assuring satisfactory performance of a proposed
substitute item or system for the applicable warranty period.
D. Contractor shall be responsible for the execution of any changes in other parts of its own
work or the work of subcontractors or other contractors caused by substitution, at no
additional cost to the Owner.
E. Contractor shall not proceed with any substitution until the Owner or Owner’s Representative
has accepted the substitution, in writing, as satisfactory. Such acceptance shall not relieve the
Contractor from complying with the requirements of the Drawings and Specifications.
PART 3 - EXECUTION

3.1 TESTING
A. Testing of supplied equipment or installed work shall be provided as indicated under the
description of the various construction units, the equipment supplier’s instruction manual, and
as further outlined in these specifications. If the equipment or work is damaged, either in
shipment or during installation, additional tests shall be made as recommended by the
manufacturer and as specified by the Owner or Owner’s Representative. All equipment shall
be given complete mechanical operation tests to ensure proper operation. All installed work
shall be given complete tests to ensure proper operation. Schedules for tests shall be
submitted to the Owner’s Representative for approval. All tests shall be witnessed by the
Owner or Owner’s Representative.
3.2 SURVEYS AND LAYOUT OF WORK
A. General
1. The survey provided by the Owner shall be limited to the reference points indicated
on the Drawings and in the Specifications. All other reference points shall be
established by the Contractor.
2. Survey stakes established by the Owner shall be preserved by the Contractor unless
the Owner’s Representative authorizes their removal. Any stakes destroyed or
removed by the Contractor's agents, employees, or subcontractors without approval
of the Owner’s Representative shall be replaced by the Owner at the Contractor's
expense. Cost to the Contractor for replacing stakes destroyed or removed as
aforementioned shall include actual labor costs incurred plus a reasonable charge for
use of supplies and equipment and shall be deducted from payments due the
Contractor. Survey stakes destroyed or removed through no fault of the Contractor
shall be replaced by the Owner at the Owner's expense. The Owner’s
Representative shall correct any errors or replace missing stakes as soon as possible
after being notified by the Contractor. The Contractor shall receive no additional
compensation for delays incurred by stakes marked in error, errors in the Structure
List, or stakes removed or missing.
B. Overhead Transmission/Distribution Lines
1. Owner’s Representative shall set centerline and offset stakes at structure locations.
The pole stakes shall be clearly marked with the structure number and offset
distance. The Owner’s Representative will provide staking for required anchor
location and all reference points. A Structure List shall be furnished detailing
structure data. Included shall be the structure type, pole heights, guying, etc.
Structures, stubs, anchors, etc., shall be placed in locations as described in the
Structure List and/or Drawings. Structures, guys, etc. shall not be erected in any
other location without prior approval of the Owner’s Representative.
2. Elevations shall be furnished by the Owner’s Representative in the form of Plan and
Profile Drawings and/or a Structure Staking List.
3. If a discrepancy exists between the markings on the stakes and the Plan and Profile
Drawings or the Structure List, or if it appears to the Contractor that any structure as
staked is in error, he shall notify the Owner’s Representative immediately and no

further work shall be performed on the structure or structures in question until such
discrepancy or error is resolved. If the Contractor proceeds without direction from
the Owner’s Representative, all such work shall be at the Contractor's own risk.
3.3 COORDINATION, CONSTRUCTION SCHEDULE, AND REPORTS
A. Coordination
1. Contractor shall be responsible for all coordination with local, state, and federal
authorities, or with any other groups who have rights to intervene in the Project. He
shall also coordinate the activities of all subcontractors, suppliers, and other
involved entities, with the consent of the Owner’s Representative.
2. Contractor shall be responsible for contacting all involved utility companies prior to
starting any underground work to determine the location of any underground
facilities. The Contractor shall repair any damaged underground equipment without
additional cost to the Owner.
3. Owner and the Contractor shall jointly prepare an outage plan for all scheduled
interruptions of electrical power that affect third parties. This plan shall be signed
by the Contractor, Owner, Owner’s Representative, and the affected utilities at least
two (2) weeks prior to the outage. Prior to requesting signatures, all materials
required for the scheduled outage shall be at the site. The outage plan shall include
specific procedures for coordinating with commercial activities such as automated
data processing centers (computers), hospitals, 24-hour-per-day manufacturing and
processing plants, etc.
4. Contractor shall be required to attend a preconstruction conference with the
Owner, Owner’s Representative, and any other party involved with the Project. The
Contractor's superintendent (field man-in-charge) shall also attend the conference.
If the Contractor's superintendent is not present, the conference shall be rescheduled
at the Contractor's expense. At the conference the Contractor shall present a
construction plan including but not limited to the following:
a. Construction sequence, methods, and equipment to be used in all phases.
b. Tentative access.
c. Location(s) of staging area(s).
d. Construction schedule showing all activities for the entire Project. The
activities shall correspond to the construction units in the Bid Schedule. (A
sample form is included after Part 3.3. C. of this section)
5. Contractor's superintendent shall attend all meetings necessary to ensure timely
completion of the Project.
6. Contractor shall provide a field office for his personnel. Phone service shall be
provided to the field office. Contractor shall pay for all utility costs related to their
field office.
7. Contractor shall maintain in a safe place at the site one (1) record copy of all
Drawings, Specifications, Addenda, Change Orders, Field Orders, and written
interpretations and clarifications in good order and annotated to show all changes
made during construction.

B. Construction Schedule
1. The Construction Schedule shall be continuously updated and, if necessary, redrawn
on the first working day of each month or upon issuance of any Change Order which
substantially affects the scheduling. Schedule slippage shall be accompanied by a
recovery plan, subject to the acceptance of the Owner’s Representative, showing
how the Project will be brought back on schedule. Schedule recovery, including
overtime, shall be at no additional cost to the Owner. Failure to promptly provide
revised schedules may result in delayed progress payments.
2. Time is of the essence in the completion of this Contract. The Contractor shall
utilize the resources necessary to keep construction on schedule.
C. Reports
1. Daily and weekly progress reports as well as Material Receipt Reports shall be
prepared by the Contractor. These reports shall be signed by both the Contractor and
the Owner’s Representative. Delinquency in signing daily and weekly reports may
result in delayed progress payments. (Sample forms are included in the following
pages.) If disagreements occur, the Contractor's representative shall circle, note,
initial, and date those items in dispute.
2. The daily and weekly reports will form a permanent part of the construction record.
Once the reports are signed by the Contractor, their accuracy shall not be further
contested. The reports are available to the Contractor at any time for his review.

3.4 ENVIRONMENTAL PROTECTION
A. Contractor shall exercise care to preserve the natural landscape in the construction area, as
well as areas outside the right of way. Construction operations shall be conducted to prevent
any unnecessary scarring or defacing of the natural vegetation and surroundings in the
vicinity of the work. All land disturbing activities shall be planned and designed to be
compatible with the natural land forms and not detract from them. Construction methods
shall be designed to limit erosion or subsidence. The Contractor shall take such soil and
resource conservation and protection measures that the Owner’s Representative determines
necessary. Contractor shall restore land and property, including but not limited to lawns,
fences, landscaped areas, driveways, vegetation and roads to “as good” or better condition
and to the satisfaction of the Owner’s Representative.
B. Contractor shall conduct all construction activities in a manner that will avoid or minimize
degradation of air, land, and water quality. Toxic material shall not be released into any
water drainage. All construction work and subsequent use of the job site must be consistent
with applicable federal, state, and local standards relating to safety, environmental quality,
and public health.
C. Contractor shall obtain permits and comply with the requirements of state and local air-
pollution control and fire authorities. If permitted, open burning shall only be allowed in
approved locations and during appropriate weather conditions. If weather conditions rapidly
change (such as wind direction or velocity), the Contractor’s burning operation may be
temporarily halted by the Owner or Owner’s Representative. Burn piles shall be kept as
clean and dry as possible and burned in such a manner as to reduce smoke.
D. Construction activities shall be conducted to minimize the creation of dust. This may require
the limitation of types of equipment, vehicle speeds, and routes utilized. Water, straw, wood
chips, dust oil, dust reducer, gravel, a combinations of these, or similar control measures may
be required by the Owner or Owner’s Representative.
E. Crankcase oil or other petroleum products shall be containerized. No drainage onto the
ground or into drainages shall be allowed. A totally enclosed cage or other containment shall
be provided for all trash. All garbage, debris, and foreign matter shall be removed to an
established sanitary landfill or other recognized disposal facility.
F. In all its operations under this Specification, the Contractor shall comply with all applicable
federal, state, and local laws and regulations concerning the use of storage, transportation and
disposal of hazardous materials. These substances include but are not limited to insecticides,
herbicides, fungicides, rodenticides, petroleum products, preservatives and solvents.
G. Contractor shall do everything reasonably within his power, both independently and on
request of any duly authorized representative of the United States, to prevent and suppress
fires on or near the job site, including making available such construction personnel and
equipment as may be reasonably obtainable for the suppression of such fires.
H. The Contractor shall comply with all requirements of the Storm Water Pollution Prevention
Plan (SWPPP), if required for project.

3.5 HYGIENE, FIRST AID, AND SAFETY
A. Contractor agrees to comply with all safety provisions for the Project, including all
requirements and regulations of OSHA and state requirements for health and safety on
construction projects.
B. Contractor shall provide all required toilet facilities for his employees.
C. Contractor shall furnish to the Owner detailed written reports of all injuries occurring on the
job.
D. Contractor bears sole responsibility under the law for the safety of his own personnel and for
persons entering the work site as agents or visitors of the Contractor.
3.6 CLEANUP
A. Cleanup During Construction
1. The right of way and staging area(s) shall be kept in a neat and orderly condition, as
stipulated below. The Owner or the Owner’s Representative may at any time during
construction order a general cleanup of the site as a part of the work under this
section. Such cleanup shall not result in any additional cost to the Owner.
a. At the time they become scrap, all wire clippings, bundle ties, nails, breakaway
bolt heads and nuts, and other metallic scrap are to be picked up.
b. All garbage, lunch wraps, equipment parts, oil filters, petroleum products, and
light packaging material such as plastic, paper, and cardboard are to be
removed on a daily basis.
c. At the completion of each type of work all assembly, erection, and stringing
remnants and debris are to be removed from each work site.
d. After completion of construction, all survey debris (stakes, lath, flagging, etc.)
shall be removed by the Contractor.
2. The Contractor shall dispose of waste, trash, and debris in a manner acceptable to
the Owner’s Representative.
B. Final Cleanup of Facilities
1. Prior to final inspection by the Owner’s Representative and after all construction
work is essentially complete, the Contractor shall thoroughly clean up all facilities.
2. Items to be cleaned up include but are not limited to all work staging areas, material
storage areas, structures and facilities, access areas, and all other sites and facilities
within or incidental to the construction.

3.7 FINAL INSPECTION
A. Requirements Preparatory to Final Inspection
1. Contractor shall notify the Owner’s Representative to perform a preliminary final
inspection for the purpose of determining the state of completion of the Project.
Contractor shall notify the Owner’s Representative at least seven (7) days in
advance of the time this inspection is to be performed. From the information
gathered from this inspection the Owner’s Representative shall prepare a punch list
of work to be performed, corrected, or completed before the Project will be
accepted. All work on the punch list shall be completed by the Contractor prior to
final inspection.
2. All temporary facilities shall be removed from the job site, except those required for
the performance of work expected to appear on the punch list.
3. The job site, including all storage areas, shall be cleaned up.
4. All operating instructions for equipment shall be properly mounted and posted as
specified or required.
5. All guarantees and warranties, along with required maintenance instructions and
manuals, shall be submitted to the Owner’s Representative.
B. Final Inspection
1. After all requirements preparatory to the final inspection have been completed as
specified above, the Contractor shall notify the Owner’s Representative to perform
the final inspection. Notice shall be given at least seven (7) days in advance of the
time the final inspection is to be performed.
2. Contractor shall accompany the Owner’s Representative and Owner on the final
inspection tour, along with any principal subcontractors the Owner’s Representative
or Owner may request to be present.
3. If the work has been completed in accordance with the Contract and Specifications
and no further corrective measures are required, the Owner’s Representative shall
issue a Certificate of Completion and the Owner shall accept the Project.
4. If the work has been substantially completed in accordance with the Contract and
Specifications and only minor corrective measures are required, the Owner may
conditionally accept the Project and may issue a Certificate of Completion based
upon the Contractor's assurance that the corrective measures will be completed
within the shortest practical time period. A Certificate of Completion will not be
issued if an electrical shutdown is required to complete the Project.
5. If the work has not been substantially completed in accordance with the Contract
and Specifications and numerous or substantial corrective measures are still
required, the Owner’s Representative will not issue a Certificate of Completion.
Instead, a new punch list will be prepared based on the information gathered from
the final inspection, and the Contractor shall be required to complete this work and
then call for another final inspection following the procedure outlined above.
6. Upon acceptance of the Project by the Owner, the Contractor shall submit his
request for the final payment.

3.8 RECORD DRAWINGS
A. Upon completion of the work the Contractor shall provide the Owner’s Representative with
one (1) marked up copy of the construction drawings and the structure list. All changes made
during construction shall be shown.
B. Contractor's progress payment retention will not be released until the Owner’s Representative
receives the marked-up construction drawings.

RIGHT-OF-WAY CLEARING
PART I - GENERAL
1.1 GENERAL
A. Only a minor amount of cutting and clearing shall be allowed. Clearing shall be performed in
a manner that will maximize preservation of natural beauty and conservation of natural
resources and minimize marring and scarring of landscape or silting of streams. Clearing of
natural vegetation shall be limited to that material which poses a hazard to the line.
PART 2 - PRODUCTS (NOT APPLICABLE)
PART 3 - EXECUTION
3.1 AUTHORIZATION
A. Before proceeding with work on any portion of the right of way, the Contractor shall request
from the Owner or the Owner’s Representative, notification in writing that the property
involved is available for clearing or construction purposes. Should the Contractor proceed
without such notification, he shall be liable for any claims for damage to property that may
arise, and such procedure shall be entirely at his own risk and expense.
3.2 CLEARING
A. Contractor shall clear all trees, brush, and stumps from around each pole and anchor for a
radius of ten (10) feet. Vegetation shall be cleared as close to the ground as practical (twelve
(12) inches or less) or as otherwise specified by the Owner’s Representative.
3.3 HAZARDS
A. Any hazard to the line shall be removed by the Contractor without any additional cost to the
Owner. A hazard to the line is defined as any tree, boulder, stump or other object with or
outside the right of way which may at some future time fall into, roll onto, or come in contact
with the line causing damage thereto.

REVEGETATION
PART I - GENERAL
1.1 GENERAL
A. Restoration and revegetation shall be required for all areas disturbed during the course of
construction. In general, the areas disturbed shall be restored to a condition equal to or
exceeding the condition prior to construction.
B. Crops damaged during the course of normal construction activity, within the bounds of the
right-of-way, will be paid for by the Owner. Crops damaged as a result of negligence or
carelessness by the Contractor shall be paid for by the Contractor. The only exceptions are
those areas approved in advance by the Owner or Owner’s Representative.
C. The extent of restoration and revegetation required will be determined by mutual agreement
between the Contractor, Landowner and Owner’s right-of-way agent. In the event mutual
agreement cannot be reached, the Owner’s right-of-way agent shall determine the restoration
and revegetation required.
D. When seeding is required for revegetation, the Contractor shall reseed with a seed mix which
closely matches the existing natural vegetation. The Owner’s Representative shall specify the
seed mix.

SECTION 22020
ACCESS ROADS/YARDS
PART 1 - GENERAL
1.1 GENERAL
A. In general, new roads may be required for this project.
B. The line route traverses land owned by private and public property owners. All contact with
landowners for use of access roads or proposed yards shall include the Owner and/or the
Owner’s Representative.
C. All work performed on lands administered by agencies of the local, state or federal
governments shall conform to the permits, grants, requirements, and specifications of the
governing regulatory agency. Should a conflict exist between those of the regulatory agencies
and these specifications, the more stringent requirements shall prevail.
D. Contractor shall use the right of way furnished by the Owner for construction access to the
line where practical. Access to the right of way shall be from intersecting or adjacent public
or private roads where possible.
E. Contractor will be responsible for all arrangements and costs related to roads, material
storage, and framing yards.
F. All roads shall be available for use by the Owner and Owner’s Representative at all times
during construction where such use does not interfere with the Contractor's operations. Any
roads installed shall become the property of the Owner upon completion of the Project, unless
road is to be obliterated.
1.2 EXISTING PUBLIC ROADS
A. Contractor shall use existing public roads during construction when available. Existing roads
will be examined, and their condition recorded for future reference. The Contractor shall
maintain these roads during construction and leave them in a final condition equal to or better
than existed prior to the start of construction.
1.3 EXISTING ROADS
A. Such roads as may exist on the right of way furnished by the Owner shall be available for the
Contractor's use. The Contractor shall maintain such roads at his own expense, and upon
completion of line construction these roads shall be left in as good (or better) condition as
when the Contractor's use commenced.

1.4 PRIVATE ROADS
A. Whenever a private road is used to gain access to the right of way, the Contractor shall be
responsible for obtaining the written consent of the property owner to use the road. Upon
completion of the line any private roads used by the Contractor shall be left in as good (or
better) condition as when the Contractor's use commenced, subject to the approval of the
property owner and the Owner or Owner’s Representative. The Contractor shall be
responsible for maintaining all private roads used during construction at no cost to the Owner.
1.5 ADDITIONAL ACCESS
A. Whenever additional access routes to the right of way are required, the Contractor shall make
all necessary arrangements for such access routes, subject to the approval of the Owner or
Owner’s Representative, and shall bear all costs incurred in obtaining, building, and
maintaining such routes. Permission for the use and occupancy of any lands crossed in
gaining access to the right of way shall be secured in writing from the property owner, and
the Contractor shall be held responsible for any and all damages to the property crossed or
occupied, together with any fees charged by the property owner.
PART 2 - PRODUCTS (NOT APPLICABLE)
PART 3 - EXECUTION
3.1 CONSTRUCTION
A. Any pads excavated for structure framing shall be minimal and will require Owner or
Owner’s Representative’s approval.
B. The classes of access roads, which may be improved, are designated as temporary access
roads. The Contractor shall obtain the approval of the Owner or Owner’s Representative prior
to improving these roads. Road construction in the form of excavation will require Owner’s
Representative approval and will be provided by the Contractor at his expense. Brush beating
will be allowed along project right of way.
3.2 SNOW REMOVAL
A. Snow removal shall be the Contractor’s responsibility. Snow removal shall be performed
promptly and efficiently by means of suitable equipment whenever necessary for safety, or as
may be directed by the Owner or the Owner’s Representative.

OVERHEAD CROSSINGS
PART 1 - GENERAL
1.1 GENERAL
A. Contractor, at his expense, shall furnish and install all guard structures required for crossings
over electric supply and communication lines, railroads, roads, highways, and any other
obstructions, or as may be required for protection of the conductor. As soon as the guard
structure has served its purpose, it shall be removed in its entirety and all holes shall be
properly backfilled.
1.2 ROAD CROSSINGS
A. Guard structures or other protective devices shall be installed, as may be required by local or
state authorities, property owners, Owner, or the Owner’s Representative for the purpose of
maintaining traffic during stringing operations. The expense of required flagmen, guard
structures, and other protective devices shall be borne by the Contractor.
PART 2 - PRODUCTS (NOT APPLICABLE)
PART 3 - EXECUTION
3.1 ELECTRIC SUPPLY AND COMMUNICATION LINE CROSSINGS
A. Substantial guard structures or equally effective measures shall be used to prevent contact
between the conductor being strung and the line(s) being crossed. Any temporary changes in
poles, fixtures, or conductor of lines being crossed, as found necessary by the Contractor,
shall be prearranged by the Contractor with the owner of the line crossed.
1. All crossings over lines having a potential of 2300 volts or above shall be made with
the line de-energized, whenever possible.
2. All lines having a potential of 750 volts or above which are de-energized for
crossing shall be short-circuited and grounded with appropriate and adequate
grounding conductors placed at the site of the crossing and in view of the workmen
constructing the crossing.
3. When de-energizing of lines belonging to the Owner is required, the Contractor
shall, at his own expense, make all arrangements and secure the necessary working
clearance from the Owner or Owner’s Representative. All preparatory work shall be
done prior to the working clearance. Upon completion of the work the Contractor
shall immediately notify the Owner or Owner’s Representative that the lines are
clear and release its working clearance.

4. Where work to be performed requires the de-energization of facilities other than
those owned, leased, or operated by the Owner, the Contractor shall make his own
physical and financial arrangements for such de-energization with the other
owner(s).
B. Contractor shall bear all costs resulting from his failure to complete the work within the
period stated in the original clearance.
3.2 NOTICE OF CROSSING
A. Contractor shall notify the Owner and the Owner’s Representative of any power line,
communication line, or road he intends to cross at least five (5) calendar days in advance of
the time he intends to make the crossing.
B. Contractor shall also notify the Owner’s Representative, in writing, of his intention to effect
any crossing at least forty eight (48) hours in advance of the scheduled crossing. Written
notice to the Owner’s Representative shall state the location of the crossing to be made, the
date and hour of the clearance, the length of time that will be required to affect the crossing,
and the duration of the clearance requested.
C. The Owner’s Representative, at his discretion, may inspect the Contractor's preparations to
determine that they are adequate to permit the making of the crossing without undue
interruption of service or delay to the public. This inspection shall in no way relieve the
Contractor of any of his responsibility.
3.3 GUARD STRUCTURES
A. A guard structure shall consist of a pole with stringing sheaves attached, a pole with timbers
attached, two (2) or more poles connected with a fiber rope, or two (2) or more poles joined
by timbers; with guys or braces when required. Guard structures using stringing sheaves
shall contain a provision for supporting the conductor in the case of failure of the sheave and
attachment assembly. In all cases there shall be provisions for avoiding damage to the
conductor by the guard structure.
B. All guard structures shall be of adequate strength to withstand the stresses to which they may
be subjected. Poles shall be set to a sufficient depth, all parts shall be of sufficient strength,
and necessary guying or bracing shall be installed to ensure adequate strength of the guard
structure.

CONCRETE FOUNDATIONS
PART 1 – GENERAL
1.1 GENERAL
A. This Specification establishes the requirements for providing concrete for drilled pier
structures and concrete backfill for direct embedded structures. The work also includes
concrete placement, curing, and protection of the concrete after placement. It also includes
the furnishing of all materials, equipment, machinery, tools, labor, transportation, and other
means required to construct the Project in strict accordance with the Specifications and
Drawings.
B. The Contractor shall complete the Foundations - Daily Inspection Log and submit the logs to
the Owner’s Representative.
PART 2 - PRODUCTS
2.1 CONCRETE MATERIAL SPECIFICATIONS
A. READY-MIXED CONCRETE: Ready-mixed concrete shall conform to ASTM Designation
C94, current edition, Standard Specification for Ready-Mixed Concrete.
B. CEMENT: Portland Cement shall conform to the Standard Specifications for Portland
Cement, ASTM Designation C150, current edition Type II, unless noted otherwise on the
foundation drawing.
C. CONCRETE AGGREGATES: Fine and coarse aggregates shall conform to the
Specifications for Concrete Aggregates, ASTM C33, current edition. The nominal maximum
size for concrete aggregate shall be ¾ inch (0.75”).
D. ADMIXTURE: Chemical compounds may be used as an Admixture to control plastic
shrinkage and improve workability and slump. The Admixtures shall contain no chlorides,
fluorides or nitrates and shall be formulated by the Manufacturer for the job area and weather
conditions to control setting time. Admixtures shall conform to ASTM Specifications C260
and C494, current edition. Water Reducing and Retarding Admixtures shall not be used
without prior written approval by the Owner’s Representative.
E. WATER: Water shall be clean, potable and free of injurious amounts of acids, alkalis or
organic materials.
F. CURING COMPOUND: As specified by or meets ASTM standards, current edition.
G. POLYETHYLENE FILM: White in color and a minimum of four (4) mils thick.

2.2 CONCRETE MIX DESIGN
A. Concrete mix design(s) shall be submitted to the Owner’s Representative for approval within
a minimum of two weeks before intended use.
B. The water to cement plus fly ash ratio by weight shall not exceed 0.45, including surface
moisture in the aggregates.
C. Concrete shall develop a minimum compressive strength of 4,000 psi at twenty-eight (28)
days for drilled pier foundations.
D. The Contractor shall refer to ACI 336 and ACI 117 for slump requirements during concrete
placement. Concrete shall have between four (4) and six (6) inches slump based on placement
in a dry, uncased, or permanently cased hole.
1. For placement of concrete backfill for direct embedded structures the slump shall be
at the high end of the allowable range to allow for a flowable mixture.
E. The Contractor shall refer to ACI 301 and ACI 117 for air content requirements. Concrete
shall have between four (4) and six (6) percent air content by volume based on aggregate size
and exposure.
2.3 REINFORCING STEEL SPECIFICATIONS
A. Reinforcing bars shall conform to the current edition of ASTM Standard Specifications for
Deformed Billet Steel Bars for Concrete Reinforcement, Designation A615, Grade 60.
B. If requested by the Owner’s Representative, the Contractor shall submit, at no cost to the
Owner’s Representative, laboratory reports on the reinforcing steel prepared by an approved
testing laboratory.
PART 3 - EXECUTION
3.1 CONCRETE PLACEMENT, CURING, AND PROTECTION
A. Placing: The methods and equipment used for transporting concrete, and the time that
elapses during transportation shall not cause appreciable segregation of concrete ingredients
or slump loss. Any concrete subjected to more than 300 revolutions in a truck or that is in the
truck for more than 90 minutes from time of mixing will be rejected. Concrete should be
placed in a manner that avoids segregation of the materials. Concrete shall not be dropped
more than five (5) feet, unless confined by closed chutes or pipes. Concrete shall not be
dropped against the sides of the excavation, or on the anchor bolts and reinforcing steel. Do
not use aluminum pipes and chutes for placing of concrete or for delivery of pumped
concrete. Retempering of concrete will not be permitted. Concrete which has become so stiff
that proper placing cannot be assured shall not be used. Temperature of concrete during
placements shall be between fifty (50) and seventy-five (75) degrees F.

B. Vibrate concrete until it has been consolidated to the maximum practicable density, is free
from pockets of coarse aggregate, and closes snugly against surfaces of forms and embedded
materials. Vibrator shall not remain in one place over ten (10) seconds.
C. Finishing: Exposed surfaces of concrete shall be brought to the design elevation and slope
away from the pole and center of pier, and worked with suitable tools to achieve a smooth
surface by the use of a wood float, broom, or steel-trowel finish. The top of projected
concrete shall be domed to a maximum of one (1) inch to allow for water drainage.
D. See Section 22050, Tubular Steel Structures, for direct embedded structure backfill finishing.
E. Curing: Cure concrete with water, curing compound, or polyethylene sheets.
1. Water Curing: Keep concrete continuously moist for at least seven (7) days after
placement by sprinkling or spraying or by other methods approved by the Owner’s
Representative.
2. Curing Compound: Apply curing compound promptly after form removal. Formed
surfaces shall be saturated with a fine spray of water until they will absorb no more
water. Apply compound as soon as the free moisture on the surface has
disappeared. On unformed surfaces, apply compound immediately after the
bleeding water or shine disappears, leaving a full appearance. Apply curing
compound to a uniformly thick film using multipass or cross spraying. Delay
between passes shall not exceed thirty (30) minutes. Maximum coverage rates shall
not exceed one hundred fifty (150) square feet per gallon for wax-base and two
hundred (200) square feet per gallon for resin-base curing compounds.
3. Polyethylene sheeting: Moisten concrete and then cover with sheeting to provide as
airtight a cover as practicable. Leave polyethylene sheeting in place for not less
than seven (7) days after placement.
F. Protection: Protect concrete against injury until final acceptance. Maintain concrete
temperature above forty (40) degrees F for at least seventy-two (72) hours after placement. If
water cured, protect against freezing temperatures for the duration of the curing period.
G. Any foundation which does not satisfy the specified requirements for line and grade shall be
rejected. No payment shall be made for any such defective work until the Contractor has
completed the necessary corrective work, to the satisfaction of the Owner’s Representative.
Contractor shall bear the full expense of all such corrective work.
3.2 REINFORCING STEEL
A. Steel reinforcing bars shall be placed in the concrete as shown on the Drawings. Unless
otherwise shown on the Drawings, measurements made in placing the bars shall be to the
centerlines of the bars.
B. Before the reinforcing bars are placed, the surfaces of the bars and the surfaces of any metal
bar supports shall be cleaned of dirt, grease, or other foreign substances. After being placed,
the reinforcing bars shall be maintained in a clean condition until they are completely
embedded in the concrete.

C. Reinforcing bars shall be accurately placed and secured in position so that they will not be
displaced during the placement of concrete, and special care shall be exercised to prevent any
disturbance of the reinforcing bars in concrete that has already been placed. The Contractor
shall furnish metal bar supports, chairs, spacers, spotters, etc., of suitable types adequate to
avoid displacement of reinforcement during concrete placement. Concrete bricks are not
acceptable reinforcing bar supports.
D. Grounding attachments between the reinforcing bars and the anchor bolt cage shall be
installed before concrete is placed, as indicated on the Hardware Assembly Drawings.
E. Reinforcement shall not be spliced unless indicated on the Drawings or approved by the
Owner’s Representative. Splices shall be in accordance with ACI 12.14 and 12.15, current
edition.
F. Lateral ties shall be secured to vertical reinforcement with wire ties. Welded connections
shall not be allowed.
3.3 ANCHOR BOLT CAGES
A. Anchor bolt cages will be provided fully assembled from steel pole manufacturer.
B. The top threaded portion of the anchor bolts shall be galvanized, as shown on the Drawings,
and shall be delivered complete with galvanized nuts. Anchor bolts shall be bundled or
assembled and tagged with the part numbers assigned on the Drawings.
C. Top and bottom anchor bolt templates will be supplied for each foundation and shall be used
during concrete operations.
D. Anchor bolts shall be accurately positioned. It shall be the Contractor’s responsibility to
accurately set the bolts initially and to maintain the required position until after the concrete
has set. It shall be the Contractor’s responsibility to supply supporting and bracing materials.
E. Prior to setting, the threads on the upper end of each anchor bolt shall be protected to prevent
the adherence of concrete. When installed, the bolts shall be clean and the portions to be
embedded in concrete shall be free of oil or other detrimental substances which would
adversely affect the bond between the bolts and concrete. Anchor bolts shall be in position
and at the specified projection height prior to the placement of concrete.
F. Deviations from specified positions of anchor bolts after concrete has set shall not exceed the
following:
1. Horizontal distance between centers of adjacent anchor bolts shall be within plus or
minus one-sixteenth (± 1/16) inch.
2. Horizontal distance between diagonally opposite anchor bolts shall be within plus or
minus three-sixteenths (± 3/16) inch of the specified distance, measured at the top of
concrete.
3. Elevation of the top of the lowest anchor bolt in a set shall not be less than specified,
and that of the highest bolt shall not exceed the specified elevation by more than
one-fourth (1/4) inch.

4. The alignment marks (V-notches and drilled holes) in the top template shall not
deviate from the bisector and the line perpendicular to the bisector by more than
one-quarter (1/4) inch.
5. With the foundation completed, the anchor bolts at each foundation shall not deviate
more than one-quarter (1/4) inch from its specified position on the foundation.
6. Anchor bolts shall be located in the excavation such that the minimum distance from
any anchor bolt to the side of the rebar cage is three (3) inches. Concrete shall not
be placed until after the Owner’s Representative has inspected the excavation and
placement of the anchor bolts.
7. All rebar cages shall be located in the excavation, such that the minimum distance
from the edge of the rebar to the side of the excavation will be a minimum of three
(3) inches.
G. Any foundation which does not satisfy the specified requirements for alignment and grading
shall be rejected. No payment shall be made for any such defective work until the Contractor
has completed the necessary corrective work, to the satisfaction of the Owner’s
Representative. Contractor shall bear the full expense of all such corrective work.
3.4 EXCAVATION
A. Contractor shall have full responsibility for reviewing and checking all information required
for locating all Underground Facilities, for coordination of the work with the owners of such
Underground Facilities during construction, for the safety and protection of these facilities,
and for the repair of any damages to these facilities. The cost of all of these provisions shall
been included in the Contract Price.
B. Excavation shall be completed to the depths and dimensions indicated on the foundation
drawings. The location of the piers and pole settings shall be as close as possible to the
locations shown on the plan and profile drawings and as indicated on the field stakes. If any
setbacks or moves are required in the field, the Contractor shall notify the Owner’s
Representative immediately for instruction.
C. Contractor shall perform all grading and earth moving necessary to prevent the accumulation
of water in the excavations. All excavations are to be kept free of water until all poles
concrete is placed, unless an alternate tremmie method is approved by the Owner’s
Representative.
D. Contractor shall notify the Owner’s Representative should an obstruction be encountered
which prohibits using normal installation techniques and tools.
E. All foundation excavations, when unattended, shall be covered and properly barricaded to
prevent injury to humans, livestock or wildlife. Excavations subject to caving shall be
properly shored before allowing workmen to enter. The following tolerances shall apply to
setting poles and drilled piers.
1. Maximum deviation of a single concrete pier from a location shown on the
Drawings shall not exceed two (2) inches.
2. Maximum projection of concrete drilled pier above existing grade shall be twelve
(12) inches, unless otherwise indicated on the foundation drawings.

3. The variation in elevation of the bottoms of the excavations shall be from minus one
(-1) inch to plus three (+3) inches except where required to be carried deeper due to
soil conditions.
4. Maximum deviation of the axis of the hole from the vertical shall be no more than
two (2) inches in eight (8) feet.
5. The variation in diameter of any hole excavation shall be from minus zero (-0) to
plus six (+6) inches.
F. Holes shall be drilled with drilling equipment that will produce the excavation shown on the
Drawings. Drill rigs which do not run true shall not be allowed.
G. Dry drilling is the preferred method of excavation. Unless rock or obstructions are
encountered, the excavation shall be completed in a continuous operation and the concrete
shall be placed without delay.
H. Foundation excavations shall be drilled to the diameters and depths shown on the Drawings.
The diameter and depths noted on the Drawings are to be considered minimum.
I. All excavations shall be protected to prevent the collars of the piers from caving until the
concrete has been placed.
J. The Contractor shall be responsible for hauling any spoils away from the site, unless prior
arrangements are made with the Owner or the Owner’s Representative.
3.5 CASING
A. Temporary casings may be used at locations where the soil will not stand without support or
where, because of ground water conditions, sloughing of the sides of piers may seriously
delay or endanger the satisfactory completion of excavation and placement of concrete.
B. Casing shall not be used without the approval of the Owner’s Representative. The Owner’s
Representative shall observe the entire operation from excavation through placement of
concrete and removal of casings.
C. Contractor shall have available, for immediate use, an ample supply of casing of each size
which will be required during concrete placement; and shall provide additional amounts, if
required, to ensure orderly progress of the job.
D. Such metal casing may be in short pieces but with jointing devices of sufficient strength that
assembled sections of casing may be pulled complete as concrete is placed (or immediately
thereafter). The casing shall also be of such strength and rigidity as to maintain the required
excavation lines against the pressure of sloughing material from the sides of the excavation.
E. All temporary casing shall be removed from excavations as concrete is placed — or
immediately thereafter — and in such a manner as to prevent sloughing material from
dropping to the bottoms of piers or falling on top of freshly placed concrete. A sufficient
head of concrete shall be maintained to prevent intrusion of soil into or on top of fresh
concrete. Contractor shall notify the Owner’s Representative immediately if intrusion appears
to occur.

F. The outside diameter of the casing shall not be less than the specified diameter of the drilled
shaft as determined from the foundation drawings. The length of the casing shall be sufficient
to allow the construction of a good quality shaft. Casing shall be pulled in such a manner so
as to not disturb the pole setting and plumbness.
G. During casing extraction, any movement of the rebar or anchor bolts shall be carefully
avoided. The Owner’s Representative shall closely monitor all casing extraction activities.
3.6 BOTTOM OF EXCAVATION
A. The Contractor shall clean the bottom of the excavation so that it is free of loose material.
B. Immediately before the placement of concrete, the excavation shall be cleared of water,
debris, or other materials harmful to concrete, such as clods and piles of loose earth. Water in
the bottoms of excavations must be removed or absorbed. Equipment shall include a pump
and two (2) vibrators in good working condition. Hoppers and elephant trunks shall be on site
for directing the flow of concrete around the pole or between the anchor bolt cage. An ample
supply of sacked cement shall be on site for use in drying out the bottoms of the excavations.
3.7 FORMING
A. Forms shall conform to the shapes, lines, and dimensions of the concrete, as called for on the
Drawings. Forms shall be sufficiently strong to carry the dead weight of the concrete without
undue deflection or bulging, and sufficiently tight to prevent leakage of mortar. Forms shall
be properly braced and tied together so as to maintain position and shape.
B. Lumber or other forming material used in forms at exposed surfaces shall be dressed to
uniform thickness and shall be free from loose knots or other defects. Joints in forms shall be
horizontal or vertical. At all unexposed surfaces and for rough work, undressed lumber or
slip forms may be used. Lumber reused in forms shall have nails withdrawn and surfaces to
be in contact with concrete thoroughly cleaned before being used again.
C. Forms shall not be disturbed until the concrete has hardened sufficiently to support any loads
that may be imposed upon it. When stripping forms, metal wedges or tools shall not be used
to pry panels loose. If wedging is necessary, it shall be done with wood wedges lightly
rapped to break adhesion between the concrete and form.
D. Any misshaped concrete due to form slippage shall be replaced at the Contractor’s expense.
E. A one (1) inch chamfer shall be provided on all exposed edges of foundations.
F. Forms shall be treated with a release agent such as form oil to facilitate removal. Excess oil
shall be wiped away to prevent oil intrusion into the concrete face.

3.8 CONCRETE MIXING
A. Ready-mixed concrete in accordance with ASTM 94, current edition is preferred on all
construction. Contractor shall indicate if this condition cannot be met and shall submit an
alternate mixing procedure for approval by the Owner’s Representative.
B. All concrete shall be sufficiently mixed to ensure complete uniformity of the batch. The
volume of the batch shall not exceed the Manufacturer’s rating of the drum capacity.
Rotating speed of the drum shall not exceed its rated speed. A minimum of 100 revolutions
is required prior to placement of concrete.
C. Owner’s Representative shall be notified if concrete cannot consistently be delivered and
discharged within one and one-half (1 1/2) hours from introduction of water to cement. With
these conditions, the Owner’s Representative may require all water to be added at the job site.
D. The mixer shall be equipped with a water storage and measuring device which can be locked,
and also with a suitable charging hopper.
E. The contents of the drum shall be completely discharged before receiving materials for a new
batch.
F. Water in excess of the one (1) gallon per cubic yard shall not be added to the mix after initial
batching, without the approval of the Owner’s Representative.
3.9 CONCRETE PLACEMENT
A. The concrete shall be conveyed from the mixer to the place of the final deposit by methods
that will prevent the separation or loss of material.
B. Concrete shall be deposited as nearly as practical in its final position to avoid segregation due
to handling or transporting.
C. The Contractor shall not place any concrete until the form work, excavation, and embedded
items are inspected and approved in writing by the Owner’s Representative. Concrete shall
be placed only in the presence of the Owner’s Representative.
D. Concrete shall be placed as soon after excavation as possible. Concrete shall be deposited
continuously and as rapidly as possible until the unit being placed is complete. Construction
joints shall not be allowed.
E. Immediately before concrete placement, all surfaces against which concrete will set shall be
free of any dried concrete, mud, or other foreign matter.
F. Surfaces against which new concrete will set shall also be moistened with water immediately
before placement.
G. In order to prevent concrete from falling against the sides of the excavation, a trunk or
tremmie shall be used to transport concrete to the foundation bottom.

H. Any concrete retained in the truck mixer long enough to require additional water to permit
satisfactory placement shall be wasted at the Contractor’s expense. Concrete requiring
retempering shall also be wasted at the Contractor’s expense.
3.10 DRILLED PIER FINISHING
A. Screeded and initial finishing shall be performed before bleed water can accumulate on the
surface.
B. No further finishing shall be performed until bleed water has evaporated.
C. Smooth, solid concrete surfaces are required throughout the work. The top surface of the
foundation shall be finished to conform to the detail shown on the Drawings. In general, a
trowel finish on the concrete is required, with edging as necessary. Care shall be taken in the
steel troweling not to bring excessive fine material to the surface. Finishing of concrete
surfaces shall be performed only by skilled workmen.
D. All exposed concrete shall be properly cured for seven (7) days by the moist curing method
using wetted burlap, Kraft paper, or polyethylene sheets to prevent evaporation, or by spray
application of a liquid membrane-forming compound conforming to ASTM Designation
C309, current edition Type 1. The membrane shall be applied according to the
Manufacturer’s recommendations. Surface defects shall be filled prior to application of
membrane curing compound. All concrete surfaces on which curing compound have been
applied shall be adequately protected for the duration of the curing period from any cause
which would disrupt the continuity of the curing membrane. No curing compound shall be
used on surfaces requiring subsequent bonding.
E. After form removal, all fins, small projections or other irregularities shall be removed.
F. Metal form ties extending from the face of exposed concrete shall be cut off at least three-
fourths (3/4) inch deep in the concrete immediately after removal of forms. Holes shall be
filled with a cement-sand mortar approximately the same color as the adjoining concrete.
The mortar shall be mixed and placed as dry as possible, and finished flush with the adjoining
surface.
G. All exposed surfaces shall be rubbed with a grout mixture. The grout shall consist of one (1)
part Portland Cement, one (1) part fine sand (passing a No. 30 sieve), and water sufficient to
attain a creamy consistency.
H. The area shall be dampened before grout is brushed on. Shallow patches shall be filled with
stiff mortar and finished. Deep voids shall be inspected by the Owner’s Representative, and
when directed, shall be of re-formed with the new concrete dowelled to the hardened
concrete.
3.11 HOT WEATHER INSTALLATION
A. All concrete work done when the ambient air temperature is 80°F (or forecasted to rise above
this temperature within twenty-four (24) hours after concrete placement) shall be in

conformance with ACI 305 “Recommended Practice for Hot Weather Concreting” and the
following:
1. Mixing water shall be kept cool.
2. Aggregate stockpiles shall be saturated and the surfaces kept moist by intermittent
sprinkling or by a continuous fog spray.
3. The basic water-cement ratio shall be maintained.
4. Forms, reinforcing and subgrade surfaces shall be wetted just before concrete is
placed. Wetting down of areas around the work is recommended.
5. The temperature of the concrete when placed shall not exceed 90°F.
6. In extremely hot (90°F and above) and windy weather, sunshades, windbreakers, fog
sprays, or a combination of such items shall be used during finishing operations.
These provisions shall also be implemented if more than 30 minutes elapses
between pours.
7. When weather conditions require concrete to be placed with a temperature greater
than 90°F, the Contractor shall submit to the Owner’s Representative a concrete mix
design which accommodates high temperature placement. This high temperature
concrete may include plasticizers and retarding admixtures to meet the design
specification. The Owner’s Representative shall approve any changes in the mix
design prior to use.
3.12 COLD WEATHER INSTALLATION
A. All concrete work done when the ambient air temperature is 40°F (or forecasted to drop
below this temperature within twenty-four (24) hours after concrete placement) shall be in
conformance with ACI 306 “Recommended Practice for Cold Weather Concreting” and the
following:
1. Mixing water shall be kept well above freezing temperature.
2. Maintain concrete temperature above forty (40) degrees F for at least seventy-two
(72) hours after placement. If water cured, protect against freezing temperatures for
the duration of the curing period.
3. Concrete forms and reinforcing steel may need to be insulated in order to maintain a
local ambient temperature above forty (40) degrees F. Exposed concrete surfaces
may also need to be insulated after concrete placement to maintain a surface
temperature above forty (40) degrees F.
3.13 TESTING AND LOGS
A. The Owner shall contract with a third-party testing company to make compressive test
specimens, with each set consisting of five (5) compressive test cylinders made and cured in
accordance with ASTM C31 and C172, current edition.
B. For drilled pier foundations, one set of compressive test specimens shall be made for each
twenty-five (25) cubic yards of concrete placed or at least one set of cylinders made at each
foundation, whichever is greater.
C. For direct embedded foundations, one set of compressive test specimens shall be made for
each twenty-five (25) cubic yards of concrete placed.

D. Testing of the cylinders shall be handled by the testing company through a qualified testing
laboratory, and the cost of testing shall be borne by the Owner. One (1) sample shall be tested
at seven (7) days, and three (3) at twenty-eight (28) days. One cylinder shall be held for
additional testing in the event of a low break.
E. In any case where the strength of the test cylinders for any portion of the work falls below the
requirements specified herein, the Owner’s Representative may require the Contractor to
secure test specimens of the hardened concrete represented by these cylinders. Specimens
shall be secured and tested in accordance with ASTM Designation C42, current edition. If
the specimen test further substantiates that the concrete represented by the cylinders and
specimens is below the strength requirement specified herein, the Owner’s Representative
may order such concrete removed and replaced at the expense of the Contractor.
F. The third-party testing company shall also perform tests prior to concrete placement to
determine the temperature (ASTM C1064), slump (ASTM C143) and air entrainment (ASTM
C231) in accordance with the referenced ASTM designation, current editions.

TUBULAR STEEL POLE STRUCTURES
PART 1 - GENERAL
1.1 GENERAL
A. The construction and erection of the structures shall be in accordance with the Drawings,
Structure List and the manufacturer’s instructions.
B. All work shall be done in a neat and workmanlike manner. Special care shall be taken to
ensure that all arms, crossarms, braces, fittings, hardware, and other fixed metalwork are
installed in their correct positions. Structures shall be placed accurately and in a correct
position of alignment and grade.
C. The steel poles shall be handled such that damage to the finish is avoided.
D. Every tubular steel structure installation shall have provisions for the installation, testing and
preparation of reports for transmission structure grounding, as shown on the Drawings.
E. The Owner’s Representative shall inspect each structure and complete the inspection report
(sample form on the following pages). All deficiencies noted on these forms shall be
corrected by the Contractor prior to acceptance of the line by the Owner.
PART 2 - PRODUCTS (NOT APPLICABLE)
PART 3 - EXECUTION
3.1 DIRECT EMBEDDED POLE EXCAVATION AND BACKFILL
A. Contractor shall have full responsibility for reviewing and checking all such information and
data, for locating all Underground Facilities, for coordination of the work with the owners of
such Underground Facilities during construction, for the safety and protection thereof and
repairing any damage thereto; the cost of all of which will be considered as having been
included in the Contract Price.
B. Pole holes shall be excavated with straight sides twelve (12) inches larger in diameter than
the bearing plate of the pole to allow room for placing the pole into the hole.
C. Frozen earth, wood, leaves, decaying matter, or any material subject to decay shall not be
used in backfilling. If any water is present in the hole, the water shall be removed from the
hole by the Contractor before the backfill is placed.

D. Rock and other excess excavated material remaining from pole holes located on cultivated
land and other unsuitable places shall be removed and disposed of by the Contractor.
E. Holes for embedded steel poles shall be drilled according to the depth shown on the
Drawings. See standard embedded foundation detail TM-107 for typical concrete backfill
placement details.
F. For all tangent steel poles, the top one (1) foot shall be drilled twenty four (24) inches greater
than the pole’s bearing plate diameter and the remaining depth of the holes will be bored a
minimum diameter of twelve (12) inches greater than the pole’s bearing plate diameter.
G. A 12” thick preformed concrete plug shall be placed in the bottom of the hole to meet the
requirements for concrete at the bottom of the pole as shown on the TM-107 drawing. The
plug can be poured early and while it is still green the pole may be set and the remaining
concrete poured. The plug may also be poured early and allowed to cure before being placed
into the hole. If this is done, the Contractor shall coat the entire surface of the plug with a
concrete bonding agent to ensure complete bonding of the wet concrete to the plug.
H. Pole backfilling material for tangent steel poles shall be concrete per Section 22040, Concrete
Foundations, of this specification.
I. The poles are to be set in the hole taking care not to allow the poles to rub on the side of the
holes.
J. If the concrete in the bottom of the hole becomes contaminated with dirt, the pole will have to
be removed and the dirt cleaned from the concrete plug before continuing. A small amount
of dust contamination is unavoidable and a short spray of water prior to concrete placement
will be sufficient to clean the concrete.
K. The poles shall be centered in their holes and/or brackets and plumbed with a transit on the
longitudinal and transverse axis. The transit on the transverse axis shall be used to check
cant.
L. Structures shall be supported with sufficient means to resist the lateral loads on the poles
through any inclement weather. The temporary support(s) shall be left in place from 12 hours
to 24 hours, depending on wind and weather conditions. The Owner’s Representative will
have final authority as to when the support system can be removed.
M. Once the structures are plumb and the support is installed, the concrete may be placed. The
pole hole shall then be filled with concrete, vibrating from the bottom to the top. The
structures shall be watched for movement through the transits throughout the pour. If
movement is perceived, the pour shall be stopped and the structure shall be replumbed and/or
re-canted before the pour is continued.
N. The concrete backfill above grade shall be sloped according to the TM-107 drawing.

O. All temporary supports required to hold the poles during curing of the concrete backfill or
other items placed outside the easement or in cultivated fields within the easement shall be
approved by the landowner before work is commenced.
3.2 SETTING OF DIRECT EMBEDDED POLES AND STRUCTURES
A. All structures shall be constructed in a workmanlike manner and in accordance with the
details on the Drawings. Some of the Drawings may be typical only, and the Contractor shall
not be entitled to any additional allowance for minor modifications which may be required.
Poles shall not be left unset in holes for more than thirty (30) days.
B. For wood structures, not more than one (1) class of pole may be used for any structure, nor
may a combination of butt treated poles and full length treated poles be used for any
structure, without permission of the Owner’s Representative.
C. Where raking is not required, poles shall be aligned as follows: The center of the pole top
shall be in vertical alignment with the center of the pole at the ground line when viewed from
any direction. Vertical misalignment shall be held within a tolerance of four inches (4")
provided that no pole is misaligned in a direction opposing that of another pole in the same
structure. However, in any series of structures repetitive misalignment of poles shall be
considered poor workmanship and shall be corrected.
D. Angle structure poles shall be raked against the conductor strain such that the pole deflects
not more than one inch (1") for each ten feet (10') of pole length above ground, after all
conductors are installed at the required tension.
E. All tangent poles shall be set in alignment with one another and plumbed. These poles shall
remain plumb after the conductors are strung. At angle structures where suspension
insulators are used, the poles shall be offset on the bisector of the angle so that the conductors
shall align directly with the conductors of the tangent structures in both directions.
F. Where existing tangent poles are visibly out of plumb and/or as indicated in these
specifications, the pole will be re-plumbed. The contractor will submit means and methods to
Owners Representative for approval prior to work. Backfill per these specifications.
G. Poles shall be set within the following tolerances:
1. Single pole structures -- Plus or minus four inches (+4") parallel to and perpendicular to
the conductors.
2. Multi pole structures -- Plus or minus four inches (+4") parallel to the conductor.
Perpendicular to the conductors the poles shall be set plus two inches (+2") and minus
one inch (1") between adjacent poles.

3.3 STEEL POLES
A. Installation shall consist of all equipment and structures and/or other structural items required
for a complete facility as shown on the Drawings. Contractor shall install the steel poles per
the Manufacturers “Assembly and Erection Information,” and the Drawings and
Specifications.
B. Connection or erection bolts shall be seated to the head and installed with nuts to the outside
of the member.
C. The structural nuts shall be locked into place with split type lockwashers and tightened to
recommended torque value per bolt diameter and material.
D. Beveled washers shall be used on sloping or beveled surfaces where required to provide a
proper fit.
E. Only wrenches approved by the Owner’s Representative shall be used on the work, and the
use of any wrench which may deform the nut shall not be permitted.
F. All structural metals shall be handled with care to avoid bending or damaging. Pieces bent in
handling may be used only if they are straightened in accordance with procedures set forth by
the Manufacturer and approved by the Owner’s Representative.
G. All structures shall be assembled, aligned and all bolts tightened and/or torqued as required
by AISC code of Standard Practice, current edition. After final tightening and before any
attachment is made to the structures, the alignment shall be checked.
H. Field welds required for steel structure adjustments or miscellaneous additions shall not be
made unless authorized by the Owner’s Representative. All welding shall be performed by a
welder qualified per AWS, and as required by the pole manufacturer.
I. All structures shall be installed in a workmanlike manner. All poles except for those that are
cambered or raked shall be set in alignment with one another and plumb. The center of the
pole top shall be in vertical alignment with the center of the pole at ground line when viewed
from any direction. Vertical misalignment shall be held within a tolerance of 0.5% of the
structure height above the ground (i.e., pole 100’ ft out of ground shall have tolerance of 6
inches).

3.4 ASSEMBLY
A. The structures are to be assembled on the ground and erected as a complete unit. The
sections of the pole should be aligned on the ground and supported, typically with wood
blocks, in such a manner that they will readily fit together. Care should be taken to prevent
dirt, stones, etc. from getting trapped between the mating surfaces.
B. As an alternate, structures may be assembled in the air. The Contractor shall be responsible
for any damage caused by dropping one pole section onto another.
3.5 SLIP JOINTS
A. All slip joint structures shall be jacked together according to the Manufacturer’s Instructions.
B. Use of a hydraulic jacking device is available for rent or purchase from the Manufacturer.
C. To facilitate the assembly, mating surfaces may be lubricated. Oil is not acceptable to be
used as lubricant. Care should be taken not to use a lubricant that will later leak from the
joint and stain the pole. Soapy water has been used successfully for this purpose.
D. Jacking forces should be applied until the joint is tight with no more than small gaps visible.
Forces in excess of the maximum force shown on the erection drawing should not be applied.
The Drawing also shows the minimum force which should be applied to assure good joint
tightness and the correct lap length.
E. A final check should be made to ensure that the specified minimum overlap has been
achieved. Anywhere between minimum and maximum splice is considered an acceptable
joint, provided the joint is tight.
3.6 ERECTION
A. Prior to lifting the structure, any slipover joint below the crane attachment point should be
secured to prevent any possibility of separation during lifting.
B. The structure must be attached to the crane:
1. above the center of gravity of the entire assembly including the weight of all
equipment mounted on the structure before erection.
2. to the main pole member(s) or, if to the arms, the attachment(s) must be close to the
pole(s).
3. as high as possible since higher attachment will result in more vertical alignment of
the assembly while suspended above the foundation.
C. Care should be taken to operate the crane very smoothly as jerking will cause impact loads
which could damage some portion of the structure.
D. Structures with baseplate and anchor bolts shall be set with the baseplate level to within 0.1
inches.

E. Structures shall not be erected on concrete piers until fourteen (14) days after the concrete has
been poured and 3000 psi concrete strength has been achieved, and with approval of the
Owner’s Representative.
F. Wire shall not be strung on the structures until twenty-eight (28) days and/or 4000 psi
concrete strength has been achieved, and with approval of the Owner’s Representative.
3.7 BOLTED JOINTS
A. Multiple-bolt, moment connections (e.g. arm-to-pole connections, flange connections): Bolts
should be tightened in accordance with the latest edition of AISC, and in accordance with
Manufacturer’s recommendations.
B. Single-bolt, pinned connections (e.g. swing brackets, cross-bracing, pinned crossarms): Bolts
should be tightened until the bolt head and nut are snug against the outer plates and the nut
locking device is fully engaged. All plates do not need to be in contact.
C. Cantilever arms: Before tightening the arm attachment bolts, the arm should be rotated
toward the base of the structure to remove all play in the connection. While tightening the
bolts, care should be taken to ensure that the arms all remain in the same place.
3.8 STRUCTURE GROUNDING
A. Equipment for measuring structure footing resistance shall be furnished by the Contractor.
Suitable devices for these measurements include any meters designed specifically for
performing a three-point fall-of-potential test, such as the Megger DET3TD device. The
testing equipment shall be periodically calibrated, with a Certificate of Calibration kept on
file with the Contractor.
B. Contractor shall measure the ground plate resistance at each structure, per the manufacturer
recommendations for the testing equipment referenced above. Initial testing shall be
performed prior to the connection of the grounding system to the structure.
C. The maximum ground resistance for any structure is 25 ohms. The Contractor shall record
ground resistance measurements for each structure location on a Ground Resistance Report
(sample form included in the following pages), which shall be submitted to the Owner’s
Representative for review and approval.
D. As a minimum, the Contractor shall provide and install one ground plate per each embedded
pole. The ground resistance shall be measured and recorded and, if the desired resistance is
not achieved, the Contractor shall continue to install additional ground rods until the desired
ground resistance is achieved. The Contractor shall record the final resistance value along
with the total number of rods installed at each structure.

GUYS, ANCHORS AND ANCHOR RODS
PART 1 - GENERAL
1.1 GENERAL
A. Installation of guys and anchors shall consist of excavation, handling and hauling hardware,
installing anchors and anchor rods in position, backfilling and compacting the backfill, and
assembling and attaching the guys in accordance with the Drawings and Structure List.

PART 3 – EXECUTION
3.1 GUYS
A. Guy types and locations shall be as staked by the Contractor and as shown on the Plan and
Profile Drawings, the Drawings, and the Structure List, except where field conditions require
detailed instructions by the Owner’s Representative. Should it appear that the specified
location of guys or anchors is undesirable due to a conflict with some obstruction, or due to a
potential hazard to property or persons, the installation shall be deferred until specific
instructions have been received from the Owner’s Representative. If the Contractor fails to
request such instructions, the relocation of the guys and anchors shall be at the Contractor's
expense.
B. Points of attachment to poles shall be as shown on the Drawings. Guys shall be installed
before conductors or overhead ground wires are strung. Prior to stringing, all guys shall be
tightened sufficiently to take out the slack in the guy strand. All nuts on pole bands, clamps,
and other fittings shall be tightened adequately, but not excessively. Where two (2) or more
guy strands terminate at one (1) anchor, the tension on all guy strands shall be equalized.
3.2 GUY STRAIN INSULATORS
A. Fiberglass guy strain insulators shall be installed on all guys attached above distribution
underbuild or transmission conductors. The insulators shall have a minimum breaking
strength equal to or greater than the ultimate strength of the guy wires to which they are
attached. The length of the insulator(s) shall be great enough to provide wet flashover voltage
equal to or greater than the required BIL of the highest voltage on the structure.
B. Installation of the guy strain insulators shall be accomplished in a manner to meet the
insulator positioning requirements given in the order of importance listed below:

1. Priority 1-- Insulators shall be so located that the bottom of the insulator will not be
less than eight feet (8') above the ground at any point , if the guy wire were to sag or
break.
2. Priority 2-- The top of the insulator shall be below the lowest line conductor when
the guy strand is in a vertical position, except when the first requirement prevents
such positioning.
3. Priority 3-- All insulators under tension should not be less than six feet (6') from the
pole, if possible, after the above conditions have been met.
3.3 ANCHORS AND ANCHOR RODS
A. The length of anchor rods and the location of the plate or log anchors to be installed shall be
as shown on the Plan and Profile Drawings, Structure List, and/or as staked in the field.
Certain field conditions, such as steep slopes, may require detailed instructions by the
Owner’s Representative. The anchor rod shall be set in line with the guy strand to such a
depth that the eye of the rod protrudes from the ground a maximum distance of eight inches
(8") after strain is applied. Under no circumstances shall the eye of the rod be covered.
B. The setting of each anchor in regard to depth and position shall be inspected by the Owner’s
Representative, and his approval given before the anchor hole is backfilled. Anchors of any
type that indicate creep or withdrawal for any reason when placed under strain shall be reset
by the Contractor, at no extra cost to the Owner.
C. Anchor holes in earth shall be vertical and dug as near to the size of the anchor as working
conditions will permit. The trench for the anchor rod shall be dug so that the anchor will pull
against undisturbed earth in a straight line from the anchor to the anchor eye.
D. Wherever possible, the first two feet (2') of backfill for anchors shall be broken rock, not to
exceed six inches (6") in diameter. The backfill and compacting of the backfill shall be in
accordance with the applicable procedures set forth in the section on pole holes. The use of a
bulldozer or power shovel to backfill anchor holes must be authorized by the Owner’s
Representative.
3.4 GROUTED ROCK ANCHORS
A. The location and use of rock anchors shall be as shown on the Structure List and Plan and
Profile Drawings, or as determined by the Owner’s Representative. Grouting material shall be
furnished by the Contractor. The diameter and depth of the drilled hole shall be as shown on
the Drawings. A temporary plug shall be used to keep the hole from becoming fouled. Before
the rod is placed, the hole shall be cleaned of all chips and dust and then thoroughly
moistened. All excess water shall be removed.
B. Grout shall be a free flowing, non-shrinking mixture of one (1) of the following types, or of
an equal type approved by the Owner’s Representative:

C. Three inches (3") of grout shall be placed in the hole before the rod is inserted. Then set the
rod to the full depth of the hole, and grout shall be poured to completely fill the hole. Voids
shall be eliminated by tapping and agitating. The grout shall be allowed to set for not less
than seven (7) calendar days before placing tension on the rod.
3.5 SCREW ANCHORS
A. The use of screw anchors shall not be used unless authorized by the Owner’s Representative.
B. Screw anchors shall be installed at an angle of approximately forty five degrees (45°) to the
ground, or at angle required per guying arrangement, at a torque of 3,500 ft-lbs.
C. Power installed screw anchors shall be installed using an A. B. Chance or equivalent torque
indicator, along with shear pins to achieve the manufacturer's recommended torque
installation value. Additional extension shafts shall be added until this torque value is
achieved. The anchor shall be reset at no cost to the Owner if, in the opinion of the Owner’s
Representative, the installation torque was achieved through striking rock or other
underground obstruction.
D. The installation of screw anchors shall be in accordance with the screw anchor manufacturer's
recommendations.
3.6 ANCHOR TESTING
A. A total of 10% of the guy anchors, or a minimum of one anchor per structure, shall be pull
tested in the field to a load of 31,500 lbs. The load shall be sustained for a minimum of 30
seconds. Anchors shall move no more than two (2) inches under load.
B. Any anchor not meeting the above requirements shall be replaced. Replacement for plate
anchors shall consist of re-excavating and replacing the backfill with concrete as required to
achieve a passing test. All replacement anchors shall be re-tested and shall successfully pass
the above requirements. Contractor shall not use concrete backfill without the approval of the
Owner’s Representative. No additional payment will be made for replacing failed anchors.

INSULATORS
PART 1 - GENERAL
1.1 GENERAL
A. Insulators and related hardware assemblies shall be assembled in accordance with the
Drawings and the Manufacturers specifications. The type of insulator and hardware to be
used on each structure is shown on the Drawings and Material list.
B. In general all insulators and hardware bolts shall be installed to be facing in the same
direction on each structure. All bolts, nuts, and cotter keys shall be installed so as to facilitate
removal from the structure. All bolts shall be installed from the top side, where possible, so
removal of the cotter key does not allow the bolt to fall out.
PART 2 – PRODUCTS (NOT APPLICABLE)
PART 3 - EXECUTION
3.1 INSTALLATION
A. Insulators and insulator hardware shall be assembled and installed by the Contractor as shown
on the Drawings and in accordance with the recommendation of the Manufacturer. Bolts in
all conductor clamps shall be torqued in accordance with Manufacturer’s recommendations.
B. All insulators shall be handled carefully during transportation, assembly and installation on
the structures to avoid damage of any kind. The method of handling insulator assemblies
shall have the advance approval of the Manufacturer and the Owner’s Representative. All
insulators shall be clean when installed. Only clean rags, or other methods acceptable to the
Owner’s Representative, free from any grease or abrasive material, shall be used for cleaning
insulators. Workmen shall not climb on insulators during wire stringing operations or at any
other time. In the completed line, all insulators and insulator assemblies shall be clean.
C. All insulators and hardware shall be carefully inspected prior to installation. Contractor shall
report any damage to the Owner’s Representative. Any damaged insulators or hardware
installed shall be replaced by the Contractor at the Contractor’s expense.
D. Prior to line erection, the Contractor shall assemble one insulator assembly of each type. The
Contractor shall check the fit of hardware for dimensional accuracy. The Contractor shall
report to the Owner’s Representative any issues regarding fitting of insulator assemblies.

SECTION 22080
CONDUCTORS
PART 1 - GENERAL
1.1 GENERAL
A. Handling, stringing, sagging, and clipping of the conductor and ground wire shall be by
methods which will prevent damage to the conductor and structures in any way. The
Contractor shall provide a separate radio communication channel at all times during the
stringing and sagging of the conductors This equipment shall be located at and provide
communication between the following: (1) all crossings (i.e., highway, railroad, power and
communication lines, etc.); (2) all payout and take up installations of the conductor, whether
stationary or mobile; (3) all locations where the sag is being determined; and (4) any other
locations specified by the Owner’s Representative. Installation of conductors and accessories
shall be done in strict accordance with the manufacturer's recommendations and/or IEEE
Standard 524, current edition.
B. Contractor shall furnish the information detailed below to the Owner’s Representative, at
least fifteen (15) days prior to intended use. Failure to provide this information and receive
approval from the Owner’s Representative shall be cause for the suspension of stringing
operations.
A list showing the type, size, brand name, and catalog number of all grips (including
stocking type and come along) and/or other tools and equipment used for attachment to
the conductor for the purpose of pulling and sagging conductors.
Complete manufacturer's data, including model number, capacity, horsepower, etc., for
all pulling equipment, tensioners, wire stands, and travelers.
A list of the brand and catalog numbers of all sleeving presses and dies.
C. Under certain conditions, temporary guys may be required to hold structures during stringing
and sagging operations. The locations of these guys and anchors shall be determined by the
Contractor and approved by the Owner’s Representative after the structures have been
erected and the stringing sequences defined by the Contractor. These guys and anchors shall
be provided without additional cost to the Owner and shall be removed when wire clipping is
completed.
D. Contractor shall suspend stringing and sagging operations when high wind velocities prevent
satisfactory completion of these operations.
E. Contractor shall provide grounding for the protection of personnel.

PART 3 - EXECUTION
3.1 HANDLING
A. Care shall be exercised to avoid kinking, twisting, or abrading the conductor in any manner.
Conductors shall not be trampled on, run over by vehicles, or dragged over sharp rocks. The
wire on each reel shall be inspected for cuts, kinks, or other imperfections. Injured portions
(or crooked or imperfect splices) in the wire shall be cut out and the wire re-spliced. Bends
of less than the minimum bending radius shall not be permitted. To avoid damage to the
conductor, the Contractor may be required by the Owner’s Representative to reinforce the
reels or rewind the conductor on new reels. Re-reeling of conductor because of reels
damaged by the Contractor shall be at the expense of the Contractor. No payment shall be
made for any reinforcing of reels.
B. Reels of conductor shall be picked up with a spreader bar to prevent crushing of the
conductor and/or the reel.
C. Braking of the reels shall be positively controlled by means of a mechanically adjustable
device and shall be applied in a manner which will avoid damage to the conductor, reel and
line structures.
3.2 STRINGING
A. Conductors shall be pulled over suitable rollers or stringing sheaves properly mounted on the
pole or crossarm to prevent binding while stringing. Stringing sheaves may be hung on
insulator strings or traveler slings (chokers) of equal length or attached to the structure arms
with suitable hooks or clamps that properly distribute the load on the arm. The stringing
sheave shall support the conductor within twelve inches (12") of its permanent elevation
when clipped in.
B. Any part of the structure subject to abrasion by the pulling line or conductor shall be
protected against damage by suitable lagging. The pulling (sock) line shall be connected to
the conductor with a swivel connection and a stocking type grip. The open end of the
stocking type grip shall be bonded with equipment approved by the Owner’s Representative.
Tail wires of the grip shall be taped down so that the grip will run freely in the sheaves and
will not damage them. Sheaves damaged by pulling lines shall not be used on the conductor.
C. The conductor shall not be permitted to contact any object which may damage it. When
tension is used to clear obstructions, the tension shall not be permitted to exceed the sagging
tension prescribed for the portion of the line involved. Adequate guards shall be provided
where there may be danger of the conductor being run over by vehicles or damaged by other
equipment and/or objects. The conductor shall not be left in contact with the ground, plant
matter, or any conducting or semi-conducting material longer than three (3) days.
D. Unless otherwise specified by the Owner’s Representative or in these Specifications, the
conductors shall be strung by the controlled tension stringing method.

1. Neoprene lined (or approved equal), double bullwheel type tension stringing
equipment shall be used to string conductors by the controlled tension method. The
equipment shall have a bullwheel diameter and groove sizes that will in no way
damage the conductor. It shall be of a type capable of maintaining preset tensions
and pulling speeds. Sufficient continuous tension shall be maintained to keep the
conductor clear of the ground or obstructions that could damage it or that could be
damaged by it. Sheaves shall be designed and used so that the pulling line does not
damage them or deposit foreign matter in the liners that may damage the conductor
or be deposited on the conductor.
2. The maximum pulling tensions shall not exceed 110% of final sag tension. The
cable pullers, tensioners, and pulling machines shall be located as near midspan as
possible, but in no case shall the slope of the conductor between the pulling machine
and stringing block at the first structure be steeper than four (4) horizontal to one (1)
vertical. The length of conductor pulled in one operation shall be limited to that
length which can be sagged satisfactorily, as approved by the Owner’s
Representative.
E. During stringing operations and before sagging, if it becomes necessary to leave the
conductor in the stringing blocks for longer than eight (8) hours, the conductor shall be left at
reduced tension. The percent of sag, the spans involved, and the time interval shall be noted
and this information forwarded to the Owner’s Representative.
F. The use of wire reels must be carefully planned to minimize the number of full-tension
splices. Every attempt should be made to maximize wire reels and limit the number of partial
reels left over at end of the project.
G. All wire set-up locations shall be reviewed and approved by the Owner’s Representative prior
to wire installation.
3.3 SAGGING
A. Prior to sagging, all guys shall be pulled, all angle structures raked, and all deadend structure
baseplates shall be level.
B. Conductors shall be sagged by the Contractor in accordance with the Stringing Sag Tables
furnished. Each conductor shall be sagged individually for the temperature at the time of
sagging. All conductors in a sag section shall be treated uniformly with respect to tension
and time intervals during stringing and sagging. Sagging operations shall not be carried on
when, in the opinion of the Owner’s Representative, wind or other physical conditions
prevent satisfactory sagging.
C. Contractor shall be responsible for contacting the Owner’s Representative to determine the
need for offset clipping. Contractor will give the Owner’s Representative wire setup
locations four (4) weeks prior to required time for Owner’s Representative to calculate offset
clipping requirements.
D. The length of conductor sagged in one (1) operation shall be limited to that length which will
permit attainment of the correct sag. Requests for the installation of anchor snubs shall be

submitted to the Owner’s Representative for approval. Anchor snubs shall not be located so
close to the structures that the crossarms will be overloaded. Temporary anchoring of the
conductor shall not be permitted on any structures except deadend structures at the normal
point of attachment. Conductors shall not be left attached to temporary anchors for more than
ten (10) days, unless otherwise approved by the Owner’s Representative.
E. Spans used for determining the correct sag shall be, where possible, longer level spans that
resemble the ruling span listed on the stringing charts for the section of line being sagged.
The sag shall be determined on both sides of angles of more than ten degrees (10°). When
sagging a conductor section of more than four (4) spans, the sag shall be determined at or
near each end, but not less frequently than at 5,000 foot intervals. In unusual situations,
additional determinations may be required. After the conductors have been pulled to the
correct tension, as many successive spans as can be observed from the instrument positions
shall be examined for uniformity of sag. Determination of the sag shall be by means of return
wave method, or by use of a transit or theodolite with targets, all of which to be furnished by
the Contractor. Targets shall be positioned after stringing of the conductor.
F. It is acceptable to use a dynomometer for sagging operations if verified by use of a transit or
theodolite with targets as described above and as approved by the Owner’s Representative.
G. The wires must be sagged in accordance with the stringing sag tables provided with the
construction drawings. The wires shall be sagged within a tolerance of +3” and -0” of the
specified sag. Under no circumstances shall a decrease in the specified sag be allowed.
H. The air temperature at the time and place of sagging shall be determined by a certified
thermometer placed inside a piece of conductor of the type and size being strung. This
assembly shall be suspended a minimum of five feet (5') above the ground in an exposed,
sunlit area. The temperature at which the conductor is sagged and the spans in which sags are
measured shall be recorded and signed by the Contractor and this information shall be given
to the Owner’s Representative. (A sample form is included on the following page)
I. Any foreign matter (such as pitch, paint, grease, etc.) on the conductor and fittings shall be
removed by non injurious methods before the conductor is final sagged.
J. Prior to sagging a new section of conductor, the insulator strings on at least three (3)
suspension structures adjacent to the new section shall be clipped in. These insulator strings
shall be in a plumb position, plus or minus one inch (+1"), upon completion of the sagging of
the new section and during plumb marking.
K. All conductors in a sag section shall be sagged, plumb marked (if required), and clipped in
during one continuous three (3) day period.
3.4 CLIPPING-IN
A. Suspension clamps shall be installed so that the insulator string hangs in a vertical plane
through the point of the insulator string attachment to the structure, with the structure
properly aligned. Torque wrenches approved by the Owner’s Representative shall be used to
tighten the suspension clamps to the torques recommended by the hardware manufacturer.

B. All conductors in a sag section shall be clipped in as follows:
1. In flat terrain, upon completion of sagging, clipping in shall begin at the second
structure from the forward end of the pull and progress back on line, structure by
structure, until all structures are clipped in.
3.5 SPLICES AND DEADENDS
A. If splicing is approved for this project, it shall be performed in the presence of the Owner’s
Representative. Splices shall not be made within fifty feet (50') of a structure, nor shall there
be more than one (1) splice per conductor in any span. Splices shall not be installed in
crossings over railroads, roads, highways, transmission lines, or rivers. Splice sleeves shall
not be installed within one hundred feet (100') of a deadend. Whenever splices are made
under tension, come alongs shall not be placed nearer than twenty five feet (25') to the point
of the splice or deadend.
B. The conductor shall be laid out straight for a distance of fifty feet (50') and straightened
before preparation of the ends for splicing or deadending. The portion of the conductor
damaged by the grips shall be cut off before the conductor is spliced. The aluminum strands
shall be cut back a distance that will leave not more than one eighth inch (1/8") between the
ends of the conductor strands and the compressed steel sleeve. Before compressing, the ends
of the conductors and the bores of the compression sleeves shall be thoroughly cleaned, and
an appropriate amount of oxide inhibiting joint filler compound shall be placed inside of the
compression fitting. The lay of strands shall be tightened before the first compression is
made. The compression process shall be carefully performed so that the completed assembly
is as straight as possible. If, in the opinion of the Owner’s Representative, the completed
assembly requires straightening, it shall be straightened on a wood block by the use of a
sledge and shaper, wood maul, or hydraulic press. However, if the steel sleeve of a two piece
sleeve is bent too much to slip inside the aluminum sleeve, it shall be straightened by
constantly applied hydraulic pressure, or it shall be replaced. The steel sleeve shall not be
straightened by pounding it with any type of hammer or maul.
C. After compression has been completed, all corners, sharp projections, and indentations
resulting from compression shall be carefully rounded. All other edges and corners of the
fittings that have been damaged shall be carefully rounded to their original radiuses. Nicked
or abraded surfaces shall be carefully smoothed. Tape, tape residue, and excess filler paste
shall be removed from the fittings and conductor.
D. All compression fittings shall be installed in accordance with the procedures recommended
by the manufacturer. All compression tools and equipment required for the splicing or
deadending of overhead conductors and shield wires shall be furnished by the Contractor.
E. Bolted deadends, when specified, shall have bolts torqued to manufacturer’s specifications
with a torque wrench approved by the Owner’s Representative.

3.6 REPAIRS
A. Damage to the conductor caused by the Contractor shall be repaired in a manner acceptable to
the Owner’s Representative, and at the expense of the Contractor. Damage is defined as any
deformity on the surface of the conductor which can be detected by eye or by feel. Damage
includes but is not limited to nicks, scratches, abrasions, kinks, basketing, popped out strands,
and broken strands.
B. Depending upon the severity of the damage and the length of the damaged section, repair
shall be made by carefully smoothing the conductor with fine sandpaper, covering it with
Preformed repair rods, or by cutting and splicing. All options shall be discussed with the
Owner’s Representative prior to performing the work.
C. Kinked, basketed, or severely damaged sections of conductor shall be cut out. When there is
repeated damage in the same span or in consecutive spans, all conductor in these spans shall
be replaced.
D. When one (1) aluminum strand is broken or nicked deeper than one third (1/3) its diameter, or
when a number of strands are reduced in area not exceeding the area of one (1) strand, a
Preformed repair rod shall be installed. When more than one (1) strand is broken or the
conductor is reduced in area by more than one (1) strand, the damaged section shall be cut
out.
E. Not more than two (2) splice sleeves for repairing damage shall be applied in any two
hundred feet (200') of conductor, except at the direction of the Owner’s Representative.
Compression repair splice sleeves shall not be installed within fifteen feet (15') of a
suspension structure. A minimum of twenty feet (20') of conductor or shield wire shall be cut
off on each side of the damaged section.
3.7 JUMPERS
A. Jumpers shall be so proportioned and hung that under normal conditions they will meet the
clearance requirements of the National Electrical Safety Code (NESC), current edition.
B. Installation of compression connectors shall conform to the specifications for conductors.
Jumpers shall be formed to provide the maximum amount of clearance and in accordance
with the Drawings. Where unusual conditions cause impaired clearance, the Owner’s
Representative shall issue specific instructions.
C. Oxide inhibitor compound shall be used on all jumper pad connections.
3.8 CLAMPS AND JOINTS
A. All contact areas shall be thoroughly cleaned before installing parallel groove clamps and
copper to aluminum joints, whether bolted or compressed. The contact areas and bolt holes
shall be coated with oxide inhibitor compound. The contact areas shall be wire brushed
through the coating to remove any oxide film. The fittings shall be installed without
removing the compound. After the installation of the parallel groove clamps, the grooves at

the sides and ends of the clamp shall be filled with compound. The compound to be used
shall be Burndy "Penatrox A" or its equivalent, as approved by the Owner’s Representative.
Bolts shall be brought down hard, but the threads must not be overstressed.
3.9 GROUNDING
A. In addition to the grounding provisions of applicable national, state, and local safety codes,
the following requirements shall apply: (1) The Contractor shall place electrical grounds at
both ends of the line or section of line being worked on under the Contract and also at such
intervals along the line as the Owner’s Representative may direct, using ground sets to be
furnished by the Contractor; (2) Grounding sets installed at both ends of the line or a section
of line shall remain in place until completion of the work by the Contractor. These provisions
shall not prevent the Contractor from furnishing and installing as many additional grounds as
he deems necessary for the protection of his own workmen against static electricity and
accidental contacts with foreign circuits.
B. Grounds shall be firmly installed to avoid loose or intermittent connections. All grounds
furnished and placed by the Contractor for protection against static electricity shall be of
adequate size and shall be clearly visible for inspection. Grounds shall be flagged with a red
cloth placed in a conspicuous place on the conductor at the point of grounding. The location
of all grounds shall be reported in writing to the Owner’s Representative. All grounds and
red flags that the Contractor has elected to install shall be removed as soon as they are no

FIBER OPTIC CABLE TESTING AND SPLICING
PART 1 - GENERAL
1.1 GENERAL
A. DME will provide all splicing and testing of fiber and OPGW. -DME shall act as a complete
fiber testing and splicing organization to furnish all skilled labor, supervision, and equipment
required for and incidental to the testing, identification, splicing, and administration of fiber
optic cables as described within this section.
B. This work to be performed by Owner, unless noted otherwise.
C. The Contractor at his sole discretion and expense may elect to perform fiber optic
testing to verify the condition of the cable prior to receipt and after installation.
D. The Contractor’s work includes, but is not limited to hauling, storing, staging, and protecting
all Owner-furnished materials until final acceptance of the work. The Owner shall issue
specific written instructions for the return of any Owner-furnished materials.
E. Drawings
1. Splice locations, if required, are shown on the plan and profile drawings.
2. In case of discrepancy or omission of dimensions, the Owner’s Representative shall
be consulted for adjustments of any complications resulting from the discrepancy or
omission.
PART 2 – PRODUCTS (NOT APPLICABLE)
PART 3 – EXECUTION
3.1 SYSTEM TESTING / SPLICING REQUIREMENTS
A. Contractor and / or Vendor shall perform fiber optic acceptance testing in accordance with the
practices / procedures as detailed herein, but is generally described as the following;
1. MANDATORY TESTING (by Vendor) – Post-Manufacturing acceptance testing of
all reels prior to shipment of fiber optic cabling.
2. MANDATORY TESTING (byOwner) – Post-Delivery acceptance testing of all reels
prior to receipt of Owner-provided fiber optic cabling.

3. MANDATORY TESTING (by Owner) – Final End-to-End testing of completed
segments, from end connectors installed in the specified fiber optic termination /
splicing enclosure(s).
3.2 FIBER OPTIC CABLE TESTING (By Owner/Vendor)
A. Testing shall be performed on each cabling segment (connector to connector).
B. Testing of the cabling shall be performed using high-quality test cords of the same fiber type
as the cabling under test. The test cords for OLTS testing shall be between 1 m and 5 m in
length. The test cords for OTDR testing shall be no less than 300 m length for the launch
cable and no less than 300 m length for the receive cable.
C. Optical Loss Testing
1. Backbone Link
a. Singlemode backbone links shall be tested at 1310 nm and 1550 nm in
accordance with ANSI/TIA/EIA-526-7, Method A.1, One Reference Jumper or
the equivalent method.
b. Link attenuation does not include any active devices or passive devices other
than cable, connectors, and splices, i.e. link attenuation does not include such
devices as optical bypass switches, couplers, repeaters, or optical amplifiers.
c. Use the One Reference Jumper Method specified by ANSI/TIA/EIA-526-14A,
Method B and ANSI/TIA/EIA-526-7, Method A.1 or the equivalent method.
The user shall follow the procedures established by these standards or
application notes to accurately conduct performance testing.
D. OTDR Testing
1. Backbone links shall be tested at the appropriate operating wavelengths for anomalies
and to ensure uniformity of cable attenuation and connector insertion loss.
a. Backbone singlemode: 1310 nm and 1550 nm.
2. Each fiber link and channel shall be bi-directionally tested.
3. A launch cable shall be installed between the OTDR and the first link connection.
4. A receive cable shall be installed after the last link connection.
E. Magnified Endface Inspection
1. Fibers shall be inspected at 250X or 400X magnification. 400X magnification may be
used for detailed examination of singlemode fibers.
F. Length Measurement
1. The length of each fiber shall be recorded.
2. It is preferable that the optical length be measured using an OLTS or OTDR.
G. Polarity Testing

1. Paired duplex fibers in multi-fiber cables shall be tested to verify polarity in accordance
with ANSI/TIA/EIA-568-C.1. The polarity of the paired duplex fibers shall be verified
using an OLTS.
H. Acceptance Criteria
1. When tested at 1310nm, the maximum allowable singlemode attenuation is
0.40dB/km.
2. When tested at 1550nm, the maximum allowable singlemode attenuation is
0.30dB/km.
3.3 FIBER OPTIC CABLE SPLICING (BY OWNER)
A. Cable Preparation
1. End sections of the fiber optic cable (approx. 20 feet) damaged by the application of
pulling grips shall be removed before the cables are fusion spliced.
2. The bend radius requirements must be maintained at all times. Particular attention shall
be taken when handling the fiber optic cable and when the cable descends the
termination structure.
B. Splice Locations
1. At the locations where a splice is required, additional cable must be provided to
physically accommodate the splicing process. The length of each cable end shall be
not less than 75 feet from the base of the structure, or as otherwise noted on the
Drawings, remembering that about 20 feet of cable shall be cut off at the wire mesh
grip to assure no damaged fiber is used. If additional length is required, due to limited
access for splicing vehicles, it shall be included, as required, and with the approval of
the Construction Manager.
2. The fiber shall be neatly coiled and securely attached to the structure near the splice
enclosure, as specified on the Drawings. The diameter of the coil shall be a minimum
of three feet.
3. In the outdoor environment, splicing shall be accomplished on the ground and not in
an aerial bucket. The excess cable at splice points shall be stored by the Contractor.
The Contractor shall provide mechanical protection to the cable where it runs along
the surface or edge of a structure. The Contractor shall not climb or work on any portion
of the pole unless specifically approved by the Construction Manager. The Contractor
shall be fully qualified to work in space owned by the Owner.
4. Contractor shall terminate and splice an Owner furnished fiber cable (from substation
a-frame to control building) at the Owner furnished fiber optic termination cabinet in
the substation control building.
3.4 IDENTIFICATION

1. Labeling shall conform to the requirements specified within ANSI/TIA/EIA-606-A or
to the requirements specified by the Owner or the Owner’s Representative.
3.4 TEST/SPLICE RECORD ADMINISTRATION (By Owner)
A. Test / splice results documentation
1. Test / splice results saved within the field test and splice equipment shall be transferred
into a Windows™-based database utility that allows for the maintenance, inspection
and archiving of the test records. These test records shall be uploaded to the PC
unaltered, i.e., “as saved in the field-test instrument”. The file format, CSV (comma
separated value), does not provide adequate protection of these records and shall not
be used.
2. The test results documentation shall be available for inspection by the Owner or the
Owner’s Representative during the installation period and shall be passed to the
Owner's Representative within 5 working days of completion of tests. The Contractor
shall retain a copy to aid preparation of as built information.
3. The database for the complete project, including twisted-pair copper cabling links, if
applicable, shall be stored in their native electronic format and delivered on CD-ROM
prior to Owner acceptance. This CD-ROM shall include the software tools required to
view, inspect, and print any selection of the test reports.
4. Circuit IDs reported by the test instrument should match the specified label ID (see
Section 1.6.A.4 above).
5. The detailed test / splice results documentation data is to be provided in an electronic
database for each tested optical fiber and shall contain the following information:
a. The identification of the customer site as specified by the end-user.
b. The name of the test limit selected to execute the stored test results.
c. The name of the personnel performing the test.
d. The date and time the test results were saved in the memory of the tester.
e. The manufacturer, model and serial number of the field-test instrument.
f. The version of the test software and the version of the test limit database held
within the test instrument.
g. The fiber identification number.
h. The length for each optical fiber.
i. Optionally the index of refraction used for length calculation when using a
length capable OLTS.
j. Test results to include OLTS attenuation link and channel measurements at the
appropriate wavelength(s) and the margin (difference between the measured
attenuation and the test limit value).
k. Test results to include OTDR link and channel traces and event tables at the
appropriate wavelength(s).
l. The length for each optical fiber as calculated by the OTDR.
m. The overall Pass/Fail evaluation of the link-under-test for OLTS and OTDR
measurements.
n. Optional:
1) A picture or image of each fiber end-face
2) A pass/fail status of the end-face based upon visual inspection.

REMOVALS
PART 1 - GENERAL
1.1 GENERAL
A. All material removed from existing facilities shall be done in a neat and workmanlike manner and
shall be disposed of as directed by the Owner’s Representative.
B. Material to become the property of the Contractor shall be all removed wood poles, down guys,
anchors, crossarms, bracing, insulators, nuts, bolts, hardware and miscellaneous conductor
fittings. All removal materials shall be removed from the project and disposed of in an
appropriate manner by the Contractor. The Owner may elect to salvage any removal materials, as
directed by the Owner’s Representative prior to performing removal work.
PART 2 - PRODUCTS (NOT APPLICABLE)
PART 3 - EXECUTION
3.1 CONDUCTOR AND SHIELD WIRE
A. Removal assembly units cover the furnishing of all labor, equipment, and devices for the removal
of existing units of construction. Except as noted herein, once the material is removed it shall
become the property of the Contractor.
B. Fiber optic cable and switches removed shall be returned to the Owner. The fiber optic cable
shall be carefully rolled on a reel in reusable condition.
C. Conductor shall be placed on reels or coiled and returned to the Owner.
D. The Contractor shall inspect all removed transformers for functional and structural damage and
paint condition. If no damage is observed, the Contractor shall reinstall the transformers in their
new locations as indicated on the plan and profile sheets. If damage to the transformers is visible,
the Contractor shall return the transformers to the Owner and shall acquire the appropriate
replacement transformers. The Owner reserves the right to substitute or change any transformer
during the transfer process.
E. The unit removal prices shall include all material and labor required to reinstall in accordance
with specifications any conductors temporarily detached. The Contractor will reinstall at his own
expenses any other units removed by him for his own convenience.
F. The removal units are specified by the prefix I and followed by the assembly unit designation for
existing assembly units to be removed, For example, an I-A1 signifies the removal of an A1
assembly unit.
G. The following special notes apply to specific conductor or anchor removal units:

1. Conductors. The conductor removal unit covers the removal of conductor or cable and
reeling or coiling it in a workmanlike manner. The Contractor will retain possession of
all jumpers, tie wire, armor rods, connectors, and other conductor accessories removed.
These items will not be returned to the Owner.
a. The removal unit for each size of conductor or cable is shown by the prefix I
followed by the conductor or cable type; thus an I-Raven signifies the removal unit
for Raven (1/0 AWG, 6/1 ACSR) conductor.
2. Anchors. Only anchor rods are to be removed by the Contractor in anchor removal units.
The anchors will be left in the ground; thus an I-TA signifies the removal of any anchor
rod. If the rod cannot be unscrewed, the end of the rod will either be cut off or bent down
so that the rod will be at least 18 inches below ground.
3.2 POLES
A. All poles shall be removed in their entirety and the pole hole(s) backfilled with material that is
nearly the same as the native material at the structure site. Backfilled holes shall be compacted
and additional fill added if needed so that the grade is slight raised and after settling will be flat.
Borrowing of backfill from the right of way shall be at the approval of the Owner and/or the
Owner’s Representative.
B. All concrete caisson foundations and guy anchors shall be removed to at least 3 feet below grade.
The Contractor will be responsible for disposing of all materials from the job site, and furnishing
backfill to place in the holes remaining from the caisson removal.
C. All steel poles removed shall be handled in a workmanlike manner and delivered to location as
indicated by Owner or Owner’s Representative.
D. Poles. The same unit designates all poles of the same height, regardless of pole class. Thus an I-
30 signifies the removal of a 30-foot pole of any class. The Contractor is not required under this
unit to remove from the pole any ground wire or pole numbering attached to the pole. This unit
includes the refilling and tamping of holes in a workmanlike manner unless they are to be reused.
This unit requires the complete removal of the pole.
E. Pole-top Assemblies. The unit of removal of pole-top assemblies includes, in addition to the
removal of the assembly itself, any necessary handling, re-sagging, and retying of conductors in
those cases where an existing pole top assembly will be removed and replaced by a new pole-top
assembly and where any existing conductor is to be reused. The unit of removal of pole-top
assemblies also includes any holding or handling of mainline or tap conductors at tap lines,
angles, and dead-ends where such is involved, and reinstalling of such conductor in
accordance with the specifications; for example, an I-A5-4 will include the disconnection
of the tap conductors, snubbing off the tap line at the nearest practical point and the
reconnection and re-sagging of these tap conductors if necessary to the new tap assembly
when installed.

Emergency Work Terms and Conditions
This Emergency Work Terms and Conditions agreement (“Agreement”) is entered into
by and between [Company] and the City of Denton.
[Company] is a provider of industry-leading power line construction techniques
servicing all facets of power line transmission projects.
From time-to-time DME requires the services and support of [Company] to assist DME in
the repair of DME’s powerline transmission systems as a result of damages caused by natural
storm events, such as tornados, winter weather, damages caused by natural or man-made events,
or transmission line failures that pose an imminent threat to the functionality of DME’s powerline
transmission systems (“Emergency”).
[Company] agrees to provide its services to assist DME in recovering from damages to
DME’s powerline transmission systems resulting from an Emergency “(Emergency Services”)
under the following terms and conditions:

1.2 Specialized Equipment. Specialized equipment such as wire stringers, bulldozers,
track equipment, etc. will be provided as necessary depending on the scope of work for the
Emergency Services. Specialized equipment will be provided at an additional cost at according to
[Company] “Storm Equipment Rates” schedule on pricing sheet. The Storm Equipment Rate
schedule does not include the cost of fuel and oil. Fuel and oil for all specialized equipment will be
invoiced separately.
1.3 Mobilization of Crews. Crews and equipment can be mobilized and deployed to
areas near an affected area prior to an anticipated Emergency Services event, such as freezing
weather for example. Crews and equipment can begin working on the Emergency Services request
as soon as conditions allow. Crew labor rates for Emergency Services are defined “Storm Labor
Rates” on pricing sheet.
1.4 Priority. [Company] agrees to prioritize all DME Emergency Services requests
above other requests to [Company] for similar services.
1.5 Billing for Delays. Any delays caused by an act or neglect of DME or any of its
representatives, any Architect/Engineer or of an employee of either, or of any third-party contractor
employed by DME, or by changes in the Scope of Work, or by labor disputes, fire, unusual delay
in deliveries, unavoidable casualties, pandemic, or other causes beyond [Company]’s control shall
be billed to DME at [Company] Emergency Services Storm Equipment Rates and Storm Labor
Rates and other rates as defined in this Agreement for all [Company] labor and equipment
dedicated to the Emergency Services.

2.0 Materials, Services, and Information Provided by DME.
2.1 Upon DME’s request for Emergency Services from [Company], DME shall
provide the following to [Company] upon such request:
a. a written description of the Emergency Services requested by DME to be
completed by [Company] (“Scope of Work”).
b. the most recent survey/plan & profile describing the physical characteristics,
legal limits, utility locations, and a permanent benchmark for the site of the
Emergency Services “(Project Site”).
c. environmental site assessments for the Project Site if available that are in
DME’s possession or readily accessible to them.
d. at DME’s expense, each of the following:
1) all necessary approvals, easements, assessments, and charges required
for construction, use, or occupancy of permanent structures or for
permanent changes in existing facilities affected by the Emergency
Services.
2) traffic control as may be required.
3) any storm water pollution prevention plan (SWPPP) as may be
required by TCEQ.
4) all materials needed for completion of the Emergency Services as
defined in the Scope of Work.
3.0 Obligations of [Company] to DME during Emergency Services.
3.1 While [Company] is providing Emergency Services to DME, [Company] shall:
a. [Company] shall employ a competent superintendent who shall be in
attendance at the Project Site during performance of the Emergency Services.
b. ensure the safety of the Project Site and the provision of the Emergency
Services at all times by:
1) Maintaining and supervising all safety precautions and programs in
connection with providing the Emergency Services;
2) grounding all power transmission lines being serviced;
3) complying with all applicable City, County, State, and Federal health and
safety regulations and with all other industry standard safety regulations;

c. [Company] will enforce strict discipline and good order among its employees
and all other persons carrying out the Emergency Services.
d. prior to the re-energization of any power transmission line, communicate with
DME engineering to determine if proper clearances have been obtained to
reenergize the power transmission line and to ensure all communication
protocols are in place for such re-energization.
e. except as is otherwise specifically provided in this Agreement as being the
responsibility of the DME, [Company] shall provide and pay for labor,
equipment, tools, construction equipment and machinery, transportation, and
other facilities and services necessary for proper execution and completion of
the Emergency Services as defined in the Scope of Work.
3.2 Emergencies While Providing Emergency Services. [Company] shall act, at
their discretion and in their best judgment, to prevent or mitigate any actual or threatened
damage, injury, or loss encountered by [Company] while providing the Emergency Services
that affects the health and safety of any person or property.
4.0 Retainer
4.1 [Company] agrees to hold the necessary equipment and personnel in stand-by
mode ready to respond to a request by DME for [Company] to provide Emergency Services
under this Agreement.
4.2 DME agrees to pay an annual retainer to [Company] for standing ready to provide
Emergency Services. The Retainer shall be paid by DME to [Company] upon execution of
this Agreement. The Retainer shall be held by [Company] in its regular operating account
and DME shall not receive credit for any accrued interest.
4.3 [Company] shall invoice DME for all Emergency Services performed at the rates
described in this Agreement. DME shall then pay the balance due on all invoices as described
below.
4.4 Upon the expiration of the annual term of this Agreement, the retainage amount
shall be considered payment by DME to [Company] as a fee for standing ready to provide
Emergency Services.
5.0 Invoices
5.1 [Company] shall invoice DME for all Emergency Services performed at the rates
described in this Agreement. Each invoice shall contain an itemized description of services and
rates charged by [Company]. Invoices shall be sent to DME on a weekly basis during extended
periods of Emergency Services and upon the completion of the Emergency Services for periods
less than

[timeframe]. DME shall pay the balance due on all invoices within thirty days after DME’s
receipt of the invoice without withholding any amount as retention.
5.2 All Emergency Services provided under this Agreement shall be on a time and
equipment basis according to the rates described in this Agreement. Time will be charged portal to
portal whether mobilizing from [Company] yard or another project ad returning to [Company] yard
or the other project, or to and from the project yard on a daily basis as work is completed. Time will
be tracked by the project superintendent or project manager on a daily basis.
5.3 All materials, special tooling, equipment rented or purchased, and overnight
lodging for crew shall be billed at cost plus 5%.
6.0 Effective Date / Term / Renewal.
6.1 This Agreement will become effective on the Effective Date indicated below and
shall remain in effect for one year from that date. DME shall have the option to renew this
Agreement for one additional year with adjustments to the Retainer as necessary. The new
negotiated Retainer shall be paid upon renewal.
7.0 Non-Emergency Services.
7.1 All requests for services by DME from [Company] that are not considered an
Emergency will not be included in a request for Emergency Services.
7.2 All non-emergency requests for services, such as routine maintenance, must be
negotiated and scheduled prior to the request. The negotiated request will include an appropriate
response time to ensure the availability of [Company] crews and equipment.
8.0 Entire Agreement. This Agreement contains the entire agreement between the parties and
replaces any and all prior agreements between the parties with respect to the transaction
contemplated. This Agreement may be executed in one or more counterparts, each of which shall
be deemed an original, but all of which together shall constitute one and the same instrument.
9.0 Force Majeure. Should performance of any party’s obligation created under this Agreement
become illegal or impossible by reason of , epidemic or other national or regional emergency, fire,
flood, storm, act of God, governmental authority (local, state, or federal), labor disputes, war,
failure of carriers to transport or furnish facilities for transportation, curtailment of transportation
facilities, order or requisition or necessity of the government, terrorist threats or acts, or any other
cause not enumerated herein but which is beyond the reasonable control of the party, then the
performance of any such obligation is suspended during the period of, and only to the extent of,
such prevention or hindrance, provided the affected party provides reasonable notice to the other
party of the event of force majeure and exercises all reasonable diligence to remove the cause of
force majeure. The City of Denton, any Customer, and the Respondent shall not be responsible
for performance under the Contract should it be prevented from
performance by an act of war, order of legal authority, act of God, or other unavoidable cause not
attributable to the fault or negligence of the City of Denton. In the event of an occurrence under

this Section, the Respondent will be excused from any further performance or observance of the
requirements so affected for as long as such circumstances prevail and the Respondent continues
to use commercially reasonable efforts to recommence performance or observance whenever and
to whatever extent possible without delay. The Respondent shall immediately notify the City of
Denton Procurement Manager by telephone (to be confirmed in writing within five (5) calendar
days of the inception of such occurrence) and describe at a reasonable level of detail the
circumstances causing the non-performance or delay in performance.
10.0 Notices. All notices or other communications required by this Agreement shall be
sufficiently made or given if personally delivered, mailed by certified mail, postage pre-paid, or
by commercial carrier (e.g. FedEx, UPS, etc. when such carrier maintains proof of delivered
notices or other communications) with delivery fee paid by sender for next day or second day
delivery, addressed to the address stated in the signature block below, or to the last address
specified in writing by the intended recipient.
11.0 No Waiver. The failure of either party at any time to require performance by the other party
of any provision of this Agreement shall in no way affect the right of such party to require
performance of that provision. Any waiver by either party of any breach of any provision of this
Agreement shall not be construed as a waiver of any continuing or succeeding breach of such
provision, a waiver of the provision itself, or a waiver of any right under this Agreement.
12.0 Dispute Resolution. In the event of any dispute between the [Company] and DME relating
to this Agreement, the party believing itself aggrieved shall send to the other party written notice
of such dispute describing the dispute and requesting a negotiation to settle the dispute. The parties
agree to negotiate in good faith to resolve any dispute related to this Agreement. If the dispute
cannot be resolved by these informal negotiations between the parties within forty-five (45)
calendar days of receipt of such notice, the parties agree to submit the dispute to mediation
before initiating litigation. Each party shall be responsible for their own costs and expenses of
attending mediation including, but not limited to mediator fees. In the event of litigation between
the parties concerning this Agreement, the prevailing party will be entitled to recover its reasonable
attorneys’ fees, costs, and expenses from the other party. The covenant shall survive the termination
or expiration of this Agreement.
13.0 Independent Contractors / No Partnership. The parties are independent contractors as that
term is defined by Texas Workers’ Compensation Act, Texas Labor Code, Sec. 406.141(2). Nothing
in this Agreement will be construed to place either party in the relationship with other as an
employee, partner, joint venture, or fiduciary of the other party. Any and all such relationships are
hereby expressly denied, and the parties expressly state that they have not formed, either expressly
or impliedly, any such relationship.
14.0 Governing Law. The parties agree that this Agreement shall be governed by, and construed
in accordance with, the laws of the State of Texas and jurisdiction and venue shall be within the
State.
15.0 Modification. This Agreement may be modified or amended from time to time only by a
written agreement between the parties.

16.0 Effect of Partial Invalidity. In the event that any of the provisions of this Agreement are held
to be invalid or unenforceable in whole or in part, those provisions, to the extent enforceable, and
all other provisions shall nevertheless continue to be valid and enforceable as though the invalid or
unenforceable parts had not been included in this Agreement and the remaining provisions had been
executed by the Parties subsequent to the expungement of the invalid provision.
17.0 Representations and Authority. Each party represents to the other party that they have read
this Agreement in its entirety and understand its terms and that each party has the full right, capacity
and authority to enter into this Agreement and agrees that they will be bound by these terms.
18.0 Validity. This agreement is not valid unless signed by and delivered to each party. This
Agreement may be executed in any number of counterparts, each of which shall be deemed an
original but all of which together shall be deemed one and the same instrument.
19.0 Insurance. As additional security for DME and as a separate obligation of [Company] not in
conjunction with any other provision of this Agreement, [Company] agrees to the Minimum
Insurance Requirements as set forth in attached hereto and incorporated herein. The Minimum
Insurance Requirements shall not in any way limit [Company] liability to DME for breach or otherwise
under this Agreement.
20.0 [Company] acknowledges that the City of Denton must strictly comply with the Public
Information Act, Chapter 552, Texas Government Code in responding to any request for public
information related to this Agreement. This obligation supersedes any conflicting provisions of this
Agreement. All material submitted by [Company] to the City of Denton shall become property of
the City upon receipt. Any portions of such material claimed by [Company] to be proprietary must
be clearly marked as such. Determination of the public nature of the material is subject to the Texas
Public Information Act, chapter 552, and Texas Government Code.
21.0 The Parties expressly agree that no provision of the Contract is in any way intended to
constitute a waiver by Licensee (the City of Denton) of any immunities from suit or from liability that
the City of Denton may have by operation of law.

Minimum Insurance Requirements
AS ADDITIONAL SECURITY FOR DME AND AS SEPARATE OBLIGATION OF CONTRACTOR NOT IN
CONJUNCTION WITH ANY OTHER PROVISIONS OF THIS AGREEMENT, CONTRACTOR AGREES TO CARRY AND
MAINTAIN DURING THE TERM OF THIS AGREEMENT (INCLUDING ALL WARRANTY PERIODS) WITH
COVERAGES AND LIMITS OF LIABILITY NOT LESS THAN THOSE SHOWN HEREIN. ALL COVERAGES SHALL
APPLY ON AN OCCURRENCE BASIS, WITH THE EXCEPTION OF PROFESSIONAL LIABILITY COVERAGE,
WHICH SHALL APPLY ON A CLAIMS-MADE BASIS. THE INSURANCE COVERAGE REQUIREMENTS IN THIS
AGREEMENT WILL IN NO WAY BE CONSTRUED AS LIMITING THE SCOPE OF INDEMNIFICATION HEREIN.
EACH OF CONTRACTOR’S SUBCONTRACTORS, IF ANY, SHALL ALSO PROVIDE AND MAINTAIN DURING THE
TERM OF THEIR RESPECTIVE AGREEMENTS THE INSURANCE COVERAGES SPECIFIED AS FOLLOWS, WITH
LIMITS OF LIABILITY DETERMINED APPROPRIATE BY CONTRACTOR. IN THE EVENT WORK IS PERFORMED
BY A SUBCONTRACTOR, CONTRACTOR SHALL BE PRIMARILY RESPONSIBLE FOR ANY LIABILITY ARISING
DIRECTLY OR INDIRECTLY OUT OF THE SERVICES PERFORMED THAT IS NOT OTHERWISE COVERED BY ANY
SUBCONTRACTOR’S INSURANCE. ALL SUCH INSURANCE SHALL BE PRIMARY WITH RESPECT TO ANY
OTHER INSURANCE OR SELF-INSURANCE PROGRAMS AFFORDED TO OR MAINTAINED BY OR FOR THE
BENEFIT OF DME, AND SHALL NOT REQUIRE THE EXHAUSTION OF ANY OTHER COVERAGE AT ALL LAYERS.
CONTRACTOR SHALL PROMPTLY NOTIFY DME WHEN ANY INSURANCE POLICY REQUIRED IS NOT
REASONABLY AVAILABLE AND SHALL STATE THE REASONS THEREFORE.
CONTRACTOR SHALL PROCURE AT ITS EXPENSE, AND MAINTAIN, AND SHALL REQUIRE ALL OF ITS
SUBCONTRACTORS, IF ANY, TO PROCURE AND MAINTAIN IN FULL FORCE DURING THE FULL TERM OF THIS
CONTRACT, INSURANCE POLICIES, FROM AN INSURER, OR INSURERS, LICENSED (ADMITTED) TO DO
BUSINESS IN THE STATE OF TEXAS (WITH AN AM BEST RATING OF A VII OR BETTER) WHERE THE WORK
HEREUNDER IS TO BE PERFORMED, AND EACH OF WHICH INSURERS SHALL BE SATISFACTORY TO DME;
AND THE SAID POLICIES SHALL PROVIDE INSURANCE OF THE TYPE AND IN THE AMOUNTS BELOW
INDICATED:
a) COMMERCIAL GENERAL LIABILITY AND UMBRELLA/EXCESS LIABILITY INSURANCE POLICY/POLICIES
MUST HAVE A COMBINED LIMIT OF NOT LESS THAN $11,000,000 PER OCCURRENCE AND IN
AGGREGATE AND WILL BE PRIMARY AND NON-CONTRIBUTORY WITH ANY OTHER COVERAGE
ELSEWHERE AFFORDED OR AVAILABLE TO THE DME, AS WELL AS PROVIDE PRIMARY COVERAGE FOR
ALL LOSSES AND DAMAGES RELATED TO OR ARISING OUT OF THE WORK, AND SHALL NOT REQUIRE
THE EXHAUSTION OF ANY OTHER COVERAGES AFFORDED OR AVAILABLE TO DME. THE
POLICY/POLICIES MUST BE UNDER AN OCCURRENCE POLICY FORM (UNMODIFIED ISO OCCURRENCE
FORM CG 0001 04/13, OR A SUBSTITUTE FORM PROVIDING EQUIVALENT COVERAGE). COVERAGE
SHALL INCLUDE BUT NOT BE LIMITED TO LIABILITY ASSUMED BY CONTRACTOR UNDER THE
AGREEMENT, INCLUDING THE TORT LIABILITY OF ANOTHER ASSUMED IN A BUSINESS CONTRACT, AND
SHALL INCLUDE UNMODIFIED SEPARATIONS OF INSUREDS COVERAGE FOR PREMISES/OPERATIONS,
PERSONAL INJURY LIABILITY, PRODUCTS/COMPLETED OPERATIONS, (WITH RESPECT TO THE WORK
PERFORMED UNDER THE AGREEMENT IN IDENTICAL COVERAGE, FORM AND AMOUNT, INCLUDING
REQUIRED ENDORSEMENTS FOR THE MINIMUM OF 4 YEARS PAST COMPLETION OF PROJECT). THE
POLICY/POLICIES MUST BE ENDORSED TO PROVIDE A DESIGNATED CONSTRUCTION PROJECT(S)
GENERAL AGGREGATE LIMIT (ISO CG 25 03 05/09, OR A SUBSTITUTE FORM PROVIDING
EQUIVALENT
COVERAGE) AND A DESIGNATED PROJECT(S) PRODUCTS-COMPLETED OPERATIONS AGGREGATE LIMIT
(ISO CG 25 45, OR A SUBSTITUTE FORM PROVIDING EQUIVALENT COVERAGE).

DME, AS WELL AS PROVIDE PRIMARY COVERAGE FOR ALL LOSSES AND DAMAGES RELATED TO OR
ARISING OUT OF THE WORK, AND SHALL NOT REQUIRE THE EXHAUSTION OF ANY OTHER COVERAGES
AFFORDED OR AVAILABLE TO DME.. THE POLICY MUST BE ENDORSED TO PROVIDE BROADENED
POLLUTION COVERAGE FOR COVERED AUTOS USING ISO FORM CA 99 48 03/06 (OR A SUBSTITUTE
FORM PROVIDING EQUIVALENT COVERAGE).

c) STATUTORY COVERAGE WORKERS’ COMPENSATION INSURANCE (INCLUDING OCCUPATIONAL
DISEASE COVERAGE) IN ACCORDANCE WITH THE LAWS OF THE STATES WHERE THE SERVICES ARE TO
BE PERFORMED. COVERAGE SHALL INCLUDE ALTERNATE EMPLOYER ENDORSEMENT WITH DME
SHOWN AS THE ALTERNATE EMPLOYER ON THE ENDORSEMENT.
EMPLOYER’S LIABILITY AND UMBRELLA/EXCESS LIABILITY INSURANCE POLICY/POLICIES MUST
HAVE A COMBINED LIMIT OF NOT LESS THAN $11,000,000 BODILY INJURY BY ACCIDENT; AND
$11,000,000 BY DISEASE EACH EMPLOYEE; $11,000,000 BODILY INJURY BY DISEASE POLICY
LIMIT.
d) PROFESSIONAL LIABILITY (ENGINEER'S ERRORS AND OMISSIONS) INSURANCE, IN THE EVENT
CONTRACTOR IS PERFORMING DESIGN, ENGINEERING OR OTHER PROFESSIONAL SERVICES, WITH
LIMITS OF AT LEAST $5,000,000 EACH CLAIM AND $5,000,000 IN THE AGGREGATE. A
PROFESSIONAL LIABILITY ENDORSEMENT TO A GENERAL LIABILITY POLICY IS NOT ACCEPTABLE. THE
POLICY MAY NOT CONTAIN ANY EXCLUSION FOR PROPERTY DAMAGE OR BODILY INJURY. ANY
RETROACTIVE DATE MUST BE EFFECTIVE PRIOR TO BEGINNING OF SERVICE FOR THE DME.
e) POLLUTION LIABILITY INSURANCE, COVERING LOSSES CAUSED BY POLLUTION CONDITIONS THAT
ARISE FROM THE OPERATIONS OF CONTRACTOR COVERAGE OF NOT LESS THAN $1,000,000 EACH
INCIDENT AND IN THE AGGREGATE. THIS CAN BE ACHIEVED THROUGH A STANDALONE POLLUTION
LIABILITY POLICY WITH LIMITS NOT LESS THAN $1,000,000 PER OCCURRENCE AND IN THE
AGGREGATE OR THROUGH THE ADDITION OF A POLLUTION LIABILITY TIME ELEMENT OR SUDDEN AND
ACCIDENTAL ENDORSEMENT ONTO THE GENERAL LIABILITY POLICY WITH LIMITS NOT LESS THAN
$1,000,000 PER OCCURRENCE AND IN THE AGGREGATE AND TIME ELEMENT CONDITION OF AT
LEAST A 7/21* DAY COVERAGE TRIGGER.
f) AVIATION LIABILITY INSURANCE, IF REQUIRED OR USED IN THE PERFORMANCE OF THE WORK, FOR
THE OWNERSHIP, OPERATION AND USE (INCLUDING CHARTERING) OF ANY AIRCRAFT AND/OR
RENTAL OF ANY AIRCRAFT HANGAR. THE POLICY SHALL BE NO LESS THAN $10,000,000 PER
OCCURRENCE AND ANNUAL AGGREGATE. COVERAGE FOR UNMANNED AIRCRAFTS TO THE EXTENT NOT
ENDORSED ON THE COMMERCIAL GENERAL LIABILITY POLICY.
ANY UMBRELLA/EXCESS LIABILITY INSURANCE POLICY/POLICIES MUST CONTAIN THE RIGHT AND DUTY TO
DEFEND WHEN THE UNDERLYING INSURANCE DOES NOT PROVIDE COVERAGE OR WHEN THE UNDERLYING
INSURANCE LIMITS HAVE BEEN EXHAUSTED.
IF THE CONTRACTOR MAINTAINS BROADER COVERAGE AND/OR HIGHER LIMITS THAN THE MINIMUMS
SHOWN ABOVE, THE DME REQUIRES AND SHALL BE ENTITLED TO THE BROADER COVERAGE AND/OR
HIGHER LIMITS MAINTAINED BY THE CONTRACTOR. ANY AVAILABLE INSURANCE PROCEEDS IN EXCESS OF
THE SPECIFIED MINIMUM LIMITS OF INSURANCE AND COVERAGE SHALL BE AVAILABLE TO THE DME.
WAIVER OF SUBROGATION: CONTRACTOR HEREBY WAIVES ALL RIGHTS OF SUBROGATION AGAINST
DME AND THEIR RESPECTIVE DIRECTORS, OFFICERS, MEMBERS, EMPLOYEES, AGENTS AND INSURERS,
AND ALL POLICIES OF INSURANCE PROVIDED FOR ABOVE SHALL CONTAIN A PROVISION AND/OR
ENDORSEMENT STATING THAT THE INSURANCE CARRIERS AND UNDERWRITERS WAIVE ALL RIGHTS OF
SUBROGATION IN FAVOR OF DME AND ITS RESPECTIVE DIRECTORS, OFFICERS, MEMBERS, EMPLOYEES,
AGENTS AND INSURERS.
ADDITIONAL INSURED: ALL POLICIES (EXCEPT FOR WORKERS’ COMPENSATION/EMPLOYERS LIABILITY
AND PROFESSIONAL LIABILITY) WILL NAME, BY POLICY ENDORSEMENT, DME AS ADDITIONAL INSURED

AND MUST PROVIDE COVERAGE TO THE MAXIMUM EXTENT PERMITTED BY LAW, INCLUDING, BUT NOT
LIMITED TO CHAPTER 151.103 OF THE TEXAS INSURANCE CODE WHICH ALLOWS FOR COVERAGE AS TO
LIABILITY OF DME FOR BODILY INJURY OR DEATH OF AN EMPLOYEE OR AGENT OF CONTRACTOR OR ITS
SUBCONTRACTOR FOR THE NEGLIGENCE OR FAULT OF DME, INCLUDING THE SOLE NEGLIGENCE OF
DME. THE GENERAL LIABILITY POLICY SHALL BE ENDORSED USING ISO FORM CG 20 10 10/01 AND
CG 20 37 10/01 (OR A SUBSTITUTE FORM PROVIDING EQUIVALENT COVERAGE).
PRIMARY & NON-CONTRIBUTORY: DME AND CONTRACTOR INTEND THAT THE CONTRACTOR SHALL
ENSURE THAT ALL POLICIES PURCHASED IN ACCORDANCE WITH THIS SECTION WILL PROTECT DME AND
CONTRACTOR, AND WILL BE PRIMARY AND NON-CONTRIBUTORY WITH ANY OTHER COVERAGE
ELSEWHERE AFFORDED OR AVAILABLE TO DME, AS WELL AS PROVIDE PRIMARY COVERAGE FOR ALL
LOSSES AND DAMAGES CAUSED BY THE PERILS COVERED THEREBY RELATED TO OR ARISING OUT OF THE
WORK, AND SHALL NOT REQUIRE THE EXHAUSTION OF ANY OTHER COVERAGES AFFORDED OR
AVAILABLE TO DME.
i. GENERAL LIABILITY INSURANCE POLICY SHALL BE ENDORSED USING ISO FORM
CG 20 01 04/13 (OR A SUBSTITUTE FORM PROVIDING EQUIVALENT COVERAGE).
ii. BUSINESS AUTOMOBILE LIABILITY INSURANCE POLICY SHALL BE ENDORSED
USING ISO FORM CA 04 49 11/16.
iii. UMBRELLA/EXCESS LIABILITY INSURANCE POLICY/POLICIES “OTHER
INSURANCE” CONDITION MUST READ OR BE EQUIVALENT AS FOLLOWS:
“IF YOU SPECIFICALLY AGREE IN A WRITTEN CONTRACT OR AGREEMENT THAT THE
INSURANCE PROVIDED TO ANY PERSON OR ORGANIZATION THAT QUALIFIES AS AN
ADDITIONAL INSURED UNDER THIS INSURANCE MUST APPLY ON A PRIMARY BASIS,
OR A PRIMARY AND NON-CONTRIBUTORY BASIS, THEN INSURANCE PROVIDED
UNDER COVERAGE A IS SUBJECT TO THE FOLLOWING PROVISIONS:
THIS INSURANCE WILL APPLY BEFORE ANY “OTHER INSURANCE” THAT IS
AVAILABLE TO SUCH ADDITIONAL INSURED WHICH COVERS THAT PERSON OR
ORGANIZATION AS A NAMED INSURED, AND WE WILL NOT SHARE WITH THAT
“OTHER INSURANCE”, PROVIDED THAT THE INJURY OR DAMAGE FOR WHICH
COVERAGE IS SOUGHT IS CAUSED BY AN “EVENT” THAT TAKES PLACE OR IS
COMMITTED SUBSEQUENT TO THE SIGNING OF THAT CONTRACT OR AGREEMENT BY
YOU.”
SEVERABILITY & CROSS LIABILITY: THE POLICIES SHALL ALSO INCLUDE STANDARD SEVERABILITY
PROVISIONS THAT STATE EACH INSURED IS PROVIDED COVERAGE AS THOUGH A SEPARATE POLICY HAD
BEEN ISSUED TO EACH, EXCEPT WITH RESPECTS TO LIMITS OF INSURANCE. THE POLICIES SHALL NOT
CONTAIN A CROSS LIABILITY OR A CROSS-SUIT EXCLUSION THAT PREVENT DME FROM ASSERTING
CLAIMS AGAINST THE CONTRACTOR OR ANY OTHER INSURED UNDER THE POLICIES.
NOTICE OF CANCELLATION, MATERIAL CHANGE AND NON-RENEWAL: ALL INSURANCE REQUIRED
HEREIN SHALL BE ENDORSED TO PROVIDE A 30 DAY NOTICE OF CANCELLATION, MATERIAL CHANGE AND
NON-RENEWAL TO CONTRACTOR TO THE EXTENT COMMERCIALLY AVAILABLE. IF THIS ENDORSEMENT
CANNOT BE PROVIDED, CONTRACTOR WILL IMMEDIATELY PROVIDE WRITTEN NOTICE TO DME SHOULD

LATER THAN THIRTY (30) DAYS PRIOR (EXCEPT 10 DAYS FOR NONPAYMENT OF
PREMIUM) TO ANY SUCH ACTION BEING TAKEN.
PROOF OF INSURANCE: PRIOR TO COMMENCEMENT OF THE SERVICES, CONTRACTOR
SHALL FURNISH DME INSURANCE CERTIFICATE(S) ON A FORM SATISFACTORY TO
DME EXECUTED BY AN AUTHORIZED REPRESENTATIVE OF THE INSURER, AND IF
REQUESTED BY DME, FOR EACH POLICY, A COPY OF THE DECLARATION PAGE; IF
NOT ON THE DECLARATIONS PAGE, A COPY OF ANY SCHEDULE SHOWING THE LIMITS
OF INSURANCE AND A LIST OF ALL ENDORSEMENTS TO THE POLICY, TOGETHER WITH
A COPY OF EACH ENDORSEMENT HEREIN REQUESTED AND CERTIFIED COPIES OF
INSURANCE POLICIES, WITH ENDORSEMENTS, EVIDENCING THE APPLICABLE
POLICIES, COVERAGES AND LIMITS, INCLUDING THOSE OF ITS SUBCONTRACTORS.
DME’S RECEIPT OF OR FAILURE TO OBJECT TO ANY INSURANCE CERTIFICATES OR
POLICIES SUBMITTED BY CONTRACTOR OR ITS SUBCONTRACTORS DOES NOT RELEASE
OR DIMINISH IN ANY MANNER THE LIABILITY OR OBLIGATIONS OF CONTRACTOR OR ITS
SUBCONTRACTORS OR CONSTITUTE A WAIVER OF ANY OF THE INSURANCE
REQUIREMENTS UNDER THIS AGREEMENT. REPLACEMENT CERTIFICATES OF
INSURANCE EVIDENCING CONTINUATION OF SUCH COVERAGE SHALL BE FURNISHED TO
DME PRIOR TO THE EXPIRATION OF THE CURRENT POLICIES. SHOULD CONTRACTOR
OR ANY SUBCONTRACTOR AT ANY TIME NEGLECT, REFUSE TO PROVIDE OR CANCEL
THE INSURANCE REQUIRED HEREIN, DME SHALL HAVE THE RIGHT TO TERMINATE
THIS AGREEMENT OR PURSUE ANY REMEDY AVAILABLE AT LAW.
