Electric Utility High Voltage Circuit Breakers

A. PURPOSE
The purpose of this technical specification is to provide information that will allow prospective
suppliers to prepare submissions to supply 345kV and 138kV circuit breakers manufactured by
Siemens and Mitsubishi for use in substations. The circuit breakers are to be priced FOB
destination to the Spencer Utility Site, 1701C Spencer Road, in Denton, Texas or to other
substation sites in or near Denton as directed at the time of shipment. Freight shall be included in
the price for each breaker.
The owner is seeking proposals for both Siemens and Mitsubishi circuit breakers. Proposers may
bid for one or both manufacturers. Contracts will be awarded for each manufacturer. However,
this does not preclude any proposer from submitting proposals for both manufacturers.
Breakers shall be shipped without any SF6 gas inside the breaker and without SF6 cylinders.
Nameplates shall leave the SF6 weight value empty.
Breaker manufacturer or distributor shall be able to provide the 61850 option described in this
specification for all breakers offered in their proposal.
B. ACCEPTABLE MANUFACTURERS
DME will only accept submissions from specific manufacturers or distributors for the
approved manufacturers list below.

C. SERVICE CONDITIONS
Site Location: The service location for these circuit breakers will be in substations in the
Denton, Texas area.
Service Elevation: Approximately 640 feet above sea level.
Temperature: -20o F to 120o F.
Other Considerations: Moderately humid climate with 10 to 30 inches of rain per year; wind up
to 90 mph; thunderstorms with severe lightning occurring in all months of the year with the
greatest frequency during the warmer months.
D. SUBMISSIONS
1. Agreement and Submission Conditions: In submitting a proposal, the supplier
understands that:
a) No guarantee for any order is given nor intended by this specification.

b) Any purchase agreement, if awarded, shall be based on unit pricing for all of the
standard circuit breakers listed and as specified.
2. Freight Charges: All circuit breakers and any other material shall be shipped FOB to
Denton, Texas to addresses to be specified by the owner. Pricing shall include all costs
to deliver goods as specified in this specification. Any special fees or commissions, and
all freight for delivery to the City of Denton must be included in the quoted price. No
separate freight charges will be accepted.
3. Evaluation and Award: Evaluation and award shall be in accordance with the
information in the RFP document. All proposals will be evaluated using the following
criteria:
a) (40%) Pricing – The price of items.
b) (20%) Compliance with Specifications – The respondent’s submittal shall comply
with the requirements stated in the RFP and Technical Specification. Exceptions to
the specification will be considered.
c) (20%) Schedule/Leadtime – Total number of weeks from receipt of order to
delivery.
d) (20%) Probable Performance – Indicators of probable performance and reliability
under the contract to include: past vendor performance, financial resources and
ability to perform, experience, demonstrated capability and responsibility,
references, and the vendor’s ability to provide reliable products and support.
4. Exceptions:
Any deviation from this specification must be noted in writing with the proposal.
Where deviations are noted, the City reserves the right to accept a proposal containing
such deviations provided that, in the sole opinion of the City, the deviation or deviations
do not affect the overall capability of the item bid to perform the function for which it is
so intended.
E. QUALITY CONTROL
The manufacturer shall be responsible for the quality control of the manufacturing processes to
assure that all requirements of these specifications are met. However, the City reserves the right
to observe, to inspect and to require additional quality control investigations, either by its personnel
or an independently employed quality control investigator, at any or all stages of fabrication at the
manufacturer’s facilities. Inspections, with or without comment, shall not relieve the supplier of
the requirement for conformance to the specification nor shall the inspections be construed as
acceptance of work not in accordance with the intent of the specification. Failure to adequately
maintain quality of fabrication until completion shall be grounds for cancellation of the order or
any part thereof.
Field failure or field repairs required due to quality control failures or manufacturing procedures
shall be the responsibility of the manufacturer.

F. WRITTEN WARRANTY and GUARANTEES
Written guarantees shall include any limitations as to the nature of failure or time limitations. The
guarantee shall begin upon receipt of the accepted units, not on the date of manufacture.
Guarantees shall indicate whether or not it is made on a full replacement basis or a prorated basis
and if prorated then what are the terms. Manufacturer/supplier guarantees that the goods furnished
under this specification are of high quality and agrees to replace any goods found to be defective
during inspection, installation, or service for a minimum period of 60 months after unit is delivered
to Denton.
All replacements by the manufacturer/supplier shall be free of charge F.O.B. destination at the
same delivery point called for in the original order. Replacements must be handled in a
professional and timely manner.
G. SPECIAL DELIVERY REQUIREMENTS
1. Shipment by open flatbed truck: Circuit breakers purchased under this agreement shall
be shipped FOB Destination by open flatbed truck fully assembled and ready for
installation. The owner will provide unloading and installation.
2. Delivery location: Circuit Breakers shall be delivered to the Spencer Utility Site, 1701C
Spencer Road, Denton, Texas, 76205 or to other DME substation sites as directed at the
time of shipment.
3. Notice of factory shipments: The supplier shall provide notice when the products are
shipped. The owner only has a forklift to unload the products. Contact Brian Walding

(214) 478-0911. Delivery of the products will be accepted only between the hours of
8:00 am and 3:00 pm Monday through Friday, excluding holidays.
4. Damaged or defective material or equipment: Circuit breakers that are obviously
damaged on arrival will be refused. Any necessary action regarding replacement of
materials or equipment delivered in unacceptable condition shall be the responsibility of
the supplier. This includes concealed freight damage as well as items originally defective
from the manufacturer.
H. TECHNICAL RESPONSIBILITIES AND REQUIREMENTS
1. Detail Design: Detailed structural and electrical design is the responsibility of the
supplier. All clearances and spacings must conform to ANSI standards, and the
National Electrical Safety Code, whichever is more stringent. Greater clearances shall
apply where specified.
2. Omissions: It is the intent of this specification to require the supplier to provide
complete and fully functional circuit breakers that are equipped and featured
appropriately to perform and operate as described herein. Further it is the intent of this
specification to require that the circuit breakers be constructed, as a minimum, in
accordance with all US standards that apply to circuit breaker manufacture and testing.
Omission of any minor details from this specification, minor mistakes or typographical

errors in text, or mistakes in attempting to reference standards or data in the standards
shall not relieve the supplier from the responsibility to furnish complete and fully
functional circuit breakers that comply with accepted national standards and meet the
intents communicated herein.
3. Shop Assembly and Preparation for Shipment: The circuit breakers shall be shipped
completely assembled ready for mounting on foundations and installation of HV and
control electrical connections. Circuit breakers shall be fully tested at the facility of the
supplier.
4. Delivery Schedule: The supplier shall submit a schedule with the proposal indicating
the expected time (ARO) when approval drawings will be provided for each circuit
breaker ordered and the time (ARO) when the circuit breakers will be delivered,
assuming one week return on approval drawings.
5. Drawing Identification: All drawings shall be identified with a unique drawing
number, the date, the manufacturer’s shop order number, the owner’s name, purchase
order number, and the name of the substation where the circuit breaker will be installed.
6. Approval of Design: The owner shall have an opportunity to approve the design,
features and accessories of circuit breakers for the first order. Subsequent orders of the
same type of circuit breakers will not require approval drawings, unless specifically
stated on the purchase order.
Approval drawings shall contain sufficient information to confirm all data that was
included in the proposal. The owner shall be furnished with an electronic set of
approval drawings, equipment descriptive information, and any appropriate comments
or notations at or before the time stated in the proposal. The owner will return drawings
marked "approved" or "revised as noted". If changes are identified in the owner’s
review, a revised drawing submittal may, at the owner’s option, be required to obtain
final approval.
Review of drawings by the owner will be with respect to general design and
functionality, but shall not be construed to relieve the supplier from any responsibility or
liability for proper design, fabrication, compliance with the specifications, compliance
with standards, or for any errors that may have been contained in the shop drawings.
The approval drawings shall provide information in sufficient detail to describe equipment
operation and function, dimensions, space needs for installation, and recommended
clearances for proper operation. The approval submittal shall include at least the
following items:
a. Outline drawings with all parts identified by item number referenced to a list of
material. These drawings shall show detailed dimensions, locations of all components
and devices, recommended clearances for proper operation and any special mounting
requirements.
b. Operational drawings including control schematics and connection diagrams.
c. Nameplate data with associated information: The manufacturer’s name, model
number, date of manufacture, serial number, voltage and amperage ratings (continuous
and short circuit) for each circuit breaker.
d. Descriptive literature and drawings for all accessories and optional items.

7. Final Drawings, Instruction Books, and test Reports: No later than the scheduled first
shipment, the supplier shall furnish an electronic set of instruction books and final
drawings for each circuit breaker shipped. The set shall include at least the following:
a. An electronic set of final drawing in AutoCAD “dwg” format along with a list of all
drawing titles and file names.
b. Operation instruction and descriptive literature
c. Maintenance instructions.
d. Parts list
8. Materials and Workmanship: Only new materials shall be used in fabrication of these
circuit breakers. Damaged or defective materials shall not be repaired and used. No
peening, caulking, or filling shall be permitted in repairing cracks, pinholes, or other
types of defects. Such defects in fabricated members shall be repaired by replacement.
I. DESIGN FEATURES
1. Circuit breakers shall conform to control schematics attached as exhibit 4.
2. Owner will make all external bushing connections and all terminations for external
connections to breaker control cabinet.
3. Circuit breakers shall be equipped and furnished as follows:
a. Control and operator power requirements:
Control supply voltage: 125VDC
Spring charge motor supply voltage: 120VAC/125VDC
Accessory supply voltage: 120VAC
Heater Supply Voltage: 240VAC
b. Fused knife switches (ACC / motor / heater circuits)
c. One close coil
d. Dual trip coils configured to receive trip signals from two independent sources.
e. Control switch
f. Local/remote selector switch
g. Loss of voltage relays (close and trip circuits)
h. Position indicator lights
i. Time delay relay
j. External manual trip device
k. Thermostatically (adjustable) controlled cabinet heaters
l. Auxiliary switches with 12a and 12b spare contacts for owner use
m. GFI outlet inside control cabinet

6. 61850 Option
(Manufacturer and City of Denton to determine final arrangement and wiring at
drawing approval stage)
Manufacturer shall provide the following 61850 equipment for this option:
Separate Cabinet for 61850 Equipment with (2) 2.5” conduits to the main cabinet
and cutout in bottom large enough for (2) 2.5” conduits with the following
equipment mounted inside the cabinet.
o (2) Schweitzer Engineering Labs 0401015X3600XD9H424XXXXXX powered
by separate fuses.
o Terminal Blocks - provide wiring from all SEL-401 inputs, outputs, CT inputs,
PT inputs, alarms, power, etc. to the terminal blocks. (Exact wiring to be
determined at drawing approval.)
o Test Switches for CT and PT circuits. Please use the models below as needed.
o Fiber Splice Panel Multilink FRM-4U
If the manufacturer already provides a 61850 option, please provide this option with
pricing.
7. Spare Parts: The manufacturer shall provide a list and option pricing for recommended
spare parts.
