SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Lockwood, Andrews &
Newnam, Inc., for engineering services of the Robson West Lift Station for the Water Utilities Department
as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date
(RFQ 8213-008 – Professional Services Agreement for engineering services awarded to Lockwood,
Andrews & Newnam, Inc., in the not-to-exceed amount of $2,545,098.00). The Public Utilities Board will
consider this item on Monday, January 12, 2026.

INFORMATION/BACKGROUND
Denton is experiencing steady growth both within and near the Robson Ranch community. This increasing
demand requires upgrading the City's wastewater infrastructure in the southwest area. The expected influent
flows are projected to quickly surpass the capacity of the current treatment plant. Currently, the Robson
Ranch Water Reclamation Plant (WRP) is authorized to discharge up to 0.375 million gallons per day
(MGD). The plant was built over twenty years ago and has not undergone any expansion or improvement
since its commissioning. In 2021, the City Council approved the Robson Ranch WRP Lift Station
Conversion Project to reroute flows from the existing Robson WRP to Pecan Creek WRP. This plan
involved converting the current plant into a localized lift station and upgrading the Robson Ranch East Lift
Station to redirect influent flows. The Robson Ranch East Lift Station has been successfully upgraded and
now pumps all flows from the eastern part of Robson Ranch to Pecan Creek WRP. After evaluating the
constraints of converting the Robson Ranch WRP into a localized lift station and considering updated area
growth projections, the Wastewater Master Plan recommends designing and constructing an expandable lift
station capable of reliably serving not only Robson Ranch but also the southwest portion of our wastewater
collection service area for many years, rather than converting the existing plant. The Robson Ranch WRP
will be decommissioned after the new Robson West Lift Station is in service.
The Robson West Lift Station will be designed to support peak flow capacities expected from the planned
west expansion of the Robson Ranch development and potential upstream capacity demands. The design
will include conveyance pipelines capable of handling both current and future flow needs. The scope
consists of connecting the conveyance pipeline with the planned Roark Branch Interceptor. All existing and

future upstream flows will be managed centrally at the Pecan Creek Wastewater Reclamation Plant, which
will act as a regional treatment facility.
Request for Qualifications for an engineering services list for various water and wastewater utilities projects
for the Water Utilities Department was solicited using the City’s formal solicitation process. City Council
approved a pre-qualified list of professional service firms on March 5, 2024 (Ordinance 24-390).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 5, 2024, City Council approved RFQ 8213 for a prequalified list of firms for engineering services
for various water and wastewater utilities projects for the Water Utilities Department (Ordinance 24-390).
On January 12, 2026, this item will be presented to the Public Utilities Board (PUB) for consideration.
RECOMMENDATION
Award a contract with Lockwood, Andrews & Newnam, Inc., for engineering services of the Robson West
Lift Station for the Water Utilities Department, in the not-to-exceed amount of $2,545,098.

SUSTAINABILITY MEASURES
The contract will provide the City of Denton with the full engineering design and easement acquisition
necessary to permit the city to begin construction of the Robson West Lift Station. This new additional
infrastructure will increase wastewater capacity in the southwest part of the City. The facilities are essential
for safe treatment and discharge of effluent to the sensitive receiving streams.
ESTIMATED SCHEDULE OF PROJECT
The Robson West Lift Station project will begin design in February 2026. The construction plans are
anticipated to be completed in September 2026.
FISCAL INFORMATION
These services will be funded from the bonds in the 5-year Capital Improvement Program, account #
640534545.1360.21100. Requisition #172036 has been entered into the Purchasing software system for
$2,545,098.
