Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: January 13, 2026 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Schweitzer Engineering Laboratories, Inc., for the purchase of electric utility protective control relays for Denton Municipal Electric; providing for the expenditure of funds therefor; and providing an effective date (IFB 8891 – awarded to Schweitzer Engineering Laboratories, Inc., for one (1) year, with the option for four (4) additional one (1) year extensions, in the total five (5) year not-to-exceed amount of $3,267,476.00). The Public Utilities Board will consider this item on Monday, January 12, 2026. STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND Denton Municipal Electric (DME) has several projects outlined in its Five-Year Capital Improvement Plan that require the purchase of protective relay, control, monitoring, metering, and integration hardware and accessories. These components are essential to the operation and protection of substation infrastructure, including circuit breakers, buses, transformers, and transmission lines. They also enable communication with other systems, such as the Supervisory Control and Data Acquisition (SCADA) system, and provide critical metering and data retrieval functions. The majority of these devices are microprocessor-based and highly technical in both design and application. DME has selected Schweitzer Engineering Laboratories, Inc. (SEL) as its standard for this type of equipment. SEL offers the most comprehensive product line in the industry, with devices that provide superior integration capabilities, allowing seamless communication between components and systems. SEL’s products are backed by a 10-year warranty and are supported by industry-leading technical assistance and on-call application support. No other manufacturer matches SEL’s level of customer service or product reliability. Currently, DME has over 1200 SEL devices in service across its substations, the majority of which are protective relays. Standardizing on SEL equipment ensures consistency, reliability, and compatibility with existing infrastructure, while also streamlining maintenance and support. The following estimated contract amount is based on the number of relays needed for both approved and anticipated CIP projects. Many existing relays have reached the end of their service life and will need to be strategically replaced over the next several years. This contract does not commit DME to a minimum City Hall 215 E. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Six (6) bids were received. The lowest bid was received by Schweitzer Engineering Laboratories, Inc. RECOMMENDATION Award a contract with Schweitzer Engineering Laboratories, Inc., for the purchase of electric utility protective control relays for Denton Municipal Electric, in a one (1) year, with the option for four (4) additional one (1) year extensions in the total five (5) year not-to-exceed amount of $3,267,476. Pullman, WA ESTIMATED SCHEDULE OF PROJECT This is an initial one (1) year contract with options to extend the contract for four (4) additional one (1) year periods, with all terms and conditions remaining the same. FISCAL INFORMATION The costs for materials purchased under the proposed agreement will be funded out of amounts budgeted for specific projects. A majority of the proposed purchases will be in the transmission category. These costs for transmission projects will ultimately be recovered through the Public Utility Commission Transmission Cost of Service Program (TCOS). Requisitions will be entered on a per-project basis. The budgeted amount for this item is $3,267,476.
