SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Rehrig Pacific Company, for the purchase of
residential trash and recycling carts for the Solid Waste and Recycling Department; providing for the
expenditure of funds therefor; and providing an effective date (RFP 8894 – awarded to Rehrig Pacific
Company, for one (1) year, with the option for four (4) additional one (1) year extensions, in the total five
(5) year not-to-exceed amount of $3,115,450.00). The Public Utilities Board will consider this item on
Monday, January 12, 2026.

INFORMATION/BACKGROUND
The Solid Waste and Recycling Department is responsible for providing refuse and recycling containers to
residential customers throughout the City. These containers must comply with specific material and design
standards to ensure compatibility with the collection vehicles and to withstand regular use.
As the City continues to grow, there is an ongoing need to deploy containers at new residential locations.
Additionally, containers must be replaced periodically due to damage, wear, or defects. This procurement
ensures that the department can maintain service quality and meet the demands of both new and existing
customers.
The specified containers will be delivered to the City of Denton and will be preprinted with
inventory/tracking numbers.
Utilizing the historical expenditure of the previous contract on a five (5) year spend and forecasting a growth
rate of 10%, allowed us to estimate the total purchase amount of this contract.

Request for Proposals was sent to 1,274 prospective suppliers, including 54 Denton firms. In addition,
specifications were placed on the Procurement website for prospective suppliers to download and advertised
in the local newspaper. Eight (8) proposals were received, references were checked, and proposals were

evaluated based upon published criteria, including delivery, compliance with specifications, probable
performance, and price. Best and Final Offers (BAFO) were requested from the top firm. Based upon this
evaluation, Rehrig Pacific Company was ranked the highest and determined to be the best value for the
City.

RECOMMENDATION
Award a contract with Rehrig Pacific Company, for the purchase of residential trash and recycling carts for
the Solid Waste and Recycling Department, in a one (1) year, with the option for four (4) additional one (1)
year extensions, in the total five (5) year not-to-exceed amount of $3,115,450.

SUSTAINABILITY MEASURES
This contract aligns with the Material Resource Management portion of the City’s sustainability plan.
Residential carts are crucial for recommendations in the Comprehensive Solid Waste Management Strategy
that the Solid Waste and Recycling Department is following. Yard waste carts allow for a more robust and
efficient compost collection process. Carts also play a crucial role in the food waste diversion programs that
are being tested throughout the community. Refuse and recycling carts keep waste contained in our
neighborhoods and allow for more efficient collection via automated side-load vehicles in most
neighborhoods. Containerization of recycling also helps limit the amount of contamination that can be
caused by rain or snow. Rehrig Pacific Co. uses up to 40% recycled plastic in the manufacturing of its carts,
as well.
ESTIMATED SCHEDULE OF PROJECT
This is an initial one (1) year contract with options to extend the contract for four (4) additional one (1) year
periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
These products and services will be funded from the department’s operating budget on an as-needed basis.
Requisitions will be entered on an as-needed basis. The budgeted amount for this item is $3,115,450. The
City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
