Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: January 13, 2026 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute an agreement with JD Moore Portfolios, LTD Co., for the design and implementation of a public art mural to be located at the MLK Jr. Recreation Center, located at 1300 Wilson Street, Denton, Texas, 76205 for the Parks and Recreation Department; providing for the expenditure of funds therefor; and providing an effective date (CFA 8938 – awarded to JD Moore Portfolios, LTD Co., in the not-to-exceed amount of $20,000.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Strengthen Community and Quality of Life. INFORMATION/BACKGROUND Parks and Recreation staff successfully applied for and received a $20,000 Keep America Beautiful MLK Corridor Community Grant. This funding supports community-driven efforts to revitalize, beautify, and transform areas in and around Martin Luther King Jr. corridors and neighborhoods. A significant component of the grant emphasizes community participation; the mural will be created by local volunteers under the guidance of the selected artist. Representatives from the Public Art Committee and Parks and Recreation staff, including MLK Recreation Supervisor Cheylon Brown, reviewed multiple proposals. The chosen artist brings extensive experience collaborating with volunteers and a strong record of producing vibrant, welcoming public spaces. The mural will be produced on aluminum panels that will be installed by the City of Denton Facilities Department on the northwest side of the building. Painting the panels on a flat surface allows for greater precision and accessibility. Aluminum is an ideal material for outdoor murals because it resists moisture and will not buckle, swell, or delaminate over time. A Call for Artists was sent to 109 prospective suppliers of this item. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Six (6) proposals were received, references were checked, and proposals were evaluated based on published criteria, including artistic merit, experience in delivering projects, and experience with working with volunteers. Based upon this evaluation, JD Moore Portfolios, LTD Co. was ranked the highest and determined to be the best value for the City. City Hall 215 E. RECOMMENDATION Award a contract to JD Moore Portfolios, LTD Co., for the design and implementation of a public art mural to be located at the MLK Jr. Recreation Center, located at 1300 Wilson Street, Denton, Texas, 76205 for the Parks and Recreation Department, in a not-to-exceed amount of $20,000.
