SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract extension between the City of Denton and Mustang
Apparel, Inc. dba Incentive Brands through July 28, 2026, for workwear for various departments; and
declaring an effective date (RFP 7315 – extending a contract with Mustang Apparel, Inc. dba Incentive
Brands, to July 28, 2026).
INFORMATION/BACKGROUND
This Request for Proposals (RFP) was for the supply of workwear to be used by all departments in their
daily operations. The primary users of the workwear contract include the following departments: Water,
Wastewater, Solid Waste, Electric Distribution, Electric Substations, Electric Metering, Electric
Communications, Parks, Fleet, Airport, and Fire. This contract encompasses pants, jeans, jackets, coats,
shirts, overalls, hats, high-visibility gear, and fire protective gear. Embroidery is included in this contract
and available for hats, shirts, jackets, coats, and fire protective gear. Each department will be responsible
for ordering workwear on an as-needed basis to ensure fiscal responsibility. Warehouse stock will include
hats and high-visibility gear to ensure proper Personal Protective Equipment (PPE) is available for City of
Denton personnel.
On December 16, 2025, City Council rejected the award of workwear for various City of Denton
departments to Mustang Apparel, Inc. dba Incentive Brands, and approved rejecting all proposals on RFP
8926 workwear instead. Extending this contract will allow City staff to continue purchasing workwear items
while we prepare to resolicit and evaluate.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On July 28, 2020, City Council approved a contract with Mustang Apparel, Inc. dba Incentive Brands, in
the not-to-exceed amount of $1,450,000 (Ordinance 20-1306).
On July 24, 2025, Purchasing approved a contract extension to January 28, 2026.
RECOMMENDATION
Award a contract extension with Mustang Apparel, Inc. dba Incentive Brands, for workwear for various
departments to July 28, 2026.

ESTIMATED SCHEDULE OF PROJECT
This contract will expire on July 28, 2026.
FISCAL INFORMATION
These products and services will be funded through the using department’s budget on an as-needed basis.
The City will only pay for items purchased and is not obligated to pay the full contract amount unless
needed.
