HomeMy WebLinkAbout8882 Scope of WorkRFP # 8882 Scope of Work Household Hazardous Waste Disposal The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission shall have accurately described your understanding of the objectives and scope of the requested products and services and provided an outline of your process to implement the requirements of the Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum, the following: This scope of work is for the proper environmentally sound disposal of Household Hazardous Waste (HHW), and Categorically Exempt Small Quantity Generator, (CESQG) waste collected by the City of Denton, (COD) through the current and future collection programs. Expectations: The waste disposal contractor will provide Department of Transportation (DOT) certified transportation including: manifest and labeling/placarding of collected HHW/CESQG waste from the COD Solid Waste and Recycling (SW&R Department) to their facility. Disposal contractors will provide all Federal and State certifications, permits, & licenses necessary for legal operation. Example; Environmental Protection Agency, (EPA), Dept. of Transportation, (DOT), & any other applicable documents. A history of compliance or penalties with these agencies is also required. The waste disposal contractor will recycle as much HHW/CESQG as possible collected from the COD Solid Waste Dept. Minimal landfilling of any HHW/CESQG collected from the COD SW&R Department is acceptable provided the disposal facility is authorized to receive HHW and has agreed to accept the waste. Waste to Energy/Fuel Blend is acceptable, (cement kiln is acceptable). A summary of ultimate disposal method and location shall be provided after each shipment. Examples:  Alkaline batteries- recycled-not landfilled.  Waste materials may be used for fuel blend/waste to energy. The waste contractor will also provide on an as needed basis:  Training to COD employees, full HAZWOPER & re-cert., oxidizer, Dept. of Transportation, segregating and packing of materials.  Telephone consultation with a chemist and/or program manager.  A designated representative available for periodic site visits. RFP # 8882 Scope of Work Household Hazardous Waste Disposal The City of Denton Solid Waste/Recycling Department will provide all personnel and equipment for collecting, storing, segregating, packing, and loading of all HHW/CESQG waste collected by the COD SW&R Department. Any waste disposal company employees will be used as needed & determined by the COD SW&R Department. Scoring  Deliver/Project Schedule (FACTOR: 10%)  Ability to timely start and complete project. This include the schedule to complete project and may  include ability to meet required milestones of completion. For supplies, the estimated delivery after  receipt of order.  Compliance with specifications, quality, reliability, characteristics to meet stated or implied needs  (FACTOR: 20%)  Compliance with the stated specification(s) coupled with the quality and reliability of the goods and  services such that bear on its ability to meet the stated/implied needs.  Indicators of Probable Performance under contract (FACTOR: 30%)  Indicators of probable performance under the contract to include: past vendor performance, financial  resources and ability to perform, experience of demonstrated capability and responsibility, references,  and the vendor’s ability to provided reliable maintenance agreements and support.  Price, Total Cost of Ownership (FACTOR: 40%)  The price of items, to include total cost of ownership, such as installation costs, life cycle costs, and  warranty provisions.
