SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract extension between the City of Denton and CJA
Enterprises LLP through January 25, 2027, to continue the purchase of construction materials for the City
of Denton Streets, Water, Wastewater, and various other departments; and declaring an effective date (IFB
7841 – extending a contract with CJA Enterprises LLP, to January 25, 2027). The Public Utilities Board
recommends approval (6 - 0).

This action supports Key Focus Area: Enhance Infrastructure and Mobility.
INFORMATION/BACKGROUND
The proposed contract covers the supply of construction materials for various City departments involved in
maintaining and reconstructing streets, sidewalks, drainage structures, utility ditch lines, landscape
improvements, and restoration and sanding operations. Beneficial Reuse uses these materials to blend
recycled organic matter with topsoil to produce a reusable resource.
The Dallas/Fort Worth area continues to see significant growth in the economy and highway construction.
This has increased the demand for materials and labor, causing prices for asphalt, concrete, and other
construction supplies to rise. Therefore, it is in the City’s best interest to secure a fixed unit cost on an
annual basis.
Extending this contract will allow the Streets and Water Department staff to continue supplying
construction materials for the City of Denton.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 25, 2022, City Council approved the contract with CJA Enterprises LLP, in the combined not-
to-exceed amount of $5,200,000 (Ordinance 22-138).
On February 9, 2026, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.

SUSTAINABILITY MEASURES
Use recycled asphalt pavement (R.A.P.) material where appropriate to maintain the City’s transportation
system and help improve air quality. Beneficial Refuge uses a blend of recycled organic material and topsoil
to create a reusable resource.
Currently, recycled asphalt pavement is used in the production of Hot Mix Asphalt. The material is also
used to maintain the gravel roads within the City of Denton. This product also provides dust control and is
less susceptible to weather.
ESTIMATED SCHEDULE OF PROJECT
This contract expires on January 25, 2027.
FISCAL INFORMATION
These products and services will be funded through departmental budgets on an as-needed basis.
Requisitions will be entered on an as-needed basis. The City will only pay for services rendered and is not
obligated to pay the full contract amount unless needed.
