SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under IFB 8903 for Heat Exchanger Replacement for the Pecan
Creek Water Reclamation Plant for the Water Utilities Department; and providing an effective date (IFB
8903). The Public Utilities Board recommends approval (6 - 0).
INFORMATION/BACKGROUND
The Pecan Creek Water Reclamation Plant (PCWRP), Denton’s sole wastewater treatment facility, has been
in operation for more than 60 years. A recent evaluation identified the need to repair or replace several
major components, including a critical piece of equipment: the tubed heat exchanger. This system maintains
the temperatures required for efficient sludge processing, which reduces waste volume and prepares
byproducts for the City’s Beneficial Reuse Program. Ensuring reliable sludge handling is essential for
maintaining regulatory compliance and supporting ongoing plant operations.
Staff solicited proposals for the replacement of the PCWRP tubed heat exchanger. Only one (1) proposal
was received, and the submitted cost was approximately 40% higher than the City’s estimate. Staff
recommends rejecting the proposal and will reevaluate the project scope and explore alternative delivery
methods to ensure a more competitive and cost-effective outcome.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 9, 2026, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Staff recommends rejection of all proposals for IFB 8903 Heat Exchanger Replacement for the Pecan Creek
Water Reclamation Plant for the Water Utilities Department.
