HomeMy WebLinkAbout8903 Scope of WorkPCWRP Heat Exchanger Replacement Scope of Work Introduction: This scope outlines the activities required for the removal and replacement of a U.S. Filter model 756 sludge heater heat exchanger, located at the Pecan Creek Water Reclamation Plant in Denton, TX. The purpose of this project is to fully remove and replace the existing heat exchanger with a larger unit (Higher BTU) that fits the existing footprint, ensuring optimal heat transfer performance for the operational lifespan of the existing plant, through its decommission. The removal and installation will be carried out by qualified technicians and engineers adhering to all safety standards and best practices. 1.Assessment and Planning: 1.1 Inspection: Inspect the existing heat exchanger to confirm dimensions, plumbing layout and clearances to ensure that the replacement unit will fit in the footprint of the existing unit with minimal alterations to sludge piping. 1.2 Analysis: Analyze the heat exchangers performance data to understand its historical performance and efficiency. 1.3 Replacement Plan: Based on the inspection and analysis, develop a plan outlining the necessary steps and materials required for the complete removal and replacement of the heat exchanger. 2.Disasmebly and Cleanup: Fully evacuate and disassemble the existing unit and related gas, water, and electrical piping/conduit, remove / haul off unit, clean and prep the area and sludge piping for the installation of the new unit. 3.Installation and Testing: 3.1 Installation: Fully assemble and install the new unit ensuring the proper alignment of all related sludge, gas, water, and electrical piping/conduit. 3.2 Pressure testing: Conduct pressure tests to verify the integrity of the heat exchanger and its components. 3.3 Performance Testing: Conduct performance tests to ensure the heat exchanger is operating at its design capacity and efficiency. 4.Commissioning and Handover: 4.1 Commissioning: Commission the new heat exchanger, monitoring its performance under normal operating conditions. 4.2 Documentation: Prepare detailed documentation of the installation process, including test results and recommendations for ongoing maintenance. 4.3 Training: Provide training to the relevant personnel on the proper operation and maintenance of the new heat exchanger. 4.4 Handover: Handover the new heat exchanger to the client, along with all relevant documentation and maintenance guidelines. 5.Health and Safety Considerations: 5.1 Safety Measures: Ensure all removal and installation activities adhere to industry standards and protocols. 5.2 Environmental Compliance: Follow environmental regulations during the removal and disposal of waste materials. 5.3 Risk Assessment: Conduct a risk assessment to identify potential hazards and implement mitigation measures. Submittal Requirements (Required Response Documents) Each IFB response must be concise. Pertinent supplemental information should be referenced and included as attachments. All proposals are encouraged to be tabbed or otherwise organized to comply with the following sections: 1. Letter of Transmittal. The letter of transmittal will consist of a brief statement of the respondents’ understanding of the work to be done, the scope of work along with a summary of its qualifications. 2. Business Viability and Capability. Respondents will briefly describe their firm’s approach and clearly indicate any options or alternatives being proposed. It should also indicate any major requirements that cannot be met by the firm. Items to include are: a. Company’s registered name b. Brief company history, ownership, organization, and year established c. Geographic coverage area including corporate office location, total number of employees, map and/or listing of sales and or service office locations d. Written confirmation and description of the ability to meet the City’s needs. 3. Key Personnel. Attach resumes and qualifications for the proposed key personnel team who will be involved in the delivery of services under this IFB. Identify any subcontractors or third-party services that are utilized in the performance of fulfilling this IFB. Provide a general explanation and chart which specifies project leadership and reporting responsibilities, and how the team will interface with the City of Denton project management and team personnel. 4. Past Experience and Qualifications. Respondents shall demonstrate experience in delivering similar work as expressed in this Scope of Work. Provide details of three (3) similar projects completed within the last ten (10) years. The Offeror should include the following items for each project submitted: a. Project Name b. Owner Name c. Project Owner Contact Name, Phone Number, and Email Address d. Contract Time and Actual Completion Time e. Original Contract Cost and Final Contract Cost f. Detailed Project Description 5. Project Approach/Schedule Workplan. Provide a summary of your team’s approach in providing successful delivery of services and project completion; methods your firm will use to manage the cost, schedule, scope and quality of this project; and how they specifically differ from other firms you typically compete with. Include the plan your firm will use to manage the overall safety of the public, City staff, and project team. Identify your team’s biggest concerns about this project, and the proposed solutions. 6. Cost Proposal. Provide a total cost proposal for the tasks identified above in this Scope of Work for the removal and replacement of heat exchanger with higher BTU unit.
