SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Gage & Cade Construction, LLC, for the Public
Disposal Facility Repairs for the Solid Waste and Recycling Department; providing for the expenditure of
funds therefor; and providing an effective date (CSP 8915 – awarded to Gage & Cade Construction, LLC,
in the not-to-exceed amount of $579,952.00). The Public Utilities Board recommends approval (6 - 0).

INFORMATION/BACKGROUND
The Solid Waste and Recycling Department operates the Public Disposal Facility (PDF), located at the City
of Denton Landfill. The PDF includes a recyclables collection and storage area, as well as a designated
citizen drop-off area. This facility operates under the City’s Texas Commission on Environmental Quality
(TCEQ) Municipal Solid Waste Permit #1590(B).
The purpose of the PDF is to provide a safe, controlled environment by separating public customers from
commercial haulers and the active landfill working face. This separation reduces the risks associated with
interactions between the public and landfill operations, including waste collection vehicles, heavy
equipment, and construction machinery.
The construction of the Public Disposal Facility Repairs has a total estimated cost of $579,952. This
estimate includes a $552,335 total base bid amount and a contingency of $27,617. A contingency allowance,
if any, is for the sole use of the City and will be subject to written authorization by the City’s Project
Manager and Program Manager.
Competitive Sealed Proposals were sent to 1,351 prospective suppliers. In addition, specifications were
placed on the Procurement website for prospective suppliers to download and advertised in the local
newspaper. Two (2) proposals were received, references were checked, and proposals were evaluated based
upon published criteria, including past performance, key personnel, schedule, safety, and price. Best and
Final Offers (BAFO) were requested from the top firm. Based upon this evaluation, Gage & Cade
Construction, LLC was ranked the highest and determined to be the best value for the City.

On February 9, 2026, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.

Solid Waste and Recycling Department, in a not-to-exceed amount of $579,952.
