SUBJECT
Consider adopting an ordinance of the City of Denton, a Texas home-rule municipal corporation, rejecting
any and all competitive proposals under RFP 8919 for Health Individual and Aggregate Stop Loss Insurance
for the Human Resources Department; and providing an effective date (RFP 8919).
INFORMATION/BACKGROUND
The City requested competitive proposals for Individual and Aggregate Sop Loss (Reinsurance) Insurance
coverage. Stop loss helps to protect the City from catastrophic health claims by providing a cap on medical
care expenses paid out by the City on behalf of employees, retirees, and dependents who are covered under
the health plan.
A Request for Proposal for these services was issued on September 17, 2025. One (1) proposal was received
and submitted by DBK Health Inc. Following a thorough evaluation of the proposal as well as the renewal
terms provided by the current vendor, UnitedHealthcare Services Inc. (UHC), the City started negotiations
with UHC instead of negotiating with DBK Health. Through these negotiations, the City requested
adjustments to the proposed renewal amount, and UHC agreed to amend the increase to a more acceptable
level. These contractual guarantees remain in place through the end of the contract period on December 31,
2028.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
RECOMMENDATION
Staff recommends rejection of all proposals for RFP 8919 for Health Individual and Aggregate Stop Loss
Insurance for the Human Resources Department.
