SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Kimley-Horn &
Associates, Inc., for the Highway Safety Improvement Program design of traffic signals at the intersections
of US 377 (Fort Worth Drive) at Lindsey Street and FM 1830 (Country Club Road) and Hobson Lane for
the Traffic Engineering Department as set forth in the contract; providing for the expenditure of funds
therefor; and providing an effective date (RFQ 8377-013 – Professional Services Agreement for design
services awarded to Kimley-Horn & Associates, Inc., in the not-to-exceed amount of $140,000.00).

INFORMATION/BACKGROUND
The City of Denton, in collaboration with the Texas Department of Transportation (TxDOT), approved the
project following an assessment by traffic operations staff, who identified the intersections as priority
candidates for traffic signal infrastructure upgrades and new installations based on historical safety
performance.
The proposed cost includes the survey, signal design, and construction coordination for two (2) existing
intersections. The City of Denton transportation services department has fully funded the design component
of the project, and the construction part will be fully funded by TxDOT. The cost estimate for the
construction is $1,488,779.
Request for Qualifications for architectural firms for professional engineering services for various vertical
capital infrastructure-related projects within the City of Denton for the Capital Projects Department was
solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of
professional service firms on February 20, 2024 (Ordinance 24-276).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 20, 2024, City Council approved RFQ 8377 for state-certified engineers for professional
engineering services for various capital infrastructure-related projects within the City of Denton for the
Capital Improvements Department (Ordinance 24-276).

RECOMMENDATION
Award a contract with Kimley-Horn & Associates, Inc., for the Highway Safety Improvement Program
design of traffic signals at the intersections of US 377 (Fort Worth Drive) at Lindsey Street and FM 1830
(Country Club Road) and Hobson Lane for the Traffic Engineering Department, in a not-to-exceed amount
of $140,000.
ESTIMATED SCHEDULE OF PROJECT
The project's design completion is estimated for Quarter 3 of 2026.
FISCAL INFORMATION
These services will be funded from Traffic Operations account 350583402.1365.40100. Requisition
#174341 has been entered into the Purchasing software system in the amount of $140,000. The budgeted
amount for this item is $140,000.
