SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Halff Associates, Inc., for
professional landscape architecture design services for Pecan Creek Linear Trail Segments 1, 3, and 4A for
the Capital Projects and Parks and Recreation Departments as set forth in the contract; providing for the
expenditure of funds therefor; and providing an effective date (RFQ 8596-003 – Professional Services
Agreement for landscape architect services awarded to Halff Associates, Inc., in the not-to-exceed amount
of $2,079,400.00).

INFORMATION/BACKGROUND
The Pecan Creek Linear Trail Segments 1, 3, and 4A project will deliver approximately 3.25 miles of new
multi‑use trail along Pecan Creek, enhancing connectivity and recreational access within the community.
The project includes the design and construction of a 10‑ to 12‑foot‑wide concrete path extending from
Jackson Street at the DCTA Rail Trail to East McKinney Street. Key features include two (2) pedestrian
bridges, 911 emergency location signage, a 12‑foot‑wide crosswalk at Lakey Street, ADA‑compliant ramps,
incidental trailhead amenities, an underpass at Mayhill Road, and safety lighting within the underpass.
The Texas Department of Transportation (TxDOT) has authorized this project to receive federal funding
through the 2023 Transportation Alternatives Set‑Aside (TA) Program. The TA Program supports locally
sponsored bicycle and pedestrian infrastructure projects statewide, providing 80 percent federal
participation with a required 20 percent local match. TxDOT has approved an Advanced Funding
Agreement (AFA) with the City, providing federal reimbursement up to $10,971,904. The City’s required
match is $2,742,976, resulting in a total estimated project cost of $13,714,880.
As required by TxDOT and the TA program funds of the grant, additional qualifications were requested
from the approved list of pre-qualified firms for the Landscape Architecture category for RFQ 8596 Pre-
Qualified List for Park Professional Services, adding the Disadvantaged Business Enterprise (DBE) goal of
4.5 percent. Fourteen (14) statements of additional qualifications were received and evaluated based on
criteria including overall experience and qualification of the firm, past performance and relevant experience
on similar projects, availability, and experience of the proposed staff members. Based upon this evaluation,

the recommended award is to Halff Associates, Inc., and is determined to be the most qualified firm for the
City for this project.
Request for Qualifications for state-certified firms to provide various professional services as needed for
projects for the Parks and Recreation Department was solicited using the City’s formal solicitation process.
City Council approved a pre-qualified list of professional service firms on February 18, 2025 (Ordinance
25-288).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 18, 2025, City Council approved RFQ 8596 for state-certified firms to provide various
professional services as needed for projects for the Parks and Recreation Department (Ordinance 25-288).
RECOMMENDATION
Award a contract with Halff Associates, Inc., for professional landscape architecture design services for
Pecan Creek Linear Trail Segments 1, 3, and 4A for the Capital Projects and Parks and Recreation
Departments, in a not-to-exceed amount of $2,079,400.

FISCAL INFORMATION
Per the AFA, TxDOT will reimburse the not-to-exceed amount of $10,971,904 (80%) in federal funding
for the entire project (design through construction). The City’s 20% match of $2,742,976 will be funded
using Park Land Dedication/Development Funds and 2023 Bond Program Park Trail Improvement
Funding.
This PSA for design services will be funded as follows:

Total: $2,079,500.00
Requisition #173945 has been entered into the Purchasing software system in the amount of $2,079,400.
