HomeMy WebLinkAbout8957 Downtown Square Cleaning Scope of Work FINAL The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission shall have accurately described your understanding of the objectives and scope of the requested products and services and provided an outline of your process to implement the requirements of the Scope of Work and Services. It is anticipated that the scope of work will include, at a minimum, the following: GENERALCONDITIONS: Contractor shall require all employees to report to work in clean uniforms, including shirt and pants. Uniforms shall have the contractor’s name in a manner clearly identifiable to the public. Contractor must ensure that employees always wear a shirt. Contractor and employees will always be courteous to the public while at the work site. Conflicts or potential conflicts between required work and public use of a location should be reported to the City Representative within 24 hours. Contractor shall remove any employee that is incompetent or endangers a person or property. Employees will not consume or possess alcohol or use or possess any illegal drugs or be under the influence of such while on Owner’s property and or while carrying out the requirements of the contract. Contractor shall immediately remove such employees from the worksite. Cleaning will be performed on Monday, Wednesday, and Friday. Recurring manual sweeping with broom and pan (no use of power equipment) of all sidewalks, curbs and streets in and around the square throughout the working day, and the depositing of dirt, trash, leaves, and debris in appropriate receptacles or in bags and hauled off site. Contractor must notify the City Representative by 8:00 A.M if weather prohibits cleaning of any of these locations. Contractor must submit a revised schedule to the City Representative upon notification of the revisions. The contractor shall give their personal supervision to the work or shall have a competent supervisor that is able to always communicate with a City Representative on the jobsite before, during and after the work. Contractor will need to supply all tools, materials, and equipment needed to complete the work. This includes water used for cleaning. Contractor shall supply all his employees with adequate Personal Protective Equipment. Contractor must provide and maintain a point of contact from 7:00 a.m. until 5:00 p.m. Monday through Friday. If a call is handled by voice mail, a return call to the City representative must be received within a maximum of one hour. H. Invoicing must have the following requirements: - Dates actual cleaning has taken place - Cost per cycle - Total cost of Invoice I. If any sidewalk or curb line is not cleaned to the satisfaction of the contract, the area will be re-cleaned at no additional cost to the City of Denton. The Parks and Recreation representative shall decide if the entire area in question requires re-cleaning or only a designated portion. On days when scheduled sidewalk power washing is cancelled due to rain, Contractor will schedule an appropriate day to replace the rained-out day, at no additional cost above the contract price. DEFAULT OF CONTRACT: Should the contractor be determined by the City Representative to be in breach of contract due to failure to perform to the specifications of the contract and/or non-performance of scheduled cleaning, contractor shall have 24 hours from receipt of written notice to staff the job and perform as specified. If the contractor fails to meet these requirements, it shall be the City’s option to utilize another contractor to conduct the cleaning operations at an hourly rate. The cost differential between the contractor’s price and the alternate’s hourly rate shall be deducted from any monies owed by the contractor. CLEANING OF SITES: During each cycle the Contractor will remove all litter and debris that would be detrimental to the appearance of the area. Removal of debris includes, but is not limited to dirt, silt, twigs, leaves, cigarette butts, paper, plastic, glass or metal debris that is loose and not part of the building, sidewalk, street or landscape. Removal includes, but is not limited to, curb, gutter, street and sidewalk debris removal. All temporary signage such as advertisement on light poles, utility boxes, trash cans or any other utility poles be considered trash under the City’s code. Political signage will be removed by the City. All debris that is swept from these locations are to be removed and hauled away to the contractor’s source of disposal and not placed in City dumpsters or trash cans and or swept or blown into the streets or roadways. Any graffiti on the sidewalks, benches, signs or other City-owned structures will be removed at that time during the maintenance cycle. If graffiti is located on a vertical wall or window of a business front notify the Parks Department immediately. All decorative landscape pots are not included in this scope of work. The four (4) sides of the Denton County Courthouse sidewalks and parking are not a part of this contract. Only the business fronts. If any locations specified are not cleaned to specification of the contract the location will be re-cleaned at no additional cost to the City of Denton. The City representative shall decide if the entire area in question requires re-cleaning or only a designated portion. Maintenance of the City’s trash receptacles, benches corner bump-outs, and tree pits are located within the General Service Area. CLEANING LOCATIONS: See location map attached to this Scope of Work. Cedar Street from McKinney Street to Mulberry Street Oak Street from Cedar to Austin Elm Street from McKinney to Mulberry Locust from Pecan to Walnut Hickory from Cedar Street to Railroad Ave. Industrial Street from Hickory to Mulberry and Trades Square POWER WASHING: Contractor must follow The City of Denton Watershed’s BMPs for Pressure Washing and Surface Cleaning Manual, which can be found attached to this RFP. Quarterly pressure washing of the sidewalks a foot out from the curb to the front of the businesses within the core service area to remove accumulations, stains and grime, including gum removal with steam machine. Power washing should abide by the City’s noise ordinance, and it shall be a requirement that the contractor utilizes a portable, mobile, self-contained high pressure nozzle head enclosed units with a forced water spray of 2000 to 5000 psi, maintained a minimum water temperature of 180 degrees Fahrenheit for all hot water cleaning/pressure washing. During each power washing cycle, the contractor will remove a minimum of 50% grease, oil stains, grit, gum and other from the surface of the sidewalks. The areas to be power washed are from a foot out from the curb to the store front. All water pools left after cleaning must be removed. POWERWASHING LOCATIONS: See location map attached to this Scope of Work. Pressure washing from a foot out from the curb to the front of the businesses along the following: Elm Street Hickory Street Locust Street Oak Street SUBMISSION REQUIREMENTS: A three (3) page max narrative as to the firm’s interest, particular abilities and qualifications related to this project, including understanding of the City's needs and objectives, understanding of the nature and scope of the work involved, accessibility and responsiveness, including ability to meet the schedules and deadlines as outlined in this RFP, and familiarity with the City of Denton. Provide a detailed equipment list of the pieces of equipment you would use for this project with your proposal response.
