HomeMy WebLinkAboutStatement of Work-Relay Commissioning and Maintenance final1 RFQ 8901 - Protection Systems Commissioning and Maintenance Services Statement of Work A: INTRODUCTION: Denton Municipal Electric, a department of The City of Denton (City), a home-rule city of the State of Texas, is requesting qualifications from potential providers with demonstrated experience in providing testing, commissioning, installation, replacement, repair, emergency, and other related services for protection systems, equipment, and devices that are installed in Denton Municipal Electric and Texas Municipal Power Agency (TMPA) Denton area substations, switch stations, and interchanges. The testing and other services proposed are intended to properly test, verify operation, identify deficiencies, make corrections, assist with installation, perform repair, and generally provide any testing and consulting services requested by DME to commission, install, maintain, repair, identify problems, or otherwise support technical needs in a way that results in correct operation of all substation protection systems, equipment, and devices. The tests shall be in accordance with International Electric Testing Association (NETA) and/or client standards based on client’s request. Additionally, the companies will provide test reports/documentation as evidence of testing that satisfies compliance with NERC standards. The responses shall be submitted to the City of Denton in a sealed submission. The qualification responses shall be submitted to the City of Denton in a sealed submission. The awarded companies shall have the ability to accomplish all aspects of the requested services in the category(s) selected. DME desires to enter into a contract with each awarded company for a period of three (3) years with an option to renew for two (2) one (1) year extensions. B: EXPECTATIONS DURING AND AFTER CONCLUSION OF RFQ AWARD: The City wants to work with the successful provider(s) for seamless start-to-finish project completion. RFQ submissions and subsequent documentation will comply with all Federal, State, County and City laws, regulations, and licensing. The awarded providers will provide a competent and experienced contract administration liaison to work with the City and any selected consultant(s). Deliverables and specific project scopes will be determined in writing for each project awarded. To award projects, it is the intent of the City to issue a Request for Cost that defines the scope of work, project dates, project contacts, etc. The awarded providers through this RFQ will have the opportunity to respond to the Request for Cost request for individual projects as they arise. The City will select the provider with the lowest price and able to meet the City’s time schedule requirement as laid out in the Request for Cost Form. A Purchase Order will be sent to the selected provider that affirms the scope of work, project dates, project contacts, etc. C: RESPONSIBILITIES: PROVIDER: 2 The successful provider shall perform all necessary actions as defined by each awarded Task Order that results from this RFQ. Due to the uniqueness and variability of projects subject to this RFQ, Provider’s responsibilities, project scopes, schedules and budgets shall be negotiated and agreed upon in writing at the time services are required. CITY: Similar to the Provider’s responsibilities above, the City shall perform all necessary actions as defined by each Task Order as a result of this RFQ. The City will provide the following: • Protection System Drawings needed for the Project • Substation Site Access • 120/240VAC power in most cases. Provider might need to provide generator for certain scenarios D: PRICING: This contract is for an undefined scope of services and price will not be solicited. The City will select providers based on demonstrated competence and qualifications to perform the services described in this RFQ. Once the most qualified providers are selected, a contract(s) will be negotiated. The City envisions two providers will be under contract through this RFQ. Compensation will be negotiated per project assigned under the Contract. Payment will be made upon receipt and acceptance of deliverables as negotiated. After selecting the two most highly qualified Providers, the City will then attempt to negotiate with each Provider a contract. If a satisfactory contract cannot be negotiated with the one or more of the two most highly qualified Providers, the City shall formally end negotiations with the Provider(s), select the next most highly qualified Provider, and attempt to negotiate a contract with that Provider. This process shall continue until a contract is entered into, or until the City rejects all submittals and issues a new Request for Qualifications based on a new scope of work. The fees under the contract must be consistent with industry standard and may not exceed any maximum provided by law. The City will negotiate with the successful Providers any final changes to the contract and any exceptions identified in the Qualifications Documents. The City is not obligated to accept any exceptions made by Provider. After the negotiations, the City will prepare and issue the contract documents with the notice of award to each successful Provider. E: SCOPE OF WORK New Substation Commissioning: • Services to include but not limited to the following: o Perform protection and control and equipment testing based on NETA and/or client standards o Perform control wiring/cable terminations and correct wiring errors o Test voltage and current instrument transformers o Perform secondary voltage and current injection from field devices including new distribution switchgear buildings o Perform acceptance testing and functional testing of protective relays o Functionally test control circuitry to verify protection and control schemes operate as designed 3 o Verify all control wiring is correct per the design and associated drawings o Perform acceptance testing and adjustments of powerline carrier devices such as line tuners and line traps o Perform communication aided tripping tests of protective relays at local and remote ends to include but not limited too; differential relays, POTT and DCB schemes, breaker failure and transfer tripping o Install and test digital fault recorders o Replace protection and control devices as needed o Install firmware upgrades on protection and control devices including communication equipment Install protective relay settings o Perform acceptance testing of each new protective relay using RTS relay testing software o Work with DME substation personnel to develop switching plans to place new equipment into service o Take load measurements on equipment placed into service o Transformer Testing  Test transformers based on the current ANSI/NETA standards as required by DME o HV Circuit Breaker Testing - Test circuit breakers based on the current ANSI/NETA standards as required by DME o Compile detailed records and test reports to satisfy NERC requirements and provide to DME o Perform other services as directed by DME Substation Re-commissioning and Periodic Testing: • Services to include but not limited to the following: o Perform protection and control and equipment testing based on NETA and/or client standards o Perform control wiring/cable terminations and correct wiring errors o Test voltage and current instrument transformers o Perform secondary voltage and current injection from field devices o Perform maintenance testing and functional testing of protective relays o Functionally test control circuitry to verify protection and control schemes are operating correctly o Verify all control wiring is correct per the design and associated drawings o Perform acceptance testing and adjustments of powerline carrier devices such as line tuners and line traps o Perform communication aided tripping tests of protective relays at local and remote ends to include but not limited too; differential relays, POTT and DCB schemes, breaker failure and transfer tripping o Install and test digital fault recorders o Replace protection and control devices as needed o Install firmware upgrades on protection and control devices including communication equipment Install protective relay settings Perform acceptance testing of each new protective relay using RTS relay testing software o Work with DME substation personnel to develop switching plans to place new equipment into service o Take load measurements on equipment placed into service o Transformer Testing  Test transformers based on the current ANSI/NETA standards as required by DME o HV Circuit Breaker Testing - Test circuit breakers based on the current ANSI/NETA standards as required by DME 4 o Compile detailed records and test reports to satisfy NERC requirements and provide to DME o Perform other services as directed by DME Operational-Commissioning Review: • Provide services to include but not limited to: o Review schematic diagrams o Review protection and control schemes o Review relay settings pertaining to new and existing DME substations o Provide a list of identified issues to DME NERC Compliance: • Provide services to assist DME with North American Electric Reliability Corporation protection and control reliability standard PRC-005, PRC-006, and others. The standards include the following requirements but are not limited too; o Relay testing/reports o DC functional testing/reports o Instrument transformer testing/reports o Transformer sudden pressure relay testing/reports Protection System Retrofit: • Provide services to include but not limited to: o Protection and control design assistance o General consultation on protection and control systems o General troubleshooting and testing assistance o Relay, breaker, transformer retrofit installation o Retrofit functional testing o General periodic relay testing o Wiring and cable terminations Emergency Services: • Provide emergency services to assist DME with protection and control related issues and substation apparatus equipment. The services are to include but are not limited to: o Protective relays o Communication processors o Powerline carrier o Protection and control wiring o Batteries o Transformers o Breakers o Motor operated air switches F: EVALUATION CRITERIA The City will select the most highly qualified Providers responding to the request, based upon demonstrated competence and the submission. The City desires two providers will be under contract through this RFQ. The Qualifications will be evaluated by qualitative measures and will be weighted as follows: 5 • Quality, Reputation, and Ability to Complete Similar Projects on Schedule and Within Budget (40 Points): Points will be awarded based on the Offeror’s experience relevant to this Project, the reputation of the Offeror in performance of similar past projects, and overall reputation and experience of the Offeror. The City may contact references provided by the Offeror, as well as any other additional references, as may be necessary to verify the qualifications, experience, and reputation of the Offeror. • Misoperations Caused (35 Points): Points will be awarded on the Offerer’s history of Misoperations caused by errors during testing or errors found after energization. • Safety Record (25 Points): The Owner will award points based on evaluation of the safety documentation provided by the Offeror as required in the Submittal Requirements Paragraph. Safety documentation for the Offeror and Subcontractors will be evaluated and considered in awarding points for this item. G: PROPOSAL SUBMISSION REQUIREMENTS Offeror shall include the following items in their proposal: • Resumes: Provide resumes of all relay technicians that will be performing work within a substation. • Misoperations: Provide a listing of Misoperations caused by relay technicians within the last 3 years. • Safety record: The Offeror shall provide responses and any supporting documentation necessary for the Owner to evaluate the safety record for the Offeror and proposed Subcontractors. The response shall include, but may not be limited to the following: 1.1.1.1. Documentation of any complaints to, or final orders entered by, the Occupational Safety and Health Review Commission (OSHRC) against the Offeror or a proposed Subcontractor for violation(s) of OSHA regulations within the last five (5) years. 1.1.1.2. Documentation of any citations received by the Offeror or a proposed Subcontractor from any federal, state, or local environmental protection enforcement agency. 1.1.1.3. Provide records showing Total Recordable Incident Rate (TRIR) for each year for the last five (5) years for the Offeror and each proposed Subcontractor. 1.1.1.4. Provide records documenting the Experience Modification Rate (EMR) for the last five (5) years for the Offeror and each proposed Subcontractor. 1.1.1.5. List any fatalities in the safety history for the last ten (10) years for the Offeror and each proposed Subcontractor.
