SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Xylem Vue Inc. through the Sourcewell
Cooperative Purchasing Network Contract No. 091724, for the Water Utility Monitoring and Analytics
Project for the Water Utilities Department; authorizing the expenditure of funds therefor; and providing an
effective date (File 8931 – awarded to Xylem Vue Inc., in the five (5) year not-to-exceed amount of
$6,496,090.00). The Public Utilities Board recommends approval (4 - 0).

INFORMATION/BACKGROUND
The proposed cooperative purchasing agreement with Xylem Vue, Inc., represents a significant
advancement in managing the City of Denton’s water and wastewater systems by implementing advanced
real-time monitoring and data analytics. Xylem uses flow monitors, rain gauges, and other devices to deliver
real-time data, enabling engineers and operators to view data on customizable screens. This data is crucial
for confirming the water and wastewater model. The technology provides critical insights needed to monitor
system performance and ensure regulatory compliance. By detecting issues like inflow and infiltration
(I&I), evaluating system capacity, and identifying peak flows and blockages, the real-time system greatly
enhances operational efficiency. These capabilities allow utilities to promptly address existing problems
and anticipate future challenges, resulting in smoother, more efficient operations.
This project is essential for supporting the City’s Capital Improvement Plan (CIP) by providing vital data
for infrastructure development and long-term planning. With accurate, continuous monitoring of metrics
such as flow rates and capacity utilization, the city can better identify infrastructure needs and prioritize
repairs or upgrades. This data-driven approach ensures decisions are based on precise assessments,
optimizing resource allocation for maximum efficiency. Additionally, the precise data aids in compliance
reporting, improves emergency response through real-time detection of sudden changes, and supports
modeling and simulations for development and emergency preparedness—all contributing to strategic
municipal management.

Pricing obtained through Sourcewell Cooperative Purchasing Network has been competitively bid and
meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 28, 2020, City Council approved the interlocal agreement with Sourcewell (Ordinance 20-197).
On April 13, 2026, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Xylem Vue Inc., for the Water Utility Monitoring and Analytics Project for the Water
Utilities Department, in a five (5) year not-to-exceed amount of $6,496,090.00.

SUSTAINABILITY MEASURES
This agreement supports the implementation of a data analytics system with real-time monitoring to
enhance system performance and facilitate ongoing growth in the water and wastewater utility system. Data
will identify trends, forecast demand, and guide infrastructure investments for future development. Real-
time data will also detect issues such as blockages or failures, enabling quick responses and reducing health
and environmental risks.
ESTIMATED SCHEDULE OF PROJECT
This is a five (5) year contract.
FISCAL INFORMATION
The year one (1) initial equipment and platform of this project will be funded from allocated bonds from
the Capital Improvement Program, account 640531545. Requisition #173216 has been entered into the
Purchasing software system for $2,043,390. The remaining funding for fiscal years 2027-2031 will be
allocated within the Wastewater Operations and Maintenance budget.
