HomeMy WebLinkAboutExhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: April 21, 2026 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Martinez Architects, LP, for the architectural design services of Fire Station #10 for the Capital Projects Department as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8376- 004 – Professional Services Agreement for architectural design services awarded to Martinez Architects, LP, in the not-to-exceed amount of $785,000.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Support Healthy and Safe Communities. INFORMATION/BACKGROUND Since October 1, 2018, the City has operated under an Interlocal Cooperation Agreement with Denton County Emergency Services District No. 1 to provide fire and emergency medical services to the area in and around Robson Ranch. This agreement is scheduled to expire on September 30, 2028, after which the City will assume responsibility for providing these services directly. At the February 3, 2026 City Council meeting, direction was given to proceed with the design for Fire Station No. 10. To ensure continued and reliable service delivery to this growing area, the City is planning the construction of Fire Station No. 10. The station, to be designed under this contract, will be located within the Landmark development west of I‑35W and north of Robson Ranch Road. Once completed, Fire Station No. 10 will enhance emergency response capabilities for several key service areas, including but not limited to Robson Ranch, Country Lakes, and the Landmark development. The current estimated cost of construction for Fire Station No. 10 is $10,000,000. The Capital Projects Department is utilizing the approved RFQ 8376 Pre-Qualified List for Professional Architectural Design Services specializing in Fire Stations. The five pre-qualified firms include: Martinez Architects, Brown Reynolds Watford Architects, Komatsu Architecture, Parkhill, Smith & Cooper, and Brandstetter Carroll. Statement of qualifications of the pre-qualified firms for the Fire Stations category were re-evaluated based on criteria including overall experience and qualification of the firm, past performance and relevant experience on similar projects, and availability and experience of the proposed staff members. Based upon this evaluation, Martinez Architects ranked highest for its substantial experience regarding fire station structures, current ongoing projects in Texas, and available staff to complete the City Hall 215 E. Additionally, Martinez Architects has provided design and construction phase services for many projects similar in size and cost to Fire Station No. 10 Request for Qualifications for state certified engineers for professional architectural services for various capital infrastructure-related projects within the City of Denton for the Capital Projects Department was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of professional service firms on May 21, 2024 (Ordinance 24-953). PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On May 21, 2024, City Council approved RFQ 8376 for firms for professional architectural services for various vertical capital infrastructure-related projects within the City of Denton for the Capital Projects Department (Ordinance 24-953). RECOMMENDATION Award a contract to Martinez Architects, LP, for the architectural design services of Fire Station #10 for the Capital Projects Department, in a not-to-exceed amount of $785,000. PRINCIPAL PLACE OF BUSINESS Martinez Architects, LP Houston, TX ESTIMATED SCHEDULE OF PROJECT This design project will be started upon approval, with an estimated completion date of March 1, 2027. FISCAL INFORMATION These services will be funded from City Facilities Projects – C.O. account 100499409.1360.20100. Requisition #174899 has been entered into the Purchasing software system in the amount of $610,000. The budgeted amount for this item is $785,000. The remaining amount of $175,000 will be added to the PO once additional funding is received in October 2026.
