Geotechnical Engineering Services
Statement of Work
The City of Denton (City) is requesting sealed qualification submissions to establish a pre‐
qualified list of firms with demonstrated experience in providing professional services for
Materials Testing, Special Inspection & Geotechnical Engineering for both horizontal and
vertical capital projects. The City intends to award an unspecified number of contracts
over the next two years with the option for a third year before re‐advertising another RFQ
for these services.
To be found eligible for one or more categories of service, a candidate’s qualifications must
score highly enough compared to other candidates to warrant their inclusion by the City in
the pre‐qualified list of firms resulting from this Request for Qualifications (RFQ).
The City will use this pre‐qualified list to award future contract(s), if the need for these services
should arise. If so, each pre‐qualified firm will be re‐evaluated based on separate selection
criteria tailored to be relevant to the needs of the project at hand. The most qualified firm for
that project will then be identified using those criteria.
A. CORE SUBMITTAL INFORMATION REQUEST – 20 Pages Maximum
All pages within the qualification submittal document count towards the page limit, including
cover page, back page, cover letter, dividers/tabs, table of contents. Licenses and certifications
can be provided as an appendix or a separate response attachment and will not go towards
the page limit.
• Overview of the Firm
1. Provide a brief overview of your firm, including years in business, number of
offices and staff, and significant projects completed in that time.
2. Identify the location of the office your firm proposes to provide these services
from, and number of staff (by position) in that office.
3. Identify the municipal clients in Texas your firm has provided materials testing,
special inspections and geotechnical engineering services to; and years that
municipality has used your firm’s services. Include at least 5 references with at
least 2 being municipal. Please include contact information for each.
• Qualifications of the Team
1. Provide the resumes, including current certifications with expiration dates for the
team members your firm proposes to provide services to the City, and an
organizational chart showing their relationships.
2. Include the Registered Professional Engineer (and their Texas Registration #) who
will be overseeing the work, and at least two Engineering Technicians (or similar
title) that will be observing the work in the field.
3. Provide the resume of the individual(s) who will be managing the operations of
testing laboratory for these services.
4. Each resume should include, at a minimum, the years of industry experience; years
with the present firm; and key educational and other unique qualifications.
• Quality and Information Management
1. Provide a brief narrative of how this team will ensure the quality of materials testing
services is provided at the highest level. This does not have to be extensive but should
include descriptions of the quality control and quality assurance process used inside
your firm to maintain materials testing quality standards.
2. Explain how test results, reports and other deliverables are stored, managed, and
distributed to the project teams your firm works with. Pay special attention to how
failed test results are tracked through the correction and verification process, and any
unique tracking systems used for this process.
• Available Services
1. An Excel spreadsheet with a list of common materials testing, special inspection and
geotechnical engineering services has been provided as Attachment 1 – Services
Available with this RFQ. Please let the City team know which of these services your
firm does (and does not) provide, along with any comments.
2. Please provide a list of testing equipment that will be used and how calibration
schedules and documentation are tracked. City reserves the right to request
calibration results at any time.
3. A section has been provided at the end for your firm to add any other services you
believe the City may find useful but are not with the list of services provided.
B. EVALUATION PROCEDURES
Step One – Initial Prequalification List
The City will evaluate the submissions in accordance with the selection criteria shown below
and will rank the firms on the basis of their respective submittals. Firms with a score of 80
and above that meet and follow all the requirements as outlined in this specification will be
placed on the prequalification list for these services. The City reserves the right to consider
information obtained in addition to the data submitted in response to this RFQ.
• Overview of the Firm – (FACTOR 25%)
• Qualifications of the Team – (FACTOR 40%)
• Quality and Information Management – (FACTOR 25%)
• Available Services – (FACTOR 10%)
The total possible score of the submissions shall be scored and weighted as indicated
above. Based on the outcome of the computations performed, each submission will be
assigned a raw score. The assigned weight will then be applied to these scores to
calculate an overall score for each submission for completion of the final scoring
process.
Step Two – Project Specific Qualifications
Projects may be initiated from time to time and the need for specific services identified. Firms
prequalified through this process will be re‐evaluated to provide services for the new
project. Evaluations will be done using the information provided by each candidate during
this RFQ. In addition, and at the sole discretion of the City as it deems in its best interests,
additional information for evaluation may also be requested from candidate(s) during any
project‐specific selection process, when the need to do so is identified by the City. All
information received from the candidates will be evaluated for the new project in Step Two
using the criteria below (not to be confused with the criteria used in Step One above):
• Qualifications of Proposed Team for Project – (FACTOR 70%)
o Project‐specific proposed team & organizational chart
o Proposed project‐specific Registered Professional Engineer
o Project‐specific Engineering Technicians (or similar title)
o Relevant projects & similar assignments by this proposed team
• Available Services – (FACTOR 20%)
o Services available compared to specific project’s needs
• Quality and Information Management – (FACTOR 10%)
o Project‐specific quality control and quality assurance process
o Project‐specific information management & failed results tracking
The City reserves the right to interview one or more candidates as part of Step Two, and
prior to making its final selection.
Project Specific Contract
The City will proceed to negotiate a contract with the highest ranked firm. The City may elect
to conduct oral sessions, request clarifications, and presentations concerning the project
approach and ability to meet the City’s requirements as part of the negotiating process.
Provided the City cannot successfully contract with the highest ranked firm, the City shall
formally, and in writing, end all negotiations with that firm and the City may elect to
proceed to negotiate with the next firm in the order of the selection ranking until a contract
is reached or negotiations with all ranked firms end, in accordance with Texas State Law.
Project Specific Contract Award Recommendation
A written recommendation will be presented to the appropriate approving authority for the
City (e.g. the City Manager, City Council, etc.) requesting authorization to proceed with
contract execution for the proposed services.
If approved, the contract for services shall commence upon the issuance of a Notice to
Proceed or Purchase Order by the City of Denton and shall automatically expire upon
completion of the services or receipt of the materials, and acceptance by the City of Denton.
