HomeMy WebLinkAboutExhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: May 19, 2026 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Kimley-Horn and Associates, Inc., for professional engineering services relating to the Woodrow Multimodal Improvements Project for the Capital Projects Department as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8377-017 – Professional Services Agreement for engineering services awarded to Kimley-Horn and Associates, Inc., in the not-to-exceed amount of $408,500.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND The City of Denton received funding from the Denton County Transportation Authority (DCTA) in 2024 through the Transportation Reinvestment Program (TRiP) grant cycle. The grant was submitted to provide funding for planning, design, and construction of continuous multimodal improvements along Woodrow Lane between East McKinney Street and the A-Train Rail Crossing near Spencer Road, also known as the “Woodrow Lane Multimodal Improvements Project”. This approved project was executed by DCTA on March 26, 2025, in the not-to-exceed amount of $850,000. On December 3, 2025, a traffic analysis was completed by Kimley-Horn and Associates, Inc., providing existing and projected traffic volumes and the feasibility of future pedestrian facilities. Based on these findings, Kimley-Horn provided a Professional Services Agreement for project design in the amount of $408,500. This project will install a pedestrian trail along the east side of South Woodrow Lane between the Denton Katy Trail and East McKinney Street. The Traffic Engineering and Capital Projects Departments are utilizing the approved RFQ 8377 Pre- Qualified List for Professional Engineering Services specializing in Transportation Services. The seven (7) pre-qualified firms for the project included: Kimley-Horn and Associates, Inc., CONSOR Engineers, LLC, Halff Associates, Inc., Westwood Professional Services, Teague Nall and Perkins, Inc., HDR Engineering, Inc., and Olsson, Inc. Statement of qualification of the pre-qualified firms for the Transportation Services category were re-evaluated based on criteria including overall experience and qualification of the firm, past performance and relevant experience on similar projects, and availability and experience of the proposed staff members. Based upon this evaluation, Kimley-Horn and Associates, Inc. ranked highest due to the City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com quality of work demonstrated by their experienced professionals on previous sidewalk and trail projects within the City. Their selection also ensures project continuity, as Kimley-Horn and Associates, Inc., completed the initial feasibility study. Request for Qualifications for architectural firms for professional engineering services for various vertical capital infrastructure-related projects within the City of Denton for the Capital Projects Department was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of professional service firms on February 20, 2024 (Ordinance 24-276). PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On February 20, 2024, City Council approved RFQ 8377 for state-certified engineers for professional engineering services for various capital infrastructure-related projects within the City of Denton for the Capital Improvements Department (Ordinance 24-276). RECOMMENDATION Award a contract with Kimley-Horn and Associates, Inc., for professional engineering services relating to the Woodrow Multimodal Improvements Project for the Capital Projects Department, in a not-to-exceed amount of $408,500. ESTIMATED SCHEDULE OF PROJECT Estimated design completion is Q2 of 2027. FISCAL INFORMATION These services will be funded from Transportation Services account 360244446 and is reimbursable through the Denton County Transportation Authority Reinvestment Program. Requisition #174947 has been entered into the Purchasing software system in the amount of $408,500. The budgeted amount for this item is $408,500.
