HomeMy WebLinkAboutScope of Work - Transportation Engineering Services1 of 5 City of Denton RFQ #8962 Work Statement Professional Transportation Planning and Engineering Services The city is seeking Professional Transportation Planning and Engineering Services. The City intends to award qualified respondent(s) on the list, and to have the ability to award an unspecified number of contracts per work category over the next three years before re- advertising another RFQ for these services. A: INTRODUCTION The City of Denton (City), a home-rule city of the State of Texas, is requesting submissions to select at least one firm per category with demonstrated experience in providing professional services for project delivery AND consulting services to provide staffing support for the Transportation Services Department. Firms may submit on “any and all” of the individual categories of work relating to design, project management, and construction phase assistance of City public works infrastructure, as described in this document. The responses shall be submitted to the City of Denton in a sealed submission. The awarded firm(s) shall have the ability to accomplish all aspects of the services requested. B: SCOPE OF WORK Description of Work The City of Denton is seeking to pre-qualify at least one respondent per category for 2 years, with the option to renew for a third year. Interested firms may be qualified for one or more of the following work categories: Major work categories: 1. Transportation Services 2. Traffic Engineering Studies 3. Intelligent Transportation Systems (ITS) and Control Systems 4. Transportation Illumination 1. Basic Services for the Transportation Services Category include (but are not limited to) • Transportation Planning • Transportation Engineering and Design • Bicycle and Pedestrian Facility Planning and Development • Road Safety, Vision Zero, and Safe Systems Approach and Design • Complete Street Studies and Implementation • American With Disabilities Act (ADA) Planning Studies, Design, and Compliance • Smart Mobility Studies and Transition • Travel Demand Modeling and Transport Simulations • Advanced Air Mobility Planning and Design • Transportation Impact Fee Studies 2 of 5 • Project and Program Management • Comprehensive Plans • Mobility Plans and Thoroughfare studies • Roadway Impact Fee studies • Active Transportation Planning • Advanced Air Mobility studies and Aviation Planning • Specialized Transportation Grant Applications • Environmental Impact Assessment for Federal and State studies • Engineering Design and Environmental Compliance • Program Management and Project Controls • Federal and State Grant Application Assistance 2. Basic Services for the Traffic Engineering Study category include (but are not limited to) • Traffic Counts and Traffic Flow Characteristics Data Collections • Traffic Signal and Controls Design and Signage • Intersection Analysis • Traffic Signal Warrants • Traffic Calming Studies and Design • Traffic Impact Studies • Roadway-Rail Grade Crossings & Quiet Zones • Capacity and Level of Service Analysis • Pavement Markings • Roundabout Design 3. Basic Services for the ITS and Control Systems category include (but are not limited to): • ITS Master Plans and Asset Scans • System performance and cost analysis • System hardware/software design • Communication system design • Development of management plans, supervision of system installation, and operation • System testing and debugging • Preparation of system documentation • Training of operations personnel 4. Basic Services for the Transportation Illumination category include (but are not limited to): • Design and preparation of plans for street lighting • Coordination of power point of service, conduct, and wiring • Street light poles and foundation location 3 of 5 C: EXPECTATIONS OF CITY DURING AND AFTER CONCLUSION OF RFQ AWARD The City wants to establish a pre-qualified eligibility list of Professional Transportation Engineering firm(s) who have demonstrated competence and qualifications to perform the work required for the awarded category as outlined in this document. To be placed on the eligibility list for one or more categories, engineering firm(s) must be able to meet our expectations as outlined in this solicitation, including services listed in the Scope of Work-Section B, and meet minimum score requirements as outlined in the Scope of Work- Section. The city wants to work with the successful firm(s) for seamless start-to-finish project completion. RFQ submissions and subsequent documentation will comply with all Federal, State, County, and City laws, regulations, and licensing. The successful firm(s) will provide competent and experienced contract administration liaison to work with the City and any selected contractor(s). Deliverable and specific project scopes will be determined in writing for each project awarded under this PREQUALIFIED LIST RFQ. To award work, the city intends to re-evaluate each firm’s Statement of Qualifications and experience for each new project. Firms on the eligibility list will be reevaluated based on selection criteria relevant to each project. Selection criteria after award may include the firm’s qualifications and experience as they relate to the specific project, availability, expertise, workload, and any other relevant factors. The city intends to use the information provided during the pre-qualification process to reevaluate for award. D: OBJECTIVES To provide qualified Professional Transportation Engineering Services to meet the needs of the City of Denton’s Capital Improvements Plan. The established pre-qualified list of eligible engineering firms does not guarantee the use of these specific engineering firms; the City reserves the right to select and use individual engineers under an indefinite-quantity contract, as stated in the solicitation and contract, with no guaranteed work. The number of projected individual contracts and total value over the next two to three years is unknown. As work becomes available, firms will be reviewed and scored for each project. Selected prequalified firms will be evaluated each time work (i.e., new project) is solicited. Firms will be evaluated each time using the pre-qualified firms for each pre-approved category, and their information will be provided during this RFQ. At the City's sole discretion, we may request additional information during the selection process. E: PROFESSIONAL SERVICES REQUESTED • All engineering services will be performed under the direct supervision of a Registered Professional Engineer licensed to practice in the State of Texas. The Engineer will seal all. • Documents requiring the seal of a Professional Engineer. The services will meet or exceed the minimum standards of practice established by the Texas Board of Professional Engineers. • The State of Texas must register interested firms to provide services in the State. All fees 4 of 5 and taxes are the responsibility of the offeror. • With each submittal, include copies of current licenses or certifications of the lead Engineer and any other firm employee who will be signing and/or sealing official documents. The firm shall not substitute for or replace the lead engineer or any other primary staff member involved in this contract without the City of Denton's written acceptance. F: FIRM RESPONSIBILITIES The successful firm(s) shall perform all necessary actions as defined by each awarded contract that results from this RFQ. Due to the uniqueness and variability of projects subject to this RFQ, the Firm’s responsibilities, project scopes, schedules, and budgets shall be negotiated and agreed upon in writing at the time services are required. G: CITY RESPONSIBILITIES Similar to the Firm’s responsibilities above, the City shall perform all necessary actions as defined by each awarded contract because of this RFQ. Due to the uniqueness and variability of projects subject to this RFQ, the City’s responsibilities shall be negotiated and agreed upon in writing at the time services are required. H: PRICING Pricing will not be a factor in evaluating and awarding this RFQ. “Any and all” pricing references will apply if selected and once a specific project is awarded. Fees for each contract shall be negotiated on a cost-plus-expenses basis. Payment will be made within 30 days of receipt of the Firm’s monthly invoice, in accordance with the Firm’s rate schedule attached to each contract resulting from this RFQ. Any travel will be reimbursed at cost ONLY after receipts are received, verified, and approved. Travel reimbursement would apply only if the Engineer is traveling outside a 75-mile radius of the City of Denton and must use the gsa.gov website for mileage reimbursement. Travel outside the 75-mile radius must be approved in advance by the city. I: SUMMARY OF QUALIFICATIONS Interested firms must submit a summary of the firm’s qualifications as outlined in this section and throughout the scope of work. Each firm(s) must possess a State of Texas Registration as a minimum requirement (copy required with submission). Firms will be limited to a maximum of 20 pages total per submission. Submissions should be tailored to each specific work category being submitted on. Please include at a minimum the following: • A maximum two (2) page narrative as to the firm’s interests, abilities, and qualifications. Include the location of the local office with the majority of experience in engineering services for a governmental entity on local, state, or federally funded projects. • Demonstration of ability to deliver engineering reports within a specific timeline. • Submit details of past 3-5 similar projects per category completed within the last five (5) years, with a focus of projects completed in DFW. Documentation should include the following for each project submitted: 5 of 5 • Project name • Owner Name, Contact Name, Phone number, and Email Address • Project time and actual completion time • Project Detailed Summary with an emphasis on design • Team members and roles • Challenges & Solutions • Provide Resumes of Available, Proposed, Experienced Key Personnel who will be assigned to the City of Denton projects. Please include at a minimum the following: • Description of the individuals directly responsible for servicing the City, including their qualifications and length of service in their current positions. • Relevant experience in the work categories, specifically within the last five (5) years. Identify if projects were completed with current firm or previous firm. J: SELECTION CRITERIA All firm(s) will be evaluated and scored as outlined in the evaluation procedures of this solicitation. Firms with a score of 80 and above that meet and follow all the requirements as outlined in this specification will be placed on the eligibility list for the qualified categories. All firm(s) will be evaluated using the criteria below: a) Overall Experience and Qualification of the Firm (30) b) Past Performance and experience on projects of this magnitude and complexity (30) c) Proposed Staff and team Members (experience and availability) (20) d) Local office presence/understanding and Knowledge of DFW regions (10) e) Ability to meet schedule (10) The total possible score for the submissions shall be calculated and weighed as indicated above. Based on the computations, each submission will be assigned a raw score. The assigned weight will then be applied to these scores to calculate an overall score for each submission, completing the final scoring process. K: AFTER AWARD - Project Specific Qualifications and Evaluations: As projects may be initiated from time to time, and the need for specific services identified, firms prequalified through this process to provide those services will be evaluated for the new project. The evaluation will be done using the information provided by each candidate during this RFQ. In addition, and at the sole discretion of the City as it deems in its best interests, additional information for reevaluation may also be requested from candidate(s) during any project- specific selection process, when the need to do so is identified by the City.
