SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under RFP 8989 for the maintenance, repair, and rental of heavy-
duty John Deere construction equipment for the Fleet Services Department; and providing an effective date
(RFP 8989). The Public Utilities Board recommends approval (5 - 0).
INFORMATION/BACKGROUND
Fleet Services previously retained an approved cooperative purchasing agreement with John Deere for the
acquisition of heavy-duty construction equipment (City Ordinance 20-1834; Cooperative Contract No. 597-
19). At the time the cooperative was retained, it did not include the repair, service, or parts support required
to maintain the City’s equipment. Because these service components are essential to operational readiness,
the cooperative agreement remained limited to equipment purchases and could not meet the City’s full
support needs.
To address this service gap, Fleet Services issued a Request for Proposal (RFP) to obtain the necessary
repair, maintenance, and parts coverage. During the evaluation of the RFP responses, the existing
cooperative contract was subsequently amended by the cooperative administrator to include repair and parts
support for John Deere equipment. With these amendments in place, the cooperative contract now provides
the full lifecycle support required for the City’s assets.
Given that the amended cooperative agreement now meets the City’s operational and procurement
requirements, Fleet Services recommends rejecting the RFP and proceeding under the existing cooperative
contract. This approach ensures continuity of service, maintains a single accountable vendor for equipment
and support, and aligns with the City’s current use of other cooperative agreements.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 8, 2026, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
