HomeMy WebLinkAboutExhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: June 16, 2026 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Freese and Nichols, Inc., for design services for the D26 Denton A-Train Rail Trail Extension (aka Mayhill-DCTA Trail Extension) for the Capital Projects Department as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8377-020 – Professional Services Agreement for design services awarded to Freese and Nichols, Inc., in the not-to-exceed amount of $249,660.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND The former Mayhill Road at-grade vehicular crossing at the Denton County Transit Authority (DCTA) rail line was permanently closed to traffic following the completion of the Mayhill Road/Bridge over the DCTA corridor. The City and DCTA agreed there would be similar safety, operational, and maintenance benefits to closing the at-grade pedestrian trail crossing and extending the Denton A-Train Rail Trail on the east side of DCTA to the MedPark station. The approximately 1,350-ft (0.25-mile) extension will require a pedestrian bridge through a flood zone and a possible drainage study. It will also require the acquisition of easements from up to two properties. A 270-foot sidewalk gap will also be completed, connecting Mayhill/Colorado to the A-Train Rail Trail. On November 12, 2020, the DCTA Board of Directors approved the Transportation Reinvestment Program Policy (TRiP) to provide financial assistance to DCTA member cities for transit-supportive projects consistent with DCTA’s Long-Range Service Plan and Goals. On January 23, 2025, a Call for Projects was released for the DCTA TRiP FY 2025 Funding Availability. The City of Denton submitted the D26 Denton A-Train Rail Trail Extension (aka Mayhill-DCTA Trail Extension) for funding reimbursement consideration. On July 24, 2025, the DCTA Board of Directors determined that Denton’s application for the Project met the established criteria for funding. On January 1, 2026, Denton County executed the Reimbursement Agreement for $2,500,000 for the D26 Denton A-Train Rail Trail Extension project. City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com The Capital Projects Department is utilizing the approved RFQ 8377 Pre-Qualified List for Professional Engineering Services specializing in Roadways/Sidewalks/Bike Lanes/Intersections/Bridges. The nine pre- qualified firms for the project included: Kimley-Horn and Associates, Inc., Halff Associates, Inc., Teague Nall and Perkins, Inc., Burns & McDonnell, Freese and Nichols, Inc., Westwood Professional Services, HDR Engineering, Inc., Binkley & Barfield, Inc., and CONSOR Engineers, LLC. The statements of qualification of the pre-qualified firms for the Roadways/Sidewalks/Bike Lanes/Intersections/Bridges category were re-evaluated based on criteria including overall experience and qualifications of the firm, past performance and relevant experience on similar projects, and the availability and experience of the proposed staff members. Based on this evaluation, Freese and Nichols, Inc., ranked highest for its more than 40 years of design leadership, unmatched familiarity with the corridor, and proven track record of developing scenarios for this project area. In addition, the team brings deep expertise in drainage, floodplain management, and pedestrian facility design, supported by over a decade of hands‑on experience with this specific roadway. Request for Qualifications for professional engineering services for various capital infrastructure-related projects within the City of Denton for the Capital Projects Department was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of professional service firms on February 20, 2024 (Ordinance 24-276). PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On February 20, 2024, City Council approved RFQ 8377 for state-certified engineers for professional engineering services for various capital infrastructure-related projects within the City of Denton for the Capital Improvement Projects Department (Ordinance 24-276). RECOMMENDATION Award a contract with Freese and Nichols, Inc., for design services for the D26 Denton A-Train Rail Trail Extension (aka Mayhill-DCTA Trail Extension) for the Capital Projects Department, in a not-to-exceed amount of $249,660. PRINCIPAL PLACE OF BUSINESS Freese and Nichols, Inc. Fort Worth, TX ESTIMATED SCHEDULE OF PROJECT This project’s design completion date is estimated to be March 2027. FISCAL INFORMATION These services will be funded from the DCTA CIP Funding account 360262446.1360.21100. Requisition #175407 has been entered into the Purchasing software system for $249,660. The budgeted amount for this item is $249,660.
