Home My WebLink About8951 Scope of Work Page 1 of 5 Technical Specifications RFP 8951-Traffic Signal Hardware, Pedestrian Heads, and Crossing Systems A. PURPOSE The City of Denton provides information that will allow prospective suppliers to prepare submissions to supply Traffic Signal Hardware, Pedestrian Heads, and Crossing Systems. The products will be received and distributed through a centralized distribution center located at 901B Texas Street, Denton, TX 76209. Orders will be placed as needed over the contract term. B. SUBMISSIONS Submissions shall be provided using IONWAVE, with supporting documentation as required. Additional information clarifying the supplier’s product may be attached to their submission. Pricing shall include all costs to deliver goods as specified in this specification. All shipping will be F.O.B Destination. Any special fees or commissions, and all freight for delivery to the City of Denton Warehouse and unloading costs must be included in the quoted price. Item pricing shall be mutually exclusive; thus, the City of Denton reserves the right to choose the best valued item from different vendors. C. QUALITY CONTROL The manufacturer shall be responsible for the quality control of the manufacturing processes to ensure that all requirements of these specifications are met. However, the City reserves the right to observe, to inspect and to require additional quality control investigations, either by its personnel or an independently employed quality control investigator, at any or all stages of fabrication at the manufacturer’s facilities. Failure to adequately maintain fabrication and quality of fabrication until completion shall be grounds for cancellation of the order or any part thereof. Field failure or field repairs required due to quality control failures or manufacturing procedures shall be the responsibility of the manufacturer. D. WRITTEN WARRANTY and GUARANTEES Written guarantees shall include any limitations as to the nature of failure or time limitations. The guarantee shall begin upon receipt of the accepted units, not on the date of manufacture. Guarantees shall indicate whether it is made on a full replacement basis or a prorated basis and if prorated then what are the terms. Manufacturer/supplier guarantees that the goods furnished under this specification are of high quality and agrees to replace any goods found to be defective during inspection, installation, or service for a minimum period of 12 months after unit is delivered to Denton. All replacements by the manufacturer/supplier shall be free of charge F.O.B. at the same delivery point called for in the original order. Replacements must be handled in a professional and timely manner and in no case shall a replacement unit take longer than 60 days to arrive in Denton after first being submitted for replacement. Respondent guarantees that all products quoted and furnished under this agreement will be accepted at any normally used United States approved repair and warranty shop should one be available for the manufacturer’s product quoted. The City of Denton will not accept a Page 2 of 5 manufacturer’s product that was rejected or substandard and then sold to a broker for either resale or scrap that would not be fully warranted by the original manufacturer. The respondent must be an approved distributor by the manufacturer of these products and is authorized to sell the products to the City of Denton. The respondent also guarantees that the City will be represented by the Manufacturer, should an issue arise, and that all manufacturer’s warranties will be in effect for the life of the contract. E. SPECIAL DELIVERY REQUIREMENTS Delivery of goods shall be made within four (4) weeks of receipt of order, unless otherwise specified in the proposal. Deliveries shall be made between 8:00 AM -3:00 PM Monday through Friday, excluding holidays. This location does have a forklift and dock available for offloading. Unit price includes delivery charges. F. ACCEPTABLE MANUFACTURERS The City will only accept submissions from specific manufacturers as listed in the pricing detail list. No substitutes are accepted for line items marked as ONLY. SPECIFICATIONS SIGNAL HEADS 12” (Bid Items 1-3) Material: Ultraviolet-stabilized black polycarbonate resin (having a minimum thickness of .100 inches) and all stainless-steel hardware with clasp wing nut assemblies for door closures. Wire Openings: Accommodates three ¾” diameter cables between sections. Terminal Block: 3 sections, 5 or 6-points 5 sections, (2) 5 or 6-points Signal Alignment: Integral 72-tooth serrated locking ring, adjustable in 5 steps Overall Dimensions: 12” (300mm) section 13.25” W x 13.44” H x 6.44” D (337mm x 341 mm x 164mm) Weight: 300mm/section 5.13 lbs. (2.3 kg) Warranty: One year against manufacturing defects in materials and workmanship from date of installation. Page 3 of 5 SIGNAL BACKPLATES AND TUNNEL VISORS FOR 12” HEADS (Bid Items 1-3) Material: ALUMINUM BACKPLATES (Bid Items 1-3) POLY TUNNEL VISORS (Bid Items 1-3) The backplate shall be aluminum, louvered, flat black on both sides, and of a one-piece design. All surfaces shall be flat and straight without blisters, scratches, buckling, or warping. It shall be designed to fit each manufacturer’s signal and be contoured to the signal head to eliminate gaps between the backplate and the signal housing and to allow for attachment to the signal head. It shall provide a minimum 5” border beyond all sides, top and bottom of the signal and shall have a 3” corner radius. The finished backplate shall be predrilled and louvered to fit the signal head configuration for which it is designed. Fabrication: The tunnel visor shall be a one-piece design and fully connected as a ring on the tab mounting side. All surfaces shall be flat and straight without blisters, buckling or warping. It shall be designed to fit each manufacturer’s signal properly without distortion and gaps when it is mounted. The color shall be black unless otherwise specified and shall be consistent throughout the entire piece without varying shades or tones. Page 4 of 5 Hardware: Each backplate shall be provided with all necessary bolts, nuts and washers, or screws and washers, for assembling the backplate and attaching to the signal head. All hardware shall be stainless. When mounted on bosses provided on the signal head, self-tapping screws shall be provided along with applicable washers, #10x5/8” screw and #8x3/4” fender washer typical. When mounting by drilling through the signal body, the proper quantity of the following shall be provided: #8-32 x ¾. Pan head screw, 5/8” x 1” elongated washer, #8-32 Hex, locknut with nylon insert. Each tunnel visor shall be secured to the signal with a wide pan head machine screw that in length exceeds the thickness of the visor’s mounting tab by a minimum of 1/8”. Certification: Upon delivery, successful bidder may be required to supply documentation certifying that material supplied under this contract meets or exceed specification requirements as stated above. Signal Accommodations: Each backplate and tunnel visor shall be designed to properly fit specific signal manufacture’s signal heads as specified in the bid proposal. PEDESTRIAN SIGNAL HEADS (Bid Items 4&5) Certification: All Pedestrian signal heads must seal a 16”x18” type lens, TXDOT approved and meets or exceeds ITE specifications. Warranty: One year against manufacturing defects in materials and workmanship from date of installation.
