HomeMy WebLinkAboutExhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: July 21, 2026 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, rejecting any and all competitive proposals under RFP 9050 for electric substations transformer oil and breaker SF6 testing for Denton Municipal Electric; and providing an effective date (RFP 9050). The Public Utilities Board recommends approval (6 - 0). INFORMATION/BACKGROUND The City of Denton solicited proposals for transformer oil and breaker SF6 testing for 42 transformers and 160 transmission breakers located across 23 substations in and around the city. The current solicitation combined two (2) distinct service areas; testing and maintenance into a single scope of work. During the evaluation process, it became clear that the bundled structure limited competition and did not yield proposals that fully met the operational and technical needs of the department. By splitting the scope into two (2) independent solicitations, the department can refine the specifications for each service, improve clarity, and encourage more competitive and specialized responses. For these reasons, the department recommends rejecting all current bids and proceeding with a revised approach that separates testing services from maintenance services into two distinct solicitations. In accordance with the Local Government Code 252.043, the City Council may reject any and all bids. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On July 13, 2026, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. RECOMMENDATION Staff recommends rejection of all proposals for electric substations transformer oil and breaker SF6 testing for Denton Municipal Electric.
