McKinney Street Denton, Texas www.cityofdenton.com AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Christine Taylor DATE: August 4, 2026 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, rejecting any and all competitive proposals under RFP 9015 for School Crossing Guard Program Services for the Transportation Services Department, and providing an effective date (RFP 9015). INFORMATION/BACKGROUND The City of Denton is dedicated to enhancing public safety and pedestrian mobility, particularly for children and students attending elementary schools in the City of Denton. To fulfill this commitment, Transportation Services requested proposals from qualified vendors for a comprehensive School Crossing Guard Program. This initiative aims to provide safe passage across busy intersections, ensuring children can travel confidently to and from school. The program would cover 13 elementary schools, utilizing a team of 35 trained crossing guards. Vendors interested in this proposal demonstrated experience in managing municipal crossing guard programs. On February 23, 2026, the solicitation request went online to receive applications. Procurement received three (3) bids. The best and final offer was returned by the lowest bidder in the amount of $423,897.25, which exceeds the budget for this program. The City of Denton currently allocates approximately $336,000 annually towards the crossing guard program, including the staffing and supervision related to the program, so it’s more cost-efficient to keep this program in-house. In accordance with the Local Government Code 252.043, the City Council may reject any and all bids. RECOMMENDATION Staff recommends rejection of all proposals for the School Crossing Guard Program Services.
