HomeMy WebLinkAboutScope of Work - Final CPScope of Work RFP #9011 SCADA Maintenance and Service SPECIFICATIONS General Instructions The City of Denton is accepting sealed bids for SCADA Maintenance and Services. The term of the contract will be three years, with option to extend up to two additional years. Responding firms shall have an office in the North Texas region and have at least 10 years of experience in water utility SCADA development and maintenance. The purpose of this contract is to establish agreed prices between the Contractor, and the City of Denton. The successful bidder will be considered by the City of Denton as duly obligated to perform work to the completion of this agreement and will function as an independent contractor. At the completion of each job performance, a record of time and materials used (with copy on invoices), showing starting and ending times, shall be signed by a City representative on all work performed. Job performance must reflect professional workmanship and a reasonable number of hours charged for jobs/projects of a similar nature and complexity. Work assignments must be authorized by the Water Production Electrical Manager or his/her designee. Contractor services must be available during nights, weekends, and holidays. All work shall be considered routine work and performed on straight time. Overtime and after-hours work is considered anytime outside of the regular M-F, 7am- 5pm scope. Any overtime of after-hours work needs to be authorized by the Electrical Manager, or his/her designee. All work deemed an emergency must be responded to by the contractor being on-site, or enroute within one (1) hour of making contact with the contracted on-call supervisor or responding technician. Contractor shall submit their material mark-up percentage. This percentage will be applicable for all parts and materials required to complete a project or facilitate a repair. Any parts requested by the Superintendent or his designee shall be ordered and received by the contractor and billed monthly. Submit the percent mark-up along with proof of the original purchase price for repair parts as part of the invoice. The percent mark-up shall be limited to the percentage submitted on the pricing sheet of the contract. ANY invoices submitted to the City for repair parts MUST be accompanied by receipts displaying the ACTUAL COST for verification of the percent mark-up. The City reserves the right to purchase any major repair parts outside this contract at the city’s discretion. The awarded contractor shall be fully responsible for the safety of his workers and shall provide the minimum described safety equipment as required by Occupational Safety and Health Administration (OSHA). It is the responsibility of the Contractor to become familiar with the provisions of regulations published by OSHA in the Federal Register; to perform all the responsibilities thereunder, and to indemnify and save harmless the City of Denton from any penalties resulting from the contractor’s failure to so perform. Upon award, a Certificate of Insurance compliant with provided requirements, must be submitted to the Purchasing Office and approved before services may commence. The Certificate of Insurance must remain effective throughout the term of the contract. This agreement may be terminated by the City at its option upon thirty (30) days notice in writing, if the service to be furnished does not comply with the above detailed specifications, or if the servicing of this agreement does not conform to the requirements detailed herein. SCADA MAINTENANCE AND SERVICES. These services include the maintenance and upgrade of control system architecture that includes computers, network data communications and graphical user interfaces for high-level process and supervisory management using peripheral devices with programmable logic controllers and discrete PID. These services include the programming of logic controllers and integration of 4-20 milliamp signalization; RTU communication programming; and other communication equipment with the City of Denton’s SCADA GE I-FIX, Wonderware or VT SCADA (Trihedral) systems. Services will be provided on an as needed basis, as directed by and authorized by the Division Electrical Manager, or his/her designee. 1. Non-Emergency - services shall be to provide, to maintain and correct problems, and repair instrumentation as requested. These services shall be scheduled on an as needed basis, and performed at the Electrical Managers, or his/her designee’s direction: Cost per hour, Monday through Friday, 7:00 a.m. – 5:00 p.m. 2. Non-Emergency After Hours - general instrumentation services shall be to provide, to maintain and correct problems, and repair instrumentation as requested. These services shall be scheduled on an Non-emergency after hours basis and performed at the Electrical Manager or his/her designee’s direction: Cost per hour, non-scheduled after hours, weekends, holidays. 3. Emergency – Given that Water Utilities are an on-going 24/7/365 basis, emergency response services are required at all times. When the situation arises to need additional support in lieu of City of Denton staff, the contracted services will need to supplement support by having a 24/7 on-call staff available. All emergency services will be performed and approved by the Electrical Manager, or his/her designee. a. Emergency on-call support issues will first be addressed and diagnosed by City of Denton staff. If at this time it is needed to call upon contracted services for help, the Electrical Manager will touch base with the contracted on-call supervisor in order to get technicians properly dispatched. ‘ • Time begins when the Contractor reaches the job site and begins work. No separate payment shall be made for mileage or travel time; this cost is to be included in the cost of service in the price per man-hour. Proposal Requirements Vendor proposals shall include the following information: 1. Firm Overview and Personnel - Written narrative as to the firm’s interest, particular abilities and qualifications related to this project. Please include at a minimum the following: a. Total years in business b. Office locations and the location of your office where the majority of the work on the project will be performed and the approximate number of employees in that office. c. Written description of your on-call process. d. Resumes of key personnel to be assigned to this project with an organizational chart. Provide experience and key contributing factors to their team. (i.e. Name, Job Title, Role and responsibility, total number of years with current firm, licenses and certifications.) 2. Past Experience - Demonstrate experience in delivering water utility SCADA development and maintenance. Please include at a minimum the following: a. Description of previous experience with the City of Denton. b. Submit a list of SCADA system installations in the state of Texas of similar size and complexity to the City of Denton’s Water Production system. c. Submit details of four (4) similar projects completed within the last ten (10) years. Include the following items for each project submitted: i. Project name ii. Project owner, contact name, phone number, and email address iii. Project timeline iv. Detailed project description 3. Questionnaire – Provide answers to the following questions: a. What SCADA software have you implemented? b. What experience do you have with Proficy Historian software? c. What experience do you have with Hach WIMS software? d. Define your experience as it relates only to Water and Wastewater Utilities? (Plant type, capacity, SCADA system, PLCs, etc e. What is your specific experience with Scadapak, Scadapak32, Modicon (M340 and M580), Allen Bradley (Controllogix, PLC 5 and SLC500 software), and Entivity Think N Do software? f. Describe your experience with: i. PLC Programming ii. Visual Basic Scripting/Programming iii. Microsift SQL DB iv. Network switching devices for SCADA (Red Lion, Hirshman) v. SCADA Communications Protocols (MBE, OPC, IGS, etc) Evaluation Procedures Selection of a firm(s) to provide the aforementioned materials and services shall be in accordance with the City of Denton – Purchasing policies and procedures. The City of Denton shall open all submissions and evaluate each respondent in accordance to the criteria below: 1. The City of Denton will evaluate the submission in accordance with the selection criteria and will rank the firms on the basis of the submittals. The City of Denton reserves the right to consider information obtained in addition to the data submitted in response. The selection criterion is listed below: • Organization and Staffing (Factor: 25%) The vendor shall include an organizational chart (Max. 1 page) and overview of key team members that will be assigned to handle the services required by the City of Denton. Vendors should provide experience and key contributing factors to their team. I.E. Name, Job Title, Role and responsibility, total number of years with current firm, licenses and certifications. • Indicators of Probable Performance under contract (Factor: 30%) Indicators of probable performance under the contract to include: past vendor performance, financial resources and ability to perform, experience or demonstrated capability and responsibility, references, and the vendors ability to provide reliable maintenance agreements and support. • Compliance with specifications, quality, reliability, characteristics to meet stated or implied needs (FACTOR: 20%) Compliance with the stated specification(s) coupled with the quality and reliability of the goods and services such as fitness for use that meets or exceeds Owner's expectations and the characteristics of the product or service that bear on its ability to meet the stated/implied needs. • Price, Total Cost of Ownership (Factor: 25%) The price of items, to include total cost of ownership, such as installation costs, life cycle costs, and warranty provisions.
