AGENDA INFORMATION SHEET
DEPARTMENT: Procurement
ACM: Christine Taylor
DATE: September 15, 2026
SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Kimley-Horn &
Associates, Inc., for the Highway Safety Improvement Program design of traffic signals at the intersection
of US 380 at Ruddell Street and Eagle at Welch Street for the Traffic Engineering Department as set forth
in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8962-
002 – Professional Services Agreement for design services awarded to Kimley-Horn & Associates, Inc., in
the not-to-exceed amount of $164,000.00).
STRATEGIC ALIGNMENT
This action supports Key Focus Area: Enhance Infrastructure and Mobility.
INFORMATION/BACKGROUND
The City of Denton, in coordination with the Texas Department of Transportation (TxDOT), selected the
project after traffic engineering staff identified the intersections as strong candidates for traffic-signal
infrastructure upgrades and new installations based on their historical safety performance.
The proposed cost includes the survey, signal design, reconstruction of the intersection, and signal
construction coordination for two (2) existing intersections. The City of Denton Transportation Services
Department has fully funded the design component of the project, and the construction part will be fully
funded by TxDOT.
The Traffic Engineering Department is utilizing the approved RFQ 8962 Pre-Qualified List for
Transportation Engineering Services specializing in Transportation Engineering. The fifteen pre-qualified
firms for the project included: Kimley-Horn and Associates, Inc., HDR Engineering, Inc., LJA engineering,
Inc., WSP USA, Quiddity Engineering, LLC, Olsson, Inc., Westwood Professional Services, Kittelson &
Associates, Feese and Nichols, Inc., Halff Associates, Inc., Lee Engineering, HNTB Corporation, IEA, Inc.,
Lamb-Star Engineering, and Burns & McDonnell Engineering, Statement of qualification of the pre-
qualified firms for the Transportation Engineering category were re-evaluated based on criteria including
overall experience and qualification of the firm, past performance and relevant experience on similar
projects, availability and experience of the proposed staff members. Based upon this evaluation, Kimley-
Horn and Associates, Inc.(KHA) ranked highest and was determined to be the most qualified firm because
its submittal provided the strongest combination of technical expertise, project familiarity, and ability to
coordinate the work efficiently with the agency and other stakeholders. The firm demonstrated an

understanding of HSIP requirements, including the need for eligible safety improvements, cost-
effectiveness, and timely project development, which are essential to successful delivery of federally funded
safety projects. KHA’s qualifications, experience with similar work, and proposed method of service
delivery made it the best value and the most suitable selection for this project.
Request for Qualifications for traffic and transportation related services for the Traffic Department was
solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of
professional service firms on June 2, 2026 (Ordinance 26-0821).
