SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with BuzzClan, LLC, as the primary vendor, WorkNow
LLC dba NoHat Staffing, as the secondary vendor, and LC Personnel, Inc. dba Labor Finders, as the tertiary
vendor for temporary labor services to be used by various City of Denton departments for the Purchasing
Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 9048 –

Inc. dba Labor Finders, tertiary, for one (1) year, with the option for four (4) additional one (1) year

INFORMATION/BACKGROUND
This RFP is for temporary employment services to various operations throughout the City limits, including
but not limited to parks services, water and wastewater utilities, street construction and repair services,
electric utility services, and landfill operations on an as-needed basis. City departments utilize temporary
labor on an as-needed basis for seasonal or project-based tasks that do not require a full-time position.
Utilizing a staffing firm allows for general labor tasks to be completed faster since the assigned employees
are not City of Denton employees and therefore not required to follow the same onboarding process. The
contract requires a staffing firm to provide temporary labor services with the ability to perform general
maintenance tasks such as yard care and other tasks as assigned. Solid Waste uses temporary labor services
to pick up litter and debris around the landfill, stream cleaning and washing trucks and equipment, and
picking up and unloading solid waste on residential routes. Parks use temporary labor services for trash
cleanup after large events and grounds maintenance on an as-needed basis. In fiscal year 2024, the City
spent $61,140 on temporary labor services; in fiscal year 2025, the City spent $63,361; and, to date in fiscal
year 2026, the City has spent $40,843.
