STRATEGIC ALIGNMENT This action supports Key Focus Area: Support Healthy and Safe Communities. INFORMATION/BACKGROUND LeadsOnline has been utilized by the Police Department since 2005. The provider maintains a confidential database accessible electronically exclusively by Law Enforcement Agencies for the sole purpose of identifying stolen merchandise and persons suspected of buying and/or selling such goods. The system automates the process of uploading the data and integrates with the cases stored in the Police Record Management System, Athena. This integration eliminates the need for a manual search of information or physically traveling to a pawn/secondhand store to search properties. NightHawk is a cell phone mapping and analysis system that provides additional capabilities for criminal investigations. It integrates suspects’ digital activity (e.g., calls, texts, social media) with law enforcement data (e.g., ankle monitors, license plate readers, gunshot detectors) into unified visuals. NightHawk automatically generates visual link charts to reveal connections between suspects, places, and events via powerful relationship mapping. This saves a tremendous amount of time for investigators, as well as provides timely case leads. By being able to develop evidence more quickly, it will allow for quicker follow- up and identify/preserve evidence that otherwise may perish due to its time-sensitive nature. The system also has other uses and applications beyond the collection of evidence in criminal cases, which includes uses in fugitive apprehension and missing persons. LeadsOnline LeadSuite and NightHawk System is designed specifically for criminal investigations, which is the exclusive proprietary property and is protected under the United States Copyright Act (17 U.S.C.), as City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com well as by all applicable state and international copyright laws, and by the Lanham Act (15 U.S.C. §§1051- 1141n).
