The Public Utilities Board recommends approval (5 - 0). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND At the Lake Lewisville Water Treatment Plant (LLWTP), ongoing operational issues are limiting the plant’s ability to effectively dewater residual solids removed during treatment. On April 15, 2025, City Council approved a contract with Carollo Engineers to complete preliminary and final design services, as well as engineering support during construction, for improvements to the solids handling system. The authorized scope includes evaluating the existing system, separating backwash and sedimentation flow streams, designing a sludge holding tank, and recommending process improvements. As part of this scope, the design of a sludge holding tank will improve solids consistency and provide critical storage capacity once the existing lagoon is decommissioned. Carollo’s evaluation identified significant dewatering challenges within the plant’s sole gravity thickener, which is the first stage of the dewatering process. The thickener becomes overloaded during high-flow conditions, reducing treatment efficiency and causing solids with excess water to wash over the weir and into the lagoon. Addressing this solids carryover is necessary for successful lagoon decommissioning and future land repurposing. This amendment expands the detailed design services to include the design of a second gravity thickener to resolve capacity limitations and improve overall system reliability. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On March 5, 2024, City Council approved RFQ 8213 for a prequalified list of firms for engineering services City Hall 215 E.
