The Public Utilities Board recommends approval (5 - 0). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND The Baker Offsite Sewer Project is a component of the 2024 Wastewater Master Plan. The project includes the installation of approximately 9,114 linear feet of sewer line along Masch Branch Road, extending from Hampton Road to Jim Crystal Road. This improvement supports efficient and sustainable wastewater management, protects public health and safety, and strengthens the City’s wastewater treatment and conveyance infrastructure to accommodate projected population growth over the next 25 years. Council authorized the construction contract with Black Rock Construction Inc. on May 19, 2026. The original project total of $2,719,616.55 included $129,505.55 for the Owners' Contingency, which is designated for the sole use of the City in the event of encountering unforeseeable conditions and at the City's discretion. During construction activities, bore quantities were shown not to match what the engineering plans show. Engineering plans called for boring of the Sanitary Sewer lateral to be done under Fisher 59. Quantities from engineering did not capture this additional 96 LF, along with the Casing needing to provide protection. During clearing activities, contractor crews disturbed an active creek within an Environmental Sensitive Area (ESA). After investigation of where the creek lies, plans show open-cut across the creek several more times in portions that actively hold water. After discussion of options, the best course would be to bore across the creek as opposed to open-cutting to minimize the impact to the ESA. City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com The purpose of Change Order No. 1 is to provide additional funding for planned boring under private property for the Fisher 59 property to install and tie in a sewer lateral line, unplanned bores and sewer line installation under active creek channels within a Floodplain Environmental Sensitive Area (ESA) and Riparian Buffer Environmental Sensitive Area (ESA), along with temporary creek crossing bridges to cross channels within the forested region. The total amount for this change order is $312,603.46, which will increase the project total to $3,032,220.01. The existing contingency allowance of $129,505.55 is not being utilized for this change order to be made available for any future unforeseen changes in the project. A contingency allowance is for the sole use of the City and will be subject to written authorization by the City’s Project Manager and Program Manager.
