INTRODUCTION
In accordance with the provisions of Texas Government Code, Chapters 2254 and 2269, Subchapter H, the City of Denton (the City) is requesting Statements of Qualification (SOQs) in order
to enable it to contract with an individual or business with considerable experience in providing the services of this Request for Qualifications (RFQ). The responses shall be submitted
to the City of Denton in a sealed submission.
The awarded individual or business shall possess a proven track record of using innovative approaches to providing services that represent the best value to their clients. The awarded
individual or business shall have the ability to accomplish all aspects of the requested services. The selected individual or firm should be able to provide innovative methods to deal
with municipal challenges, and cost effective solutions.
The contracted firm and all major subconsultants will not be allowed to participate in any Design-Build Team proposals for the projects for which the firm and its major subconsultants
provide services under this contract.
SERVICE DESCRIPTION AND PROJECT(S)
The City is seeking professional engineering services pursuant to Texas Government Code 2269, Section 2269.355 for the position of “Owner’s Engineer” to procure those professional services
customarily provided as its representative for the Design-Build procurement process and for the duration of the Design-Build work. These services will generally include performing
engineering and right-of-way surveying, preparing schematic plans and performance based specifications, providing review and approval of plans and shop drawing submittals, independent
inspection services, construction materials engineering and testing; and verification testing services including, but not limited to soil testing, asphalt testing and concrete testing,
and related Owner’s Engineer services, pursuant to Texas Government Code 2269, Section 2269.356.
The City is requesting SOQs for Design Criteria Consultant Services for the Design-Build procurement and construction processes for McKinney Street Widening Improvements, and associated
water and wastewater utility extensions and adjustments, between Woodrow Lane and Grissom Road, and possibly for Hickory Creek Road Widening Improvements, between Riverpass Drive and
Teasley Lane; and Hickory Creek Road Widening Improvements, between Teasley Lane and FM 2499. The Design Criteria Consultant shall perform the consulting services identified herein
for the development of the Design Criteria Package for the Project(s). The Design Criteria Package will provide performance-based specifications to permit Design-Builders to prepare
proposals for the project(s). Consulting services identified herein shall also include administrative services related to the Project(s). The City requires the successful proposer’s
team for this RFQ to have demonstrated successful experience in performing the requested Design Criteria Services and the Support Services for similar projects in Texas, preferably
for both Owners and Design-Build Teams.
The City of Denton has determined the Design-Build procurement process to be the best method of delivery for the McKinney Street Widening Improvements Project. The Project generally
