The scope of work shall be finalized upon the selection of the Firm. The respondent’s submission
shall have accurately described your understanding of the objectives and scope of the requested
products and services and provided an outline of your process to implement the requirements of the
Scope of Work and Services.
A manufacturer’s and/or supplier’s proposed submittal(s) to the City, as a result of a request by
the City, for the manufacture and/or supplying of a traffic control signal pole system and/or any
component thereof shall provide to the City, at a minimum:
1. A cost of each traffic control signal pole system and/or component(s) as requested by the City.
Said cost shall include but not be limited to all appurtenance(s) and/or ancillary item(s)
necessary for the proper installation and function of said system(s) and/or component(s).
2. Sealed engineering “shop” drawings of each said system(s) and/or component(s) and its’
appurtenance(s) and/or ancillary item(s) necessary for the proper installation and function of
said system(s) and/or component(s) in accordance with the provision(s)/requirement(s) as
provided herein and/or the City’s applicable TS series schematic(s).
3. Sealed engineering structural calculation(s) for each said system(s) and/or component(s) and its’
appurtenance(s) and/or ancillary item(s) necessary for the proper installation and function of said
system(s) and/or component(s) in accordance with the provision(s)/requirement(s) as provided
herein and/or the City’s applicable TS series schematic(s). At a minimum, maximum loads and
stresses shall be determined for the most critical wind direction. The pole shall be analyzed in
accordance with AASHTO 2013/2015 Chapter 11 fatigue design. AASHTO fatigue category 1
and truck induced wind gusts shall be used to analyze the pole. Shaft dimensions shall be equivalent
in strength for the loads shown on the City of Denton’s schematics and/or standard details.
4. A written listing shall be provided to the City of each page of the City’s TS series schematic(s)
page(s), applicable to said system(s) and/or component(s) requested by the City, with an
indication of acceptance thereof or exception(s) to each. If an exception is taken to any item,
then each item(s) on each page of said schematic, for which an exception is being taken, shall
be so noted/listed and shall include, but not be limited to: a detailed explanation (in wording
understandable to an average person with little or no traffic signal pole background) for each
exception which, shall be provided to and for the City’s review and acceptance.
5. For any exception taken not related to a provision(s)/requirement(s) as provided herein and/or
an applicable City TS series schematic(s) for the applicable said system(s) and/or
components(s) requested by the City, as may be implied and/or referenced thereof by said City
document(s), a written listing shall be provided to the City of said exception(s) including, but
not limited to: a detailing of the source(s)/ reference(s) information and; a detailed explanation
(in wording understandable to an average person with little or no traffic signal pole
background) for each exception which, shall be provided to and for the City’s review and
acceptance.

AASHTO
Unless specifically indicated as being otherwise, all references to AASHTO shall be for 2013/2015
AASHTO, Standard Specifications for Structural Supports for Highway Signs, Luminaires, and
Traffic Signals
TxDOT POLE SPECIFICATIONS: RFP line items 1-33, 51-83
All specifications for TxDOT signal pole(s), their mast-arm(s), luminaire arm(s) and/or ILSN
arm(s), and their related hardware shall conform to the specific requirements as noted immediately
below unless in direct conflict with TxDOT 1996/1999/2012 or most current, as applicable,
specifications in which case said TxDOT specifications shall control. Specific requirements are
as follows:
Vertical pole(s) and mast-arm(s) shall be round or near round.
Mast-arms shall be rigid mounted to the vertical pole and not have tenons or couplings.
Luminaire-arms shall be a nominal 8 feet long and clamp type with simplex fittings.
ILSN arms shall be a nominal 9 feet long and clamp type.
All vertical poles shall be built to support all associated static and moment loads for the maximum
mast-arm length allowed for each TxDOT foundation type specified.
All mast-arm butt plates, mast-arm vertical pole butt plates, associated bolt types and bolt patterns
shall be the same as per the requirements of item #5
The center hole for both the butt plates as well as the vertical pole’s said butt plate’s connection
are to be aligned and the maximum diameter allowed.
All poles shall be rated as being designed for either TxDOT’s 80MPH or 100MPH wind load
requirements as requested in the City’s “RFP Proposal Form”.
CITY POLE SPECIFICATIONS: RFP line items 34-50, 84-100
General:
A Traffic Signal Pole System shall consist of tapered vertical poles, tapered traffic signal mast-
arm(s) (if required), luminaire arm(s) (if required), illuminated street name sign arm(s) (if
required), base plate, base plate/anchor bolt cover(s), anchor bolts with 2-nuts per anchor bolt, butt
plate(s), flange, hand-holes, caps, as well as all the applicable appurtenances and ancillary items
noted per the attached City of Denton’s TS series schematics and standard detail sheets as they
relate to the traffic pole system. Where the City of Denton’s specifications and/or standard details
are void, manufacturing shall meet all the design requirements of AASHTO and/or the Texas
Department of Transportation (TxDOT) “Traffic signal support structures”, as may apply. Where
conflicts exist between the following specifications, the design requirements of AASHTO standard
specifications for structural supports and/or the Texas Department of Transportation (TxDOT)
“Traffic signal support structures”, and/or the attached City of Denton’s schematics and/or
standard details, the manufacturer shall contact the City of Denton Traffic Engineer for
clarification prior to continuing.

The pole manufacturer shall be AISC certified to manufacture the poles and attach acceptable
evidence to that effect to the City upon submittal of any drawings and/or calculations to the City
for review and approval. All drawings and calculations submitted to the City for review and
approval shall be stamped by a Professional Engineer registered in the state of Texas.
Tapered Vertical Pole
The mast-arm/luminaire vertical pole shall:
Be fabricated from coil or plate conforming to ASTM A595 Grade A with a minimum
yield strength of 55 ksi or ASTM A572 with a minimum yield strength of 55 ksi;
Be round/near-round in cross-section and have a constant linear taper of 0.14 in/ft.;
Contain no circumferential welded butt splices;
Have no more than two longitudinal welds permitted in the fabrication;
Be manufactured in accordance with the City of Denton’s schematics (TS series) and
shipped in one piece;
Have a minimum diameter hole (behind the mast-arm vertical pole butt plate) equal to or
greater than the mast-arm vertical pole butt plate’s wiring hole and centered on said wiring
hole. The minimum wall thickness shall be seven (7) gauge;
At the mast-arm connection, the diameter/thickness ratio (D/t) shall not exceed 52 for A595
Grade A tubes or 66 for A572 tubes;
Have reinforced hand-holes, in size and location per the City of Denton’s standard detail
sheet. All hand-holes shall be supplied with a cover and vandal resistant attachment
hardware;
Be provided with a zinc die cast end cap secured in place with a minimum of three (3)
stainless steel setscrews. The end cap’s inside/outside (as applies) diameter shall be
sufficiently close to the applicable inside/outside (as applies) diameter of the pole it is to
attach to (so as to be easily installed and removed), but the applicable diameters shall not
exceed greater than ¼ inch difference;
Shall be hot dip galvanized or powder coated as directed by the City of Denton.
Laminated tubes are not permitted.
The mast-arm vertical pole butt plate shall:
Be welded to the mast-arm vertical pole and supported with side plates that are tangent to
the shaft and gusset plates on both top and bottom;
Have a deburred wiring hole with rounded edges and holes for the high strength bolts and
in accordance with the latest version of the City of Denton schematic TS series.

Mast Arm (if required)
The mast-arm shall:
Be fabricated from coil or plate conforming to ASTM A595 Grade A with a minimum
yield strength of 55 ksi or ASTM A572 with a minimum yield strength of 55 ksi,
Be round in cross section and have a constant linear taper of 0.14 in/ft.
Have a minimum wall thickness of 0.50 for the 1st section and 0.25 inches for the 2nd
section.
Be no more than one longitudinal welds permitted in the fabrication of the arm.
Be hot dip galvanized or powder coated as directed by the City of Denton.
A perpendicular mast-arm butt plate shall be attached to the mast-arm using a full-penetration weld
with a backup ring. The plate shall have holes for high strength tensile bolts, which shall match
the holes in the mounting plate on the vertical pole in accordance with the City of Denton’s
schematic TS series.
High strength A325 bolts with lock washers and flat washers shall be provided to secure the mast-
arm to the mast-arm vertical pole.
Each mast-arm shall be provided with a zinc die cast end cap secured in place with a minimum of
three (3) stainless steel setscrews. The end cap’s inside/outside (as applies) diameter shall be
sufficiently close to the applicable outside/inside (as applies) diameter of the pole it is to attach to
(so as to be easily installed and removed), but the applicable diameters shall not exceed greater
than ¼ inch difference.
Circumferential welded tube butt splices and laminated tubes are not permitted.
Luminaire Arm (if required)
Single Tapered Member Luminaire Arms shall be a minimum 6 inch outside diameter for the
15’arm, and a minimum 7 inch outside diameter for the 25’ arm, standard ASTM A595 Grade A
pipe (non-tapered) with minimum yield strength of 55 ksi. The luminaire arm shall be either at 15’
or 25’ standard horizontal length, measured from the inside face of the pole unless specifically
noted on the design plans, and have a rise from the centerline of the arm connection in accordance
with the information provided on the City of Denton’s schematics and/or standard detail sheets.
The arms shall be attached to the luminaire vertical pole with a standard fixed plate connection.
Luminaire Arms shall be hot dip galvanized or powder coated as directed by the City of Denton.

Illuminated Street Name Arm (if required)
Single Member Style illuminated street name arms shall be 2.5 inch diameter schedule 40, standard
ASTM A500 Grade B pipe (non-tapered) or equivalent with minimum yield strength of 36 ksi.
The illuminated street name arms shall be 8’ standard horizontal length, measured from the inside
face of the pole unless specifically noted on the design plans, and without a rise. The arms shall
be able to be attached above the mast-arm with a standard clamp connection. Arms shall be hot
dip galvanized or powder coated as directed by the City of Denton.
Base Plate
The base plate shall conform to ASTM A36 with minimum yield strength of 36 ksi. The plate shall
be integrally welded to the mast-arm vertical pole using a full-penetration weld using a backup
ring. The base and the welds shall be such as to develop the full strength of the adjacent section.
The base shall be provided with four (4) concentric slotted holes to receive the anchor-bolts for
the specified bolt circle per the City of Denton’s requirements. The base plate shall be hot dip
galvanized or powder coated as directed by the City of Denton.
Anchor Bolts for vertical pole’s foundation
Anchor bolt sets shall conform to the TxDOT “Traffic Signal Pole Foundation” drawing #TS-FD-
12 or its most current replacement and include both upper and lower steel templates.
Anchor bolts shall conform to the requirements of AASHTO M314 or ASTM F1554 Grade 55
with minimum yield strength of 55 ksi. The upper 12" of the bolts shall be hot dip galvanized
per ASTM A153. Each anchor bolt shall be supplied with two hex nuts, one lock washer and
two flat washers, all with galvanized finish. Each anchor bolt’s treading shall properly accept
the hex nut along the entire threaded portion or be retapped prior to shipping. The strength of the
nuts shall equal or exceed the proof load of the bolts. The template, anchor bolts, nuts and
washers shall be fully pre-assembled prior to shipping and delivered, without cross-threading,
accordingly.
Mounting Bolts for all other assemblies of the Traffic Signal Pole System
Mounting bolts shall be manufactured in accordance with the industrial standard A325 and meet
minimum TxDOT requirements.

Base Plate/Anchor Bolt Cover
The base plate/anchor bolt cover shall be constructed in accordance with the City of Denton’s
standard detail sheet. The covers shall be hot dip galvanized or powder coated as directed by the
City of Denton.
Welding
All welds shall be performed at the manufacturer’s place of business by AWS certified welders.
All welds shall conform to the latest AWSD1.1 requirements or its industrial replacement.
Coatings
Surface Preparation
All items to be galvanized shall be properly cleaned in accordance with industrial standards and
all burrs removed prior to galvanization.
Prior to being incorporated into an assembled product, steel plates 0.75” or more in thickness shall
be blast cleaned when required to remove rolled-in mill scale, impurities and non-metallic foreign
materials. After assembly, all weld flux shall be mechanically removed. The iron or steel product
shall be degreased by immersion in an agitated 4.5%-6% concentrated caustic solution elevated to
a temperature ranging from 150 to 190 degrees Fahrenheit. It shall then be pickled by immersion
in a heated sulfuric acid solution of 6%-13% concentration, with a controlled temperature between
150-190 degrees Fahrenheit. It shall then be rinsed clean from any residual effects of the caustic
or acid solutions by immersion in a circulating fresh water bath. Final preparation shall be
accomplished by immersion in a concentrated zinc ammonium chloride flux solution heated to 130
degrees Fahrenheit. The solution’s acidity content shall be maintained between 4.5-5.0 pH. The
assembly shall be air dried to remove any moisture remaining in the flux coat and/or trapped within
the product.
Surface Condition for Delivery
The condition of each coated item shall be clean, without damage to or oxidation of the coating
and uniform in visual continuity throughout, upon delivery to and for acceptance by the City. In
addition, all items ordered for and to be installed at a given intersection shall be uniform in visual
continuity upon delivery to and for acceptance by the City.

Zinc Coating
The product shall be hot-dip galvanized to the requirements of either ASTM A123 (fabricated
products) or ASTM A153 (hardware items) by immersion in a molten bath of prime western grade
zinc maintained between 810-850 degrees Fahrenheit. The entire product shall be totally immersed
with no part of it protruding out of the zinc bath. This is to limit the risk of trapped contaminates
containing chlorides and reduce the risk of bare spots (bare spots can occur when flux on the steel
surface is burned away by heat of the first dip). Double dipping is a common practice but not
recommended. Maximum aluminum content of the bath shall be 0.01%. Flux ash shall be skimmed
from the bath surface prior to immersion and extraction of the product to assure a debris-free zinc
coating.
For the written acceptance of delivery of a galvanized item by the City, any kind of galvanization
of any item (in part or in whole) not done by immersion in a molten bath of prime western grade
zinc per ASTM A123 or ASTM A153, shall be by hot applied technique(s) acceptable to and
approved by the City prior to the application. Cold galvanization methods for coating repairs are
not acceptable to the City.
-OR-
Powder Coating
The manufacturer will provided the City of Denton with a recommendation of a minimum of two
appropriate application techniques of powder coating that are appropriate for the type and style of
the manufacturer’s production, with a pro and con comparison of one to the other for the City’s
consideration and approval in writing. Said recommendations shall be provided with the required
calculations.
Span Wire
All strain poles shall conform/comply with current TxDOT specifications for the intended
application and as noted in the City’ “RFP Proposal Form” or as noted specifically otherwise in
writing and shall meet or exceed the requirements as contained herein and as may apply (and/or
TxDOT’s equivalent) and as approved by the City.
Quality Control
When the coating of an item is required, the pole manufacturer shall ensure a quality coating
system is applied prior to the shipping of said item to the City of Denton and irrespective of
whether or not the coating facilities is owned and/or operated by the pole manufacturer.

Packaging
Prior to and for shipment and delivery:
Galvanized coated products shall be protected in a manner typical for industry standards
and acceptable to the City, so as to be delivered without damage or blemish.
Powder coated products shall be wrapped in such a manner that the coating will not be
damaged or blemished. Larger poles shall be cradled in a 1.0” rubberized foam base.
Delivery
Delivery hours are from 8AM to 2PM, Monday through Friday during a normal City work-
day.
Traffic Operations 940 349-8462 shall be notified of any delivery, a minimum of 48 hours
prior to delivery and only during a normal City work-day.
Any breach of any of these delivery requirements will not constitute the City to render
aid/help in any manner to/for the successful delivery of any item and could constitute
rejection of any or all of the items that are to be delivered.
Warranty
A minimum of a one-year warranty for materials and workmanship must be supplied with the
products.
Rejection of shipment
In the event that the item/product/material does not meet or exceed all of these requirements, the
delivery may not be accepted and the material will be returned to the manufacturer at no cost to
the City.

Omissions/Conflicts
If the manufacturer determines that there is an omission and/or Conflict, per these requirements,
for the proper manufacture of any of the above noted items:
If minor; said item(s) shall be processed in accordance with the most recent and
applicable TxDOT standard/requirement. Said items shall be listed in such a manner as
to be easily read and understood as to the type of omission/conflict along with the
recommended applicable TxDOT standard/requirement and provided to the City of
Denton for review and approval upon submittal of the required calculations.
If substantive; the manufacturer will provide the City of Denton with a listing of said
item(s) in such a manner as to be easily read and understood as to the type of
deletion/omission and a recommendation that would be within an acceptable tolerance for
TxDOT’s approval and provided to the City of Denton for review and approval upon
submittal of the required calculations.
Final Statement
In addition to the items noted here, all applicable City TS series schematics shall apply.
