Attention of all Prospective Respondents/Plan Holders is directed to the following modifications
to the referenced Project Manual/Specifications and Drawings. This Addendum forms a part of,
and shall be attached to the Project Manual/Specifications, and modifies the original Request
for Proposals dated March 9, 2017 as noted below:
I. CHANGES TO EXHIBIT 1 – PRICING SHEET
A. Item 4 has been revised. Excavation quantity to subgrade elevations has been revised. Refer to Item III. A below. A revised Pricing Sheet is included with this Addendum. Payment for Item
4 shall be on actual excavation quantity, as determined by the pre-construction and liner
confirmation survey data.
II. CHANGES TO TECHNICAL SPECIFICATIONS
A. Specification Section 02824 – Litter Fence
1. Section 1.1 – Revised section to read as follows:
Provide labor, equipment, and materials necessary to install and complete the litter fence specified herein and as shown on drawings, approximately 600 LF x 25 feet high.
B. Specification Section 02760 -Geotextile Materials 1. Table 02760 A – Geotextile Filter Fabric Properties – Revised to read the Fabric Weight as 8
oz/sy.
III. CHANGES TO DRAWINGS
A. Sheet C-002
1. A revised Sheet C-002 is issued. The plan is revised to include 10 feet wide ditch. A revised
Pricing Sheet is included with this Addendum for revised earthwork quantity.

B. Sheet C-005
C. Detail D1 – Underdrain Detail. The 4” corrugated slotted pipe shall be revised to be 4” ADS
corrugated slotted pipe. The underdrain for cell 3 to be sloped at 0.25% from west to east.
D. Sheet C-009 1. Detail A1 – Litter Barrier Fence. The NETTEXX GF-X netting shall be revised to be Polyester
netting with UV treated yarn, coated with a black resin dye and bonding treatment. 2. Detail A4 – Section. The NETTEXX GF-X netting shall be revised to be Polyester netting with UV treated yarn, coated with a black resin dye and bonding treatment.
E. Sheet C-010 1. A revised Sheet C-010 is issued. A guardrail detail and guardrail specifications are added.
Tube steel rain shall be 6”x6”x3/16” steel tube. Posts shall be installed at 10-ft on center, and set in 3000psi concrete, in accordance with the detail.
2. Revise Key Note 1 to read: Install pipe fencing (±400 LF total).
F. Sheet C-013
1. Revise Note 13 to read: Precast pump house structure, 10'-0" x 12'-0" x 7'-6" gabled concrete
building with granular subbase, complete in place.
G. Sheet C-014
1. A revised Sheet C-014 is issued. Proposed grading and existing contours are added in the revised drawing for rest area site plan. Contractor shall endeavor to match existing grades.
IV. CLARIFICATIONS
A. The south pond to be de-mucked/excavated to remove silt of ±500 cubic yard.
B. The arm-gate to be located at bypass lane and power to be provided by city. C. City to remove tree near the leachate storage tank location at the North-West corner of Cell 1
near Mayhill Road.
D. City to remove power poles within the cell 3 area.
E. City to remove light pole near the scale house.
F. South gate to remain. City to relocate the gate at a later date.
G. Contractor shall install 12” thick flex base at Old Edwards Road from STA 14+00 to STA 19+25,
including excavation, placement and grading.
H. Geotechnical boring information from 1994 site investigation by EMCON for cell 3 are included
with this Addendum.
I. Question: Bid Item 4 – Does this bid item include the moving of the soil stockpile and construction
debris that are called out on page 4 of the plan set (Coleman & Assoc. Land Surveying Sheet)?

The excavation quantity from existing grade to subgrade is quite a bit higher than the estimated
quantity provided.
Response: No, City to move wood, mulch and construction demolition from the construction area.
Estimated quantity for bid item 4 has been revised to reflect the handling of the clay stockpile. J. Question: Bid Item 5 – On page 9, Sheet C-005, detail C1 calls out a Storm Perimeter Berm, is
this what is being referred to as the embankment fill? Or, is this pay item the fill that is required for the cut slope that is created during the excavation to subgrade? If neither of the aforementioned items, can you elaborate and give a spec on the embankment fill?
Response: Bid item 5 has been revised to read cell 3 subgrade fill. The subgrade fill pay item refers to earth fill required to bring over-excavated areas of Cell 3 to subgrade elevation. Storm
perimeter berm is incidental to protective cover placement of cell 3.
General earth fill shall be placed and compacted to 95% Standard Proctor Density at -4% to 0%
optimum moisture content.
K. Question: Bid Item 6 – Is the soil stock pile called on page 4 of the plan set (Coleman & Assoc.
Land Surveying Sheet) the source for this line item? The earthwork quantities show this area to be roughly 65,000 CY of material.
Response: The stockpile called out on page 4 of plan set (Coleman & Associates Land Surveying sheet) is one source of clay material available for liner construction.
L. Bid Item 7 & 8 – It is unclear where the HDPE geomembrane and the geocomposite drainage layer are to be placed, according to Sheet C-002 there is only strips to be placed on the northern
portion of the cell? Are the HDPE geomembrane and the geocomposite drainage layer to be
placed in the entire cell and tie-ins, future tie-ins and trench tie-in? Please advise.
Response: Geocomposite strips to be placed on the northern portion of cell 3 as an add alternate, if groundwater is encountered in quantities requiring it to be actively managed.
As is typical with composite landfill liner systems, the HDPE geomembrane and geocomposite drainage layer is to be placed on the entire cell.
M. Sheet S-001, can you elaborate on how many of each pier and where they go? Is it possible to provide another view or section?
Response: A representative example of Fairbanks Type S Scale pier layout is included with the addendum. Co-ordinate the exact location with the manufacturer. Scale pit wall and floor designs
have been modified from the manufacturer’s standard to accommodate site specific conditions.
N. What bid item(s) does the rest area sidewalk, vending area and picnic table get paid under?
Response: Bid item A15 is added to include rest area sidewalk.
O. The HDPE pipe that is part of the ELR tank system, what type of HDPE is required?

Response: The HDPE pipe specification is provided in specification section 02665 – to be DR
11.
P. Bid Item A1 –The (4) 4” underdrain pipe that is shown on drawing C-002, please indicate where
their discharge points are located. Response: The underdrain discharge point for the underdrain pipes shown on Drawing C-002
will be at the perimeter ditch along the eastern cell boundary. Q. Bid Item A3 – Please indicate where the installation of the 6” flex base is located. The only flex
base that I am aware of is bid item A2 that is just the scarifying and compaction of the top 6” of the existing flex base on Old Edwards Rd.
Response: Bid item A3 has been revised to read 12” flex base as per section C3, sheet C-006. A revised Pricing Sheet is included with this Addendum for revised flex base quantity. Also refer
to item G, above
R. Please confirm that the disposal of the demolished concrete and pipe fence will be accepted by
the onsite landfill and any trees will need to be removed to an offsite source.
Response: Yes, the landfill will accept the disposal of the demolished concrete and piping fences.
Trees shall be removed by the City, prior to construction.
