RFQ # 6424 – South Neighborhoods Small Area Plan & Implementation Strategy
Pre-Bid Meeting Held on Monday, 4/10/17 at 10:00 am in Purchasing Conference Room
Cynthia Alonzo, Materials Management-Purchasing Department, reviewed the RFQ documents
and responded to questions from the potential contractors. Ms. Alonzo stated that consultants
should pay close attention to the RFQ 6424 – Main Document, page 3. On page 3, the minimum
qualifications for submittals are listed. Staff in the Materials Management-Purchasing
Department will screen out submittals that do not meet the minimum qualifications. Ms. Alonzo
also highlighted the following sections in the RFQ – Main Document: Schedule of Events (p. 3);
pricing (p. 5); Statement of Qualifications (p. 5 and 6); and Evaluation Procedures (p. 9).
Cody Yates, Development Services Department – Planning Division, discussed the boundaries
and existing conditions in the study area, and made an interactive presentation using GIS data

According to Mr. Yates, the City has assembled GIS data in order to establish the existing
conditions of the following data layers: land use, street network, street conditions, traffic counts,
sidewalk network, sidewalk conditions; bicycle facilities, transit lines, zoning, existing and
planned private and planned construction projects; and environmental analyses. The selected
consultant will identify gaps in the data, and focus data collection in those areas needed to
develop the small area plan.
Jo Ann Wilkerson, Development Services Department – Long Range Planning Division,
discussed the context of the planning study and the highlights in the scope of work. The
proposed project will be a major component in the implementation of Denton Plan 2030. The
study area, along with Denton downtown and the TWU campus, make of Denton’s urban core.
The study area includes the Oak Hickory and West Oak Historic Districts. The UNT campus is
located in the center of the study area. Impacts to neighborhoods from close proximity to UNT
include increased traffic, parking overspills, the expansion of the student housing, and UNT’s
property acquisition for campus expansion.
Expected outcomes from the small area plan are highlighted on page 1 and 2 of the RFQ –
Exhibit 3 – Scope of Work and Services, and include: zoning overlay district ordinance;
development standards that will provide transitions between the neighborhoods and UNT; design
standards for street network; an urban design strategy to enhance the visual and physical
connections between the university and UNT; development standards and strategies to buffer the
historic districts; design standards for parking structures and lots; a feasibility study for a
residential parking program; land use development concepts for the subareas situated outside the
UNT campus boundaries; comprehensive land use plan; and detailed implementation strategy.
QUESTIONS
1. Will consultants have information regarding parking needs in the study area? Is
this information available?
The Scope of Services, Phase 2, Section E. Parking Facilities states that the project
includes a neighborhood parking analysis. The consultant will need to conduct an
assessment of parking conditions outside the boundaries of the UNT campus, including
public parking lots, private parking lots, and private and public on-street parking. The
City and UNT will provide any existing information that may be needed to the consultant
to support the analysis.
2. Does the project include any planning for the UNT campus?
UNT’s Master Campus Plan, 2013, is the university’s guide to its physical growth. A
goal of the campus master plan is to enhance campus circulation and connectivity. A
major task of the consultant for the small area plan will develop an urban design strategy
to enhance the physical and visual connections between the university and surrounding
neighborhoods.
3. Are the streets in the UNT campus owned by the University or the City?
The City of Denton.
4. Should the sub-consultants turn in all their attachments? No. Sub-consultants
should submit their documents/attachments to the prime consultant. The prime
consultant will respond to the Request for Qualifications.
5. Will a steering committee be organized? Will it include representatives of UNT?
Members of the City Council will nominate members of the Steering Committee. The
Steering Committee will be representative of the entire study area.
6. What is the anticipated budget for this project?
The City does not wish to disclose the budget.

Phase 2 Community Assessment/Analyses
A. Land Use
2. Propose land use development concepts and detailed market assessments for the
following subareas in the study area:
a) Hickory Street to the north; N. Texas Boulevard to the east; W. Prairie to the
south; and Bonnie Brae to the west (note: subarea does not include the land
area within the UNT campus boundaries)
b) Panhandle Street to the north; S. Carroll Boulevard to the east; W. Hickory to
the south; and Bonnie Brae to the west (note: subarea does not include the
land area within the Oak Hickory and West Oak Historic Districts; however,
the proposed land use development concepts must include strategies to
enhance and buffer the historic districts)
c) Eagle Drive to the north; Fort Worth Drive to the east; I -35 and Greenlee to
the south; and Avenue C to the west
d) W. Hickory to the north; S. Carroll to the east; Eagle Drive to the south; and
Bernard to the west.
Phase 3 Development of Alternative Land Use Plans
A. Alternative Land Use Plans
2. Incorporate the program requirements of the subareas (see Phase 2A) that are
found to be feasible in each alternative land use proposal.

City of Denton’s Response to Submitted Questions
The requested order of submission differs on p. 8 and p. 11; what is the correct order to follow?
We apologize for the confusion. Please use the order shown on page 8. The RFQ template will
be corrected for future use.
Must the Completed Solicitation Checklist be submitted as referenced in the Submission Format
on page 8? The reason for this question is that it was mentioned during the meeting that it is
not essential to use that sheet (p. 11); if not used, it is assumed that it will NOT count as part of
the 50 page limit – please confirm.
The checklist, required attachments and forms will not be counted toward the 50-page limit.
Is my understanding correct that the Attachments count to the 50 page limit?

Attachment C: Do both sheets referencing Project #1 and Project #2 for Schedule Compliance
Form need to be submitted, or will a sheet for Project #1 suffice?
Each sheet is for each project that has been completed by your firm. You may use the most
recently completed projects for these forms.

In the RFQ it asks for two similar scope items to be included in Attachment C, but similar scope
projects would be planning projects which would not include Design, Procurement, or
Construction Phases. Is this the correct form to use for this solicitation, if so should we only
include information for the Study/Analysis Phase?
The forms in Attachment C of the main RFQ document were originally a part of the standard
template that the City uses to solicit architects and engineers for construction projects. Please
exclude or omit the construction-related portions of the forms. With regards to the
development of the plan for the identified area for this project, you may use the Study/Analysis
section only.
