SUBJECT
Consider recommending approval of a "Professional Service Agreement (PSA)" with Garver, Inc.
to perform a solids handling/dewatering study of the Lake Lewisville Water Plant filter backwash
and sedimentation basin wash -down residuals; authorizing the expenditure of funds in an amount
not -to -exceed $77,772.00 (File #6431).
FILE INFORMATION
The City of Denton Water Reclamation Plant is experiencing constant issues processing the
solids coming from the Lake Lewisville Water Treatment Plant (LLWTP). The wastewater plant
staff has requested immediate elimination of sludge/solids discharges into the wastewater
collection system and thus into the wastewater treatment plant.
LLWTP staff is temporarily pumping all treatment plant solids from the equalization basin into
the water treatment plant pond. The pond has limited capacity and a consultant study is needed to
find a permanent solution for the solids handling issue.

The Public Utilities Board approved this item on July 10, 2017 (PUB# 17-157) by a vote of 5-0.
RECOMMENDATION
Staff recommends approval of the Professional Services Agreement with Garver, Inc. in the
amount of $77,772.00.
BASIS FOR SELECTION
Informal Requests for Qualifications (RFQ) were issued to several local consulting firms with
prior experience to perform a study and receive a recommendation and preliminary design for a
permanent solids handling facility for the Lake Lewisville water treatment plant. Statement of
qualifications were received from four (4) engineering firms. The Staff Screening and Selection
Committee met March 22, 2017, to evaluate the qualifications. The Committee selected Garver,
Inc., based on the proposal and selection criteria.
A formalized scope of work was developed by staff and the consultant submitted a quote in the
amount $298,596.43 to provide preliminary engineering design for the solids handling facility.
Staff negotiated with Garver and modified the scope to eliminate the preliminary design of a
facility and instead focus on a sludge dewatering study that will analyze the City's current sludge

handling processes and then provide and analyze alternative dewatering technologies to be
considered. The quote provided for the modified scope is $77,772.00. The attached Exhibit 2
provides a detailed scope of services for the project.
CONTRACT TERM
The services to be provided under this contract are estimated to be completed within six (6)
months.
FISCAL INFORMATION
The Professional Services Agreement with Garver, Inc. will be funded from Water Production
job cost account # 630387517 in the amount of $77,772.00.
