6891 - Utility Scale Coastal Wind Energy, Addendum 2 Purchasing Department 901-B Texas St. Denton, TX 76209 (940) 349-7100 www.dentonpurchasing.com ADDENDUM #2 RFP # 6891 POWER PURCHASE AGREEMENT (UTILITY SCALE COASTAL WIND) WITH THE CITY OF DENTON Issue Date: November 27th, 2018 Response due Date and Time (Central Time): Tuesday, December 4th, 2018, 11:00 A.M. C.S.T RFP # 6891 ADDENDUM #2 The following clarification questions, submitted by prospective respondents, are answered below: 1. The RFP states that no PPA tenor less than 20 years will be considered. Can you clarify if 1) this applies to both the coastal wind and solar RFPs and 2) if DME would consider longer term PPAs such as 25 or 30 years? After careful consideration, it was determined by Denton Municipal Electric’s administration that they wish to only seek a 20-year contract term for each – solar and coastal wind – renewable power source. 2. Regarding the Conflict of Interest Questionnaire (Attachment F, pg 19 of the Main Solicitation), is the intent with this form that the disclosure of relationships with Local Government Officers of the City of Denton, specifically, or are we being asked to disclose existing relationships with Local Governmental Officers of any organization in Texas that meets the definition of a Local Governmental Entity? It is the intent of the Conflict of Interest Questionnaire is to disclose existing relationships with officers of the City of Denton only. 3. The new RFP still references Attachment I in Section 15, however now there is no Attachment I in the Addendum version of the RFP. Should we disregard Seciton 15? In the proposal, please add an Attachment I with the applicable information requested under Section 15. You may use the attached “Attachment I” for the RFP submittal. 4. Section 56D (page 27) states “in the provision of the Solicitation entitled ‘Buy American Act Certificate’.” In what section of the Solicitation can we find that provision? Is it preferable to see pricing for both BAA compliant and non-BAA compliant project or will only BAA compliant pricing be considered? This provision is not applicable to the renewable energy PPAs. Please disregard it. 5. If a bidder submits an exception to the Prevailing Wage provision (Section 59, page 28), will that proposal be disqualified or is it preferable to submit both prevailing wage and market norm wage rates? This provision is not applicable to the renewable energy PPAs. Please disregard it. 6. Deadline for submission is 11am CST on December 4, 2018. Does that mean our proposal needs to be in your hands by then or can the proposals be postmarked by then? All submissions are required to arrive no later than the published deadline, which is 11:00 a.m. CST on December 4, 2018. Please allow sufficient time for the electronic transmittal due to the security software, firewalls, etc. For hard copy submissions, the proposal must arrive in the City of Denton Purchasing Office no later than 11:00 a.m. CST on December 4, 2018. Late proposals will be rejected. NO OTHER CHANGES AT THIS TIME. Please acknowledge addendum on Attachment F of the main solicitation document when submitting a proposal.
